Notification of results by the returnign Officer (ahmad rashid Shervani) 3 January 2012 Subject: Result of the AIMMM bi-annual election for the period 2012 & 2013 1. Election of President In accordance with the Report of the Returning Officer Mr A R Shervani on 3 January 2012, Dr. Zafarul Islam Khan elected as the President of the AIMMM for terms of 2 years ending on 31 December, 2013. The candidates for the Presidential post were Dr Zafarul Islam Khan & Mr. Navaid Hamid. Outgoing President Mr Syed Shahabuddin has handed over charge and Dr. Zafarul Islam Khan has taken charge as President of the AIMMM with effect from 3 January 2012. 2. Election of the MMA The Returning Officer received 74 valid nominations for 20 posts of members of the Markazi Majlis-eMushawarat(MMM). The following members have been elected as Members of the Markazi Majli-e-Amla(MMA), having received the 20 highest votes.

Urgent meeting to bid farewill to the outgoing President and to welcome the new one 16 January 2012

Meeting at the AIMMM Central Office on 16 January 2012 An urgent meeting of the Markazi Majlis-e-Mushawarat was held on Monday, 16 January, 2012 at 4.30 PM at the Central Office of the Mushawarat, D-250, Abul Fazal Enclave, Jamia Nagar, New Delhi-110025 to bid farewell to the outgoing President, Mr Syed Shahabuddin and to welcome the newly elected President, Dr Zafarul-Islam Khan, and to discuss some recent developments and to work out tentative future plans. OrGaNiSaTiON internal matters like revision of the budget for 2012, initiation of a monthly lecture series on important milli, national and international issues, to hold a press conference after each MMM and MMA meeting, to rejuvenate state units of AIMMM and to open units in states where AIMMM has no branches, to complete the revision of the AIMMM constitution, to publish a good brochure and list of members, start Urdu and Hindi bulletins, open membership to Indian nationals living abroad, open membership to unrepresented sections and younger capable individuals. After the above informal discussions, a condolence meeting followed in the memory of Maulana Hakeem Irfanul Husaini, Vice President of AIMMM, who died in Kolkata on 16 April. He was also the current President of the AIMMM unit in West Bengal. OrGaNiSaTiON - Janab Abdul Khaliq, General Secretary, Jan Lokshakti Party, - Nawab Zafar Jung, - Janab Akhtar Husain Akhtar, National Secretary, Welfare Party of India, - Dr. Raihanul Husaini, son of Maulana Hakeem Irfanul Husaini and others. The President initiated by describing Hakeem saheb's contributions to the Muslim community in general and to Mushawarat in particular. Maulana Jalaluddin Umari said that Hakeem Sahab was a truthful person and knew how to maintain good relations with others. His departure is a loss to all of us, he said. Maulana Asghar Ali Imam Mahdi said that Maulana Husaini believed in keeping good relations with all. Janab Muhammad Jaafar said that Maulana Husaini used to argue without hestation and used to win over others. He was much liked by all. Janab Shabnam Subhani said Maulana Husaini's life was devoted fully for the millat. He was very popular in Kolkata and had good relations with all. In this age of scarcity of true leaders, a great vacuum has been created by his departure. He added that it is a personal loss for him that a person who was a well-wisher of all is no more with us. Nawab Zafar Jung said that it is a matter of ill-fate for the community that new leaders are not taking place of those who are departing. Janab Muhammad Sulaiman said that he had a relationship of 25 years with Maulana Husaini. AIMMM state unit in West Bengal was an ideal unit because of the likes of Dr. Maqbool Ahmad and Maulana Husaini. His departure is a loss for both the millat and Mushawarat. Janab Ahmad Raheed Shervani recited the couplet of Faiz Ahmad Faiz which says, "Aakhir-e shab ke hamsafar, Faiz, na jaane kiya huey" (Night is coming to an end, Faiz, and one knows not where the co-travellers have gone) and said that Hakeem Irfanul Husaini was the leader of the caravan. A person like him does not leave us in entirety - he leaves for us memories and unfinished jobs. It is our duty to finish those unfinished jobs. As discussed this morning in the Standing Committee meeting and then with you personally after the meeting, I hereby assign to you the organisational and fund-raising responsibilities as the General Secretary of AIMMM. As you are aware, we all wish AIMMM to be more active, functional and visible, and for this I appreciate your readiness to visit AIMMM state units to activate them and

