The problem in the United States government and it's citizens are in an arms race.

This is meant to balance the power between people and their government. Keep in mind not everyone wants that balance kept. Please pass this along. Proposed 28th amendment A well regulated militia shall encompass the entirety of citizens that do complete the training and testing for mental soundness and arms proficiency that is acceptable for armed police in that state. The same applies to federal police, federal standards and scope. Completing the training and tests, the state or nation will issue permission to carry said arms, restricted by the rules applicable to law enforcement agents. All arms available to law enforcement will be available citizens trained and permitted in that class of arm. All citizens must first be independently permitted militia members to apply for authority as state or federal police. Continual training and testing may be required in the same fashion to both police and militia members. The military is not permitted to carry classes of weapons not available to militia members on republic soil except for purposes of training or testing on designated bases. Exception is made for declaration of war on republic soil.
