FOREWORD
Chemulpo, Incheon, Jinsen, In-chiang, Songdo FEZ, New Songdo City, and Songdo IBD—over the past 125 years, Korea’s Incheon port area has gone by many
names. These names reflect both local and international influence. For example, the first westerners favored Chemulpo, the name once in common use by local Korean
inhabitants. With the establishment of the foreign trade settlements, the Korean officials restructured local governance and designated the port as Incheon. The
Japanese traders in turn called the port Jinsen, while the Chinese settlers used In-chiang, their respective language derivations of Incheon. In the modern era with the
establishment of 3 Incheon Free Economic Zone (FEZ) projects, the local government has designated land reclamation south of the port as Songdo FEZ. Within this
area two names are commonly interchanged—New Songdo City and Songdo International Business District (IBD)—the later perhaps best describing the project’s
vision.

Millennia before the introduction of western trade and influence, Korean culture
had developed a unique ethnic and linguistic identity. Separated from China
and Russia by rugged mountains and Japan by sea, Korea maintained a unified
and independent society. Due to this cultural legacy, Korean traditional music,
architecture, cuisine, and clothing are distinctive and differ from their East Asian
neighbors. Philosophically, Korean tradition is rooted in Confucianism and
manifests in a strong emphasis on status, social hierarchy, and education. Ruled by
the king and governed by the yangban, Korea’s elite scholar-officials, Korea prided
itself on being self-sufficient.
During the early-to-mid 1800s, ever-increasing pressure by the West to trade with
Korea was unwelcome and unwanted. In contrast, the West fervently desired
to expand its mercantile interests into new untapped markets. The conservative
yangban scrutinized the effects of western penetration into China and Japan,
appalled by their Asian neighbors’ violation of the centuries old Confucian norms
and attempts at modernization. Yangban elitists feared open borders would pollute
Korea, which in their eyes was a morally superior, autonomous, Neo-Confucian
state. Moreover, to forsake Confucian traditions and yield to western culture was
seen by the conservative bureaucrat-officials as the worst of all heterodoxies and the
ruin of Korea.

From his home in Pasadena, Jay began reaching out to American developers.
With the United States in the middle of a building boom, few developers seemed
interested. After reading about a high profile Boston venture—One Lincoln office
tower—Jay contacted John Hynes III, who was heading up the project.
In 1999, Hynes had opened a Boston office for Gale and Wentworth, a successful
real estate firm, which operated in the prime northeast U.S. market. Its founder
Stan Gale—like Hynes—was a seasoned and well-respected developer. Gale had
family real estate roots going back to his paternal grandfather, Daniel, who became
a broker in 1922. Born and raised on Long Island’s north shore area, Stan Gale
grew up near port towns that were once hubs for whalers and marine-related trade
similar to Incheon.

INTERNATIONAL DESTINATION
Perhaps one of the most intriguing aspects of the concept
plans is the truly international flavor of Songdo IBD. As
noted in the early chapters of this book, the foreign settlers
to Chemulpo in the late 19th century formed their own
distinct enclaves—Japanese, Chinese, Western, and local
Korean settlements. For the most part, each enclave had
limited interaction and little cultural exchange.