to possibly arrange for re-elections of units which are not active. Also, please explore the possibility of holding statelevel conferences to activate the units, to involve people with their work and make them visible to the people and to the authorities in the respective state. We also must try to start new state units where there is no standing unit at present. At the centre also, we intend to start a few new activities like starting a Hindi and Urdu magazine and also to develop the current English-language bulletin in order for it to have a mass appeal. AIMMM brochure and members list should also be published in a becoming and impressive manner. Also proposed is to hold a big national-level conference in Delhi sometime in September or October. Obviously for all these activities we will need lots of funds. Therefore, I would like you to also concentrate on raising funds for AIMMM on a continuous basis so that these and other activities could take place without difficulty. At present I think we should try to raise for this year a sum of at least Rs 20 lakh to meet the envisaged activities. It goes without saying that I will always be ready to offer you any practical help possible to make AIMMM a vibrant organisation serving the millat. New Delhi, 23 June 2012: All India Muslim Majlis-e Mushawarat has decided to hold monthly lectures on important issues facing the Muslim community and country. The lectures will be held at the Mushawarat central office in Delhi after Maghrib of the last Friday of each month. The first lecture was delivered on 29 June 2012 by noted social scientist Dr Javed Jamil on "Muslim Vision of India: Destination & Roadmap". Dr Javed Jamil is the author of a document which pinpoints the areas of concern and concerted work in order to uplift the country and empower the Muslim community.

OrGaNiSaTiON religious scholar and researcher - died in Delhi on 8 February 2012; and Prof. Mughni Tabussam, prominent poet, scholar, critic and author - died in Hyderabad on 15 February 2012. The meeting discussed the following issues: Resignation: AW Saadatullah Khan, Editor, Islamic Voice had said that due to his preoccupation he would not like to continue. But this resignation was not accepted. Earlier, Maulana Sirajul Hasan had expressed his unwillingness to continue due to bad health. His resignation was accepted. The President informed the members that AIMMM's finances are in very bad shape; members are not paying their annual fees and the Circle of Friends of Mushawarat is shrinking. He informed the members that apart from the funds needed to run the normal running of the office, around Rs 5 lakh are needed to complete the building and finishing work on the first floor of our building which will later provide a steady small income to run the office. Gujarat: The President apprised the members that there is some movement for the revival of the AIMMM unit Gujarat. In this respect, Janab Iqbal Mirza of Ahmeadbad, Maulana Matadar of Bharuch will be meeting on 4 March to consider ways to revive the Gujarat unit. The President informed the members about the unnecessary scare-mongering done by Christian groups over agitation in the Valley against the conversion drive by Church activists who indulged in a vilification campaign against the officially recognised Mufti Azam of J&K Maulana Bashiruddin. NCM sent its vice chairman to the Valley to report on the situation there but Christian groups claimed that it was joint team including Church representatives. The President wrote to the NCM if this was true. The NCM replied that the NCM had not sent any "team" to Kashmir, i.e., it was a one-member delegation comprised of only its vice chairman. He also informed the members that the AIMMM is coordinating with Christian organisations active to secure the rights of Christian and Muslim Dalits who are denied reservation vide the 1950 Presidential feat which has been challenged in the Supreme Court of India by both Christian and Muslim parties. AIMMM delegations have taken part in meetings called by Churhc organisations in this respect and our cooperation with them in this respect will continue in staging dharnas and organising joint meetings. AIMMM member Dr Jawed participated in a dharna held by Church organisations against communal violence at Rajghat on 27 Feb. 2012. The meeting passed the budget for 2012-2013. An observation was made that the budget includes only normal activities of the AIMMM. It should also include allocations for extra-ordinary activities like conferences and conventions proposed to be held during the year. The meeting deliberated on a number of milli, national and international issues and passed the following resolutions on 4.5% Reservation, Mishra Commission report, Gujarat, Jammu & Kashmir, Fresh attacks on Muslim youth in the name of terrorism, Christians in J&K, Creeping saffronisation in M.P., Shia-Sunni riots,

Admission to private schools, India-Israel ties, National Commission for Minorities Educational Institutions, Syria and Iran. (These resolutions are published below under respective heads).

