If approved by voters, Arts Education and Access Tax will impose a permanent at tax of $35 per person on all adult city residents who receive any income and meet certain poverty thresholds established by the city.

Would I have to pay the head tax?


If you are 18 or older, live in Portland for any part of the year, dont live in a poverty household, and receive any amount of income from any source, then you will pay the head tax. The city estimates 85% of Portlands adults will have to pay the tax.

Not an income taxan unconstitutional head tax


Because the Arts Tax would be a at tax levied on everyone who meets certain income and poverty conditions, the tax is a head tax (also known as a poll tax). The Oregon Legislature outlawed head taxes in 1907. The head tax was so unpopular that the voters of Oregon added the ban to the Oregon Constitution in 1910. That ban is spelled out in Article IX, Section 1a of the Oregon Constitution: No poll or head tax shall be levied or collected in Oregon.

But, I dont have a job. Would I still have to pay the head tax?
Did you get an unemployment check? Did you or your spouse receive interest in a joint bank ac-count? Did you get a scholarship for living expenses? Do you collect Social Security? Do you get disability payments? If you answered Yes to any of those question, and if your household is above the poverty line then you will have to pay. And these are just examples. Remember the city is operating under the assumption that just about everyone satises the income requirement.
