Declaration of Policy . It is a declared a policy of the State to-protect life, liberty, and property fr om acts of terrorism;-to condemn terrorism as inimical and dangerous to the nati onal securityof the country and to the welfare of the people; and-to make terror ism a crime against the Filipino people, against humanity,and against the law of nations. In the implementation of the policy stated above, the State shall uphold thebasi c rights and fundamental liberties of the people as enshrined in theConstitution . The State recognizes that the fight against terrorism requires acomprehensive ap proach, comprising political, economic, diplomatic, military,and legal means dul y taking into account the root causes of terrorism withoutacknowledging these as justifications for terrorist and/or criminal activities.Such measures shall inc lude conflict management and post-conflict peace-building, addressing the roots of conflict by building state capacity andpromoting equitable economic developme nt. Nothing in this Act shall be interpreted as a curtailment, restriction ordiminut ion of constitutionally recognized powers of the executive departmentof the gove rnment shall not prejudice respect for human rights which shall beabsolute and p rotected at all times. Section 3. Terrorism . Any person who commits an act punishable under any of the following provisions o f the Revised Penal Code: (DR-CP-KM)a. Article 122 ( P iracy in General and Mutiny in the High Seas or in the PhilippineWaters);b. Article 134 ( R ebellion or Insurrection);c. Article 134-a ( C oup dEtat), including acts committed by private persons;d. Article 248 ( M urder);