New Team in Gujarat New Delhi, 27 June 2012: The Gujarat state unit of the All India Muslim Majlis-e Mushawarat held an extraordinary meeting at Ahmedabad under the chairmanship of Prof. Juzer Bandukwala. The meeting unanimously elected the new state functionaries of the AIMMM Gujarat as follows: Maulana Habibur Rahman Matadar, President; Janab Iqbal Husain Shaikh, General Secretary; Janab Asif Shaikh, Assistant Secretary, and Janab Abdur Razzaq Shaikh as Treasurer. The remaining office-bearers will be elected durig the next meeting of AIMMM Gujarat in order to ensure a proper representation of the whole state in the new committee which will function for the next two years. There was a consensus that a campaign is underway to retard the individual and collective progress of the Muslim community in the name of fighting terrorism and the recent arrests are a part of this campaign. There was also a consensus that this issue cannot be tackled by ad hoc measures. Rather, an organised and long-term strategy is needed to face it. It was agreed that a special fund should be established to fight legal cases, help victims, raise the issue and publish documentation-based writings on the subject. It was also decided to establish a legal cell under AIMMM to keep a constant eye on this issue, to take action where needed, and to work with the help of local lawyers. It was also decided to ask the Muslim community to protest in every city and town against the injustices being perpetrated in the name of "terrorism". The community should also be reminded to maintain good relations with the victims of this campaign and their families because mere arrest does not make one guilty. It is a fact that about 98% of people arrested under TADA and POTA have been found innocent and released. It is an insult to the united Ummah to forsake and shun a brother and his family in the time of his trial. It was also decided to prepare and publish a white paper on terrorism on behalf of the Muslim community and to release it in a big convention to be held at Delhi. It was also decide to shun the attitude followed until now and to bring these issues to the knowledge of international human rights organisations, UNO panels and other countries interested in human rights issued. It was felt that international pressure on the Indian government is necessary to force it to rethink the misdeeds of its agencies. Senior Supreme Court advocate Prashant Bhushan bluntly said on February 27, 2012 that police across the country were "communalised". He added that "It costs nothing for the police to fabricate evidence and file a false chargesheet against an innocent person. In virtually no case, and a vast majority of cases the court does not take the next step of ordering the criminal prosecution, immediate suspension, dismissal and prosecution of that police officer," he said adding that there is "a trend that police across the country systematically frame Muslims in terror investigations when they can't find the culprits. In such cases, they pick up anyone around whom a credible story could be spun." We believe that Muhammad Ahmad Kazmi is the latest victim of this communal mindset unleashed on the Muslim community in the name of fighting terror. His over two decades' impeccable record as a fine journalist is an open book. Not only writing for national and international publications, he also worked for the Doordarshan and had a PIB press card for which security clearance is required. The very fact that his case was not handled by the National Investigation Agency, which has been specifically established to investigate such cases, shows the murky nature of this whole enterprise to malign the Muslim community at the hands of Delhi Police Special Cell, a force notorious for fake encounters and for criminally implicating even its own informers in concocted terror plots. We had written to the Hon'ble Union Home Minister, Hon'ble Lt. The AIMMM warns the central and state governments not to create an artificial environment conducive to spread discontent and disaffection among the community which has serious doubts about this renewed drive. At the same time, AIMMM fails to understand why saffron terrorists are being treated with kid gloves and some of their masterminds mentioned by name in Malegaon and Ajmer charghsheets remain untouched. AIMMM demands the central government to compensate and rehabilitate innocent Muslim youths who are acquitted after years in jail. The AIMMM condemns the surreptitious ban clamped on SIMI for another period of two years while five of its appeals are still pending in the Supreme Court. The AIMMM demands the central government to issue a white paper on the so-called Indian Mujahidin which the Indian Muslim community believes is a creation of the Intelligence Bureau as a tool to malign Muslim youth.

It is now almost a month that Fasih Mahmood, an Indian Muslim engineer, suddenly disappeared in Saudi Arabia at the request of Indian authorities which are still not clear about the charges against him. Earlier Journalist Kazmi was arrested on unknown charges and remains in custody while Hindutva terrorists are getting bail and feeling confident enough to hold a conference in Goa. The murdered accused, Qateel Siddiqui, was a lawabiding citizen of this country. Despite the passage of seven months on his arrest, the agencies have not been able to file a chargesheet against him, while he has been consistently tortured in custody to force him to sign a fake confession as it happens now in almost all such cases. His murder has been arranged at the hands of a criminal already incarcerated on murder charges. It seems the reason is to use Qateel's fake confession in courts against other accused since he will no longer be there to deny and refute the forced confession attributed to him. We hold the Maharashtra ATS chief Rakesh Maria, the head of National Investigation Agency Sarat Chandra Sinha and the Home Minister P. Chidambaram personally responsible for this cold-blooded murder. We demand a judicial enquiry by a sitting high court judge. We reject with contempt the mere suspension of the jailor and a CID enquiry. The jailor will be reinstated soon and the CID enquiry will not go against their own ilk. We appeal to the national and international human rights organisations to take notice of the situation in India where sections of the administration are fighting a war against the country's largest religious minority in the name of fighting "terror", while the security agencies themselves are the biggest culprits and excel in fabrication of cases and use torture to force the accused to confess to crimes they never committed. The aim is to demoralise the Indian Muslim community and to slow down its educational and social progress.

