    I can talk about ECE.

    First thing is to find the area of interest in which one wants to work for example if someone is interested in Devices IITB, IISc becomes natural choices because of fabrication labs which they have which are not there in any other institute. If someone is interested in ANALOG design he/she should join IITM. Communication is good in IISc (more theoretical), IITM (more practical). Signal processing is good in IITK, IISc.
