710 South College, Lafayette, Louisiana 70503 As a former employee of the Lafayette City Police Department, a well as concerned citizen and tax payer of Lafayette, Louisiana and in good standing.

+ As the Petitioner filing a formal complaint against Chief Jim Craft, Detective/Cpl. Paul Trouard and Mr. Ray Domingue of Human Resources with the Lafayette Consolidated Government.

In June of 2012, I discovered through various sources of the Lafayette City Police Department, that Detective Paul Trouard assigned to the Criminal Investigation Division failed a random drug screen. These drug screens are issued as per Lafayette Consolidated Government PPM. The PPM 2161-10 states that there is a zero tolerance policy for failing a drug screen. The Police Department has a specific general order 201.1. Section C. Prohibited Substances and Items 1. The possession of illegal drugs in prohibited except in the performance of a police function. The use of illegal or nonprescripted controlled drugs is prohibited. Any employee found in violation of this section shall be terminated. Illegal drugs,

improper acts, or illegal possession defined as follows: a, illegal drugs such as, but not limited to, marijuana, cocaine, pcp, heroin, opium, mdma, or any of the controlled dangerous substances as denoted in schedules I,II,III, IV or V of the Louisiana Revised Statues; 40:964, as may be amended. Section B. Prescribed Drugs Not Legally Obtained and Prescribed Drugs not being used for its intended purposes. It is my understanding that Detective Paul Trouard was placed on administrative leave following the failure of his random issued drug screen. Shortly after Detective Trouard was placed back to work by Chief Jim Craft. How is it that a former employee, identified as Heath Royer was forced to resign following his failure of a random drug screen. I would like the board to investigate this matter. I believe that Detective Trouard was provided with preferential treatment which seems to be a reoccurring trend with the current administration.