Muhammad Ahmad Kazmi is a senior Urdu journalist of long standing who works and writes in the higher interests of the country. The meeting decided to write to the Union Home Minister, Delhi Police Commissioner, Lt Governor of Delhi and Delhi Chief Minister seeking their immediate intervention and to stop the serial arrests and torture of Muslim youth. The Muslim leaders will also meet these and other government officials and will approach Justice Markanday Katju, Chairman of the Press Council of India as well as the national and state minorities commissions.

VHP spokesman at this training camp, Prakash Sharma, according to the report, said that "flourishing secular forces are a danger and that secular politics is responsible for destroying the country." We are particularly interested in your performance audit report on the Archaeological Survey of India. We are aware of the problems faced by the ASI and which have caused non-completion of several excavation projects which it began since 1950 and the non-publication of reports on excavations which were completed. The most recent instance is the Report on the excavation in Ayodhya on the Ram Janmabhoomi -Babri Masjid Site under the order of the Allahabad High Court. The Report has not been placed in the public domain because it cannot stand scrutiny. The Archaeological Survey of India (ASI) takes the plea that the High Court had placed a bar on its publication. But the Report was never examined by the Special Bench of the Allahabad High Court. The Special Bench passed its ordered in September 2010 and there is no such bar, to the best of our knowledge. We request your special attention. We also request that the CAG Report should bring out the particulars of all the non-completed excavation as well as unpublished reports of the completed projects of the ASI and the reason why the Annual issue of the Indian Archeology has been suspended for years.

rESOlUTiONS / STaTEmENTS ETC 8 May .2012 My dear Home Secretary, It has been reported that during the latest round of talks between Central Government and ULFA, the later demanded denial of voting rights to persons of East Bengal origin who migrated to Assam between January 1996 and March 1971 for at least 10 years and that it was also reported that the Centre has actively considering this demand. Those who migrated during this period were both Muslim and Hindu by religion. ULFA has made it clear that in its view voting rights be denied to all irrespective of religion. This was why Assam Accord 1985 could not be fully implemented. In any case this will not cover those who have infiltrated into Assam since 1971 from Bangladesh as they remained unidentified despite the changes made in the law relating to foreign tribunals. The Bengali-speaking Muslims of Assam are apprehensive that the ULFA has planned a repeat of the brutal Nellie massacre in 1983 to force the issue. I request that the government should issue a status report on any negotiation with the ULFA and take due measures to prevent another massacre. letter to Chairman, NaTiONal hUmaN riGhTS COmmiSSiON, New delhi-110001 4 April 2012 Respected Sir, We are pleased to note that a compensation has been ordered by you for the ill-fated youth of Punjab who were unlawfully killed during 1984-96 by the security forces during the unrest in Punjab. Though the compensation is belated and meagre, yet it is at least an attempt by the State to accept the responsibility for crimes committed by people in uniform. Similar crimes were/are committed in the state of Jammu & Kashmir where according to various estimates, close to ten thousand people, mostly youth, have disappeared since the start of the militancy in late 1980s. The State Human Rights Commission of Jammu and Kashmir released a report in July 2011 on unmarked graves in the north of Kashmir where 2943+ unidentified bodies were verified in unidentified graves at 62 sites in 55 villages. No doubt, more such bodies will be found in other parts of J&K if a serious investigation is ordered. It is high time the NHRC took initiative in this matter by ordering a complete survey of Kashmir's official and unofficial jails, detention and interrogation centres and graveyards to account for all the disappeared, most of whom are believed to have been killed and buried secretly. The second logical step should be to order a proper compensation to the kin of all such persons who remain

