SACRAMENTO, Calif. - Shocked by Saturday's mass shooting at the Chabad of Poway, Gov. Gavin Newsom proposed Monday to significantly increase funds for security at synagogues, mosques and other religious institutions in California that face threats of hate-motivated violence.
