1⁄4 cup panko bread crumbs
1⁄4 cup whole milk
1 pound ground beef
2 tablespoons peeled and finely diced onion
2 tablespoons grated red bell pepper
1 large egg
2 tablespoons finely grated Cheddar cheese
1 tablespoon taco seasoning
1 teaspoon ground cumin
2 tablespoons olive oil, divided
1 (15-ounce) can diced tomatoes, including juice
1⁄2 cup water
1⁄4 cup fresh cilantro, for garnish