Murder by security personnel is still treated as accidental firing. The commission of enquiry ordered by the court after the murder of as many as 118 innocent youth in 2010 is yet to submit its report. Political prisoners continue to be behind bars in and outside the state. Both the Union and state governments lack sincerity as they never bothered to implement the recommendations of the five working groups appointed by Prime Minister Manmohan Singh. Even the recent report of Interlocutors has not been made public so far. AIMMM demands the urgent release of political prisoners, implementation of the recommendations of the aforesaid five working groups and restoration of Autonomy as recommended by Justice Saghir Ahmed. AIMMM also stresses the immediate withdrawal of AFSPA from whole of Jammu & Kashmir and Manipur where it has been misused to the hilt and has created a climate of fear for ordinary people and impunity for the men in uniform who are free to violate rights and kill innocents at will. The thousands of unnamed graves in Kashmir are a living testimony to this national disgrace. There is no point for AFPSA to remain in force in J&K where hardly 200 militants remain according to official sources. mushawarat welcomes U.P. election results New Delhi, 7 March 2012: The All India Muslim Majlis-e Mushawarat (AIMMM), the umbrella body of Indian Muslim organisations, held a meeting here to consider the election results in five states, especially Uttar Pradesh. The meeting was attended by AIMMM President Dr Zafarul-Islam Khan, former President Janab Syed Shahabuddin, Vice President Janab Muhammad Jaafar, General Secretary Janab Ejaz Ahmad Alam, Janab Mujtaba Farooq and Janab Akhtar Husain Akhtar. Dr. Khan said after the meeting that the AIMMM is satisfied with the results in Uttar Pradesh and congratulates the mature U.P. voters for puncturing the BJP balloon even in Ayodhya and thereby demonstrating that the voters reject communal and divisive politics. Dr. Khan said that the U.P. results have yet again demonstrated the central position of Muslim voters in the state and that no government may be formed by ignoring them. The results, he said, are also a lesson for the Congress that mere lip service and meaningless gestures will not win it votes. It is time political parties stopped taking Muslims for granted. Dr. Khan hoped that the UPA will learn its lessons and make good its promises to Muslims and other minority and backward communities so that these results are not repeated in 2014. Statement on the eve of state assemblies' elections New Delhi, 6 February 2012: President of AIMMM, Dr. Zafarul-Islam Khan, advised Muslim voters in a press statement to vote for secular and untainted candidates and to try to defeat corrupt, criminal and communal candidates. He said, we should endeavour to help Muslim candidates of good character to win wherever they are contesting and where this option is not available, we should help secular and untainted non-Muslim candidates to win. He said, to cast vote is a national duty akin to Shura (consultation) in Islam. Failure to vote allows undeserving candidates to win. Therefore, we should not be found wanting on this count. President of Mushawarat appealed to Milli organisations and respected imams to advise Muslim voters accordingly in their constituencies and urge them to vote for the deserving candidates only. Guidelines for the muslim Electorate for UP assembly Elections, 2012 issued by the Joint Committee of muslim Organisations for Empowerment (JCmOE) 24 January, 2012 Since 1950, in all elections the Muslim community has always supported the formation of a secular, stable and strong government at the Centre and in the States, but right from 1947 persistently it has been underrepresented in the legislatures. Also the community has felt growing by disenchanted with the post-election performance of secular parties and

their Muslim legislators. Today, therefore, the primary interest of the community is not only to raise its representation in the legislature with at least some vocal, fearless independent legislators so that its legitimate aspirations & interests are voiced and pursued systemaically. Since 2004, the JCMOE has been formulating Guidelines for the Muslim Community for General and State Elections. Since 2009, it has suggested active participation of the Muslim electorate at the constituency level in selecting candidates and/or parties to support with primary objective of improving the quality and dependability of Muslim representation in national & state legislatures. The JCMOE recalls with regret the oft-tested failure of the Muslim legislators to project the feelings and wishes of the community at the national or even state level. It is of the considered view that the reason behind the dissatisfactory performance of the Muslim legislators lies in the their personal & political loyalty to the parties they belong to and in their faithful support to the their political line which makes them disinclined even to raise its legitimate expectation for equal participation in governance and sharing equal benefits of development at various levels. Indeed they remain silent even in situations of denial of equality and justice. The JCMOE has also concluded in the light of experience that because of diverse factors, effective unity of the Muslim political groups on the eve of the election can not be at the state or national level. It feels that Muslim voters at the constituency level can be united in favour of a common candidate chosen through participation & consultation of all who matter. The JCMOE is convinced that both underrepresentation and its quality are relevant. The secular parties do not field proportionate number of acceptable Muslim candidates from winnable Muslim constituencies and also because participation of Muslim voters in the election is often less than average. Also, several secular parties contest against each other apart from Muslim candidates of mini parties, sometimes funded by vested interests, thus dividing the Muslim vote. In view of the above, the JCMOE has revised the Guidelines in depth on the eve of the UP Assembly Elections for 2012 particularly because UP is the major state going to polls, has the biggest Muslim population of all states with 18 % in the electorate, with decisive influence in more than a quarter of the 403 constituencies and it has at least 35 % Muslims in 46 constituencies. The JCMOE appeals to the Muslim electorate to build on its electoral assets & take all possible steps. General Guidelines for the Community To register all eligible voters and to vote massively, particularly, women & youth, to raise their turnout above the average & thus increase their effective political weight in every constituency. To strive for Muslim unity at the constituency level, rising above party affiliations or religious or sectarian considerations & chose a winnable candidate by common agreement who is reliable, capable & vocal and reputed to have a secular background.

rESOlUTiONS / STaTEmENTS ETC To vote unitedly for the agreed candidate, as the most acceptable candidate of the community. mechanism of Selection of Common Candidates at Constituency level Muslim electorate faces no dilemma when there is only one secular candidate of a secular party pitted against one or more communal parties but when there are more than one secular parties in the constituency, it must carefully select one of them through wide consultations. For this purpose, the local community should from a Constituency Consultation Committee(CCC) consisting of a representative cross section of distinguished local personalities who have knowledge, experience and political understanding but are not associated with any political party. This CCC should have Ulema, academics, retired officials, former legislators, youth leaders & social activivists and representatives of eminent Muslim organizations and institutions. The CCC formed by the consultation among community leaders should elect a Chairman. The Committee should interview all important candidates in the field or even arrange public debates among them and interaction with the Muslim voters in different parts of the Constituency. The Committee should take the following point in consideration in evaluating the quality of the candidates i. Whether the candidate and/or his party has generally supported Muslim causes in the past or supports their major aspirations like reservation in the current election. ii. Whether the candidate and/or his party has taken up situations of Muslim concern and distress in legislatures or with the party iii. Whether their social base and general support makes them relatively more winnable iv. Whether they are known and generally acceptable to the Muslim voters v. Whether they are acceptable to the non-Muslim voters vi. Whether the party has fielded adequate number of Muslim candidates in the state, the names of the constituencies, their popularity & reputation in UP the proportionate claim of Muslims is 73 out of 403. Communication of Selection to muslim Electorate I. The CCC should request all Muslim organizations, institutions and influential citizens particularly academicians & journalists to actively support full reservation as the first political objective. The CCC should issue written appeal to the electors to emphasize Reservation as the master key to Social Justice, Democratic Governance, Inclusive Development and Empowerment and to work for the success of the common candidate by all means at their disposal. II. The CCC should request the Imams of local masjids & heads of local madarsas and other educational institutions to support the common acceptable candidate. III. The CCC should brief mass media on the procedure followed in selecting the common agreed candidate and reason for selection. IV. The CCC should advise candidates to use all modern media for publicity like phone calls, e-mail, social network

This misplaced generosity has come out at a time our own country is reeling under unprecedented economic slowdown; industrial growth is at an abysmal 0.1 percent; fiscal deficit is US$ 100 billion; two important rating agencies, Standard and Poor's and Fitch, have downgraded our economic rating, our currency is having a free-fall season in the face of foreign currencies (Indian rupees rate per one US$ has has gone down from Rs 42 to Rs 56) Yet our Prime Minister showers this totally misplaced largesse in order to prop up foreign countries which were never ever known to stand for us or help us in our hour of distress. Our Prime Minister has no right whatsoever to squander our hard-earned money to prop up foreign countries while our own house is burning. Syed Shahabuddins letter to The Editor, Times of india, New delhi-110002 14 May 2012 Dear Sir, In your issue of 10 may 2012 Shri Pyaralal Raghavan has presented his counter view on Supreme's Court decision to abolish Haj subsidy based on inaccurate arguments. Since 95 or 96, I have been in the forefront then in the parliament, for abolition of Haj subsidy. The Haj subsidy is a recent phenomena and not a historic tradition. It was introduced only in the late70's after the abolition of Haj sailings and the rise in the air fare due to high cost of aviation petrol. The argument that Haj subsidy should continue as the Government of India spends vast amounts of money on Hindu pilgrimage. The argument confuses the cause with the effect. Subsidy for Mansarover etc. has come as after thought to Haj subsidy. Also Haj subsidy originally came to less than 50 crores. It has risen because of government order to create air transport monopoly in favor of Air India in the 90's. The original idea was that Haj Carrier should be chosen by international tender & the Haj pilgrim was always prepared to pay the competitive fare. Per capita came originally to only a few thousands & the total cost of about 4o-50 crores. But Air India tried to make up its losses through subsidy. Also the increasing number of pilgrims reached it to the present level of 650 crores. You have correctly stated that pilgrims are prepared to

pay higher cost of all services including a cup of tea in Saudi Arabia and railway fare in India. So they are ready to pay the cost of air transport but not to subsidies the Air India. It is inaccurate to say many Muslim benefit from illegal quotas. In fact, quota is determined by the government of Saudi Arabia and is largely distributed by Haj Committee among applicants from various states in proportion to Muslim population in their states. I request that the sooner the subsidy is abolished the better, provided there in a global tender for Haj transport by the Haj Committee, report to all airlines, eligible under common criteria and followed by negotiations with the short-listed airlines, by a high powered committee, including government representative from Finance, External Affairs & Civil Aviation. reservation to muslim & Christian dalits Syed Shahabuddins letter to Shri Salman Khurshid, minister of law and Justice, Govt. of india 5 May 2012 My dear Salman, As you are aware the Government have so far denied inclusion of Christian and Muslim Dalit under the 1950 Presidential Order which restricts its benefits to Hindu Dalits only, later followed by some Sikhs and neoBuddhists. This exclusion has resulted in rising tension between Christian & Muslims Dalits on one hand and Hindu Dalits on the other. The Christian Dalit are being accused of falsely claiming to be Hindus in order to benefit from reservation in government jobs and admission. It is alleged that some Dalit Christians are posing as Hindus to claiming jobs, land etc. Organizations like the Vishwa Hindu Parishad in Tamil Nadu and Gujarat have also raised the question of violation of the local laws in formal change of religion. This unrest is likely to extend. In all areas and localities where there is substantial competition between Hindu Dalits and Christian and Muslim Dalits. The Central Government has been least concerned with the problems as appears from delay in filing response to the PIL filed by Christian Dalits. I would like to add that the Justice Ranganath Mishra Commission had recommended that the clause in the Order of 1950 which make reservation the exclusive privilege of the Dalit who profess Hinduism should be deleted. Indeed this order violates the policy of Secularism as all facilities for the uplift of the Dalits, on ground of professional parity or descent should be available to all Dalits, irrespective of religion they profess. I request you to discuss this situation with the Minister of Social Welfare as well as, as in Ministry of Minority Affairs & take up urgently the matter of amending the 1950 Order in accordance with the recommendation of Commission. The 28 Waqf Boards of India suffer from a chronic maladministration because the CEOs are usually low level, incompetent and untrained officers whom the rest of the state bureaucracy does not consider as one of them not even a poor cousin. This is because Muslim officers (statutory requirement since 1954) of required seniority are very rare to find and spare. This has been reported by both Sachar Committee in 2006 and the JPC of Waqf in 2008 after years of all-India touring, observation and consultation. The facts have been re-affirmed through the information received by Zakat Foundation of India (ZFI) under RTI Act for the decade 2001-2011. Nonetheless, this one most useful Sachar recommendation (to create a separate Waqf cadre) was thoughtlessly rejected by the Union Ministry of Minority Affairs without any serious consideration thereof at any senior level. This is evident from the ZFIs inspection of the Ministrys files as ordered by the Central Information Commission. Ever since 1863 (when Religious Endowments Act was issued), the Indian religious establishments and endowments are managed by persons of the relevant faith. Consequently, in several states, Hindu temples and endowments are managed by very senior government officers of Hindu faith specifically recruited year after year by the state government by virtue of specific laws enacted for this purpose by state legislatures. Their remunerations are paid by the state government. A separate service cadre exists in Tamilnadu to manage Hindu temples affairs. On the other hand, untrained low level persons like veterinary doctors, retired teachers etc. manage the state waqf boards as CEOs. Rarely a government officer is appointed. Even if this happens, the Waqf CEO is such an officers additional charge. The reason: in the bureau22

The AIMMM feels that just as the access of neighbourhood and weaker section students has been ensured through government rules for admission, minority students too should have a quota in these schools proportionate to their ratio in the local population. Moreover, the AIMMM urges the Muslim community to come forward to establish good schools as well as raise the standards of our existing schools so that we could be spared of this continued humiliation and discrimination. National Commission for minorities Educational institutions Resolution passed by the MMM / MMA joint meeting 3 March 2012 The AIMMM condemns the recent divestment of the chairman of the National Commission for Minorities Educational Institutions (NCMEI) of his administrative and financial powers which only demonstrates the central government's insincerity towards its avowed policy of promoting minority education. The AIMMM demands the HRD ministry to forthwith restore the NCMEI chairman's full powers and stop interfering in the workings of this autonomous commission.

Moreover, the origin of the fire that burnt coach no. 6 of Sabarmati Express is yet to be conclusively probed and established. It is time for the central investigative agencies to go into the origin and reality of this fire in S-6. AIMMM salutes brave people like Zakia Jafari, Teesta Setalvad, Sanjiv Bhatt, Sreekumar and Mukul Sinha who continue the struggle for the victims of Gujarat.

Salaries to imams / west bengal Syed Shahabuddins letter to Shmt. mamta benerjee, Chief minster of west bengal (with copy to Mr. A. Basit Ismail, Editor, The Eastern Post, Kolkata-700014) My dear Chief Minister, The decision of your government to pay higher uniform salaries to Imams than in most of the states apart from house building grant on April 3, 2012 is no doubt is a historic decision. Naturally it has been hailed by the Imams or by the so called All India Organisation of Imams, which has little credibility in Muslim Community. Apparently this was based on the unimplemented and, what is worse, an unimplement-able order of the Supreme Court to make the State Wakf Board responsible for payment of salaries and emoluments to Imams and other functionaries of Masjids. The judgment can not be implemented not only because no Wakf Board in India has the necessary resources (except perhaps those in Delhi, Punjab and Haryana). The state governments generally do not even pay the administration expenses of the Wakf Boards. The Wakf Boards under the Wakf Law does not administer or manage the Masjids, Graveyards and other public Wakfs. The Wakfs are managed by their Motawallis who pay a small annual contribution to Wakf Boards which superintendents their working. The Wakf Boards are not in a position to pay their own staffs far less the functionaries of the Masjids and other Wakf institutions. Secondly, under the Shariat the surplus income of a Wakf if any can be used only in accordance with the intention of the Wakif; it cannot be transferred to any other Wakf which is in deficit. There is no law under which income from all Wakfs in the state can be pooled in the State Wakf Board ad used by it for common benefit or even to pay for the legal proceedings to free other wakfs which are under adverse or illegal occupation. Coming to West Bengal it is estimated that state has about 30,000 Mosques, if the Imams are to be paid and other functionaries are to be paid the minimum of Rs 20,000 per month. This will entail an expenditure of 7200

This policy is inconsistent with all relevant United Nations resolutions on Jerusalem and contrary to the most basic principles of international law. Arab Spring is still in the process New Delhi: Ambassador Karamatullah K Ghori delivered a lecture here on the ongoing Arab Spring at the central office of All India Muslim Majlis-e Mushawrat on 11 Feb 2012. Mr Ghori is a former Pakistani diplomat who served as ambassador in various countries and is presently settled in Canada. He is now a regular columnist of international journals including MG. His published works include collections of poetry and novels. President of AIMMM, Dr. Zafarul Islam Khan, welcomed him and introduced the guest to the august gathering consisting of AIMMM members and local intelligentsia. Mr Ghori shared his opinion on various international issues related to the Muslim world, particularly the Arab Spring. He said that the present upheaval is actually a struggle for freedom by the masses because whole of Arab World had been in the clutches of dictators of various hues for long. He added that the present political change in some countries will take time before it settles down to normal condition and democracy is established. As of now, Tunisia seems to be the only country where a little bit of success has been achieved in this regard. He said that a democratic system thrives on established independent institutions rather than on individuals which helps create dictatorial systems. The latest episode comes in the shape of the visit of the Hon'ble Minister of External Affairs to Israel during which he has talked of cooperation against "international terrorism", raising Indo-Israeli trade to $ 15 billion from the current $ 5 billion, allowing Israel to open a consulate in Bangalore, signing Extradition Treaty and announcing that soon a Free Trade Agreement too will be signed between the two countries. Reports say that a number of other Indian union ministers are in the wings to visit Israel. We wish to say that while our External Affairs Minister seeks Israel's cooperation to fight terrorism, Israel has become the biggest symbol of terrorism in the world. They have continuously executed countless terrorist operations in all parts of the world including killing Iranian, Iraqi and Egyptian scientists. Israel has been responsible for large-scale massacres in Sabra, Shatila, Jenin, Gaza, and many places of occupied Palestine. We find it difficult to understand how India can ask Israel to cooperate in security while Israel is the fountainhead of terrorism in the Middle East? It is the Zionists who introduced terrorism to the Middle East with acts like blowing up Jerusalem's King David Hotel which housed the British Government in Palestine (1946), murdering the British minister Lord Moyne in Cairo (1944) and the UN mediator Count Bernadotte in Jerusalem in 1948, or attacking American diplomatic offices in Egypt in 1954 with a view to blame the Egyptians for the same. Today it is the cause of terrorism by occupying Palestinian lands and homes, turning the Palestinians into a nation of refugees and continuously nibbling away even at the small chunks left of Palestine and building illegal settlements there while treating its Palestinian residents as caged animals and keeping the other part (Gaza Strip) under a most cruel siege since June 2007. Today, Israel is the only illegitimate nuclear power in the Middle East which stockpiles close to a thousand nuclear warheads and continuously refuses to sign NPT. This very entity had earlier destroyed the nuclear facilities of Iraq and Syria and now nags the western countries to destroy for it the Iranian nuclear facilities and military power despite the fact that Iran has signed NPT, allows IAEA inspection of its nuclear facilities and reiterates officially that it will not build a nuclear device. Israel is even using Mahatma Gandhi's name to hoodwink us while the fact is that the proposed memorial will be built on occupied and stolen land. This can never be a move to honour a great personality which was totally opposed to the idea of a Jewish homeland on Arab soil. We very strongly object to the current overtures of our government and say categorically that close ties with Israel are not in India's best interests.
