Vacancy announcement
Federal Ministry of Health
Terms of Reference for GF National Consultant for PPM DOTS
1. Background:
Tuberculosis, Leprosy and HIV/AIDS are among the leading infectious diseases in
Ethiopia results physical, psychosocial and emotional sufferings and jeopardizes
the lives of hundred thousands of people each year.
In the era of HIV/AIDS and poverty Tuberculosis is alarmingly increasing.
According to the WHO estimate for Ethiopia, there are 261 all forms of TB cases
per 100,000 populations. Hence prompt identification and treatment of these
infectious cases is the ultimate gateway for the control of the disease. National
Tuberculosis prevention and control program should achieve and maintain at least
70% of case detection rate and 85% of treatment success rate to contain the
spread of the infection in the population and prevent emergence and spread of
Multi Drug Resistant (MDR) Mycobacterium Tuberculoses strain.
Cognizant of the burden and its impact on socioeconomic development, Ethiopia
has embarked on Millennium Anti-TB campaign with the main programmatic and
logistics support from the Global fund grants to fight HIV/AIDS, Tuberculosis
and Malaria (GFATM) and the National Tuberculosis control program has been
benefiting from this grant since 2003. The round 10 proposal for Tuberculosis
control is approved by the Global fund Secretariat and grant agreement was
signed on 22th of March 2012 to implement the proposed activities. In order
to ensure successful implementation of the program (TBL and TB-HIV)and
maximum utilization of the support from GF the Federal Ministry of Health would
like to employ Regional Tuberculosis, Leprosy and TB-HIV prevention and control
officers on contractual basis to support and intensify the program implementation
and monitoring at grass root level.
The Federal Ministry of health of Ethiopia is developing various strategies to
accelerate DOTS expansion and reach as many TB cases as possible. One
of the key strategies currently being implemented is Private Public Mix (PPM)
DOTS initiative: Given the need for rapid expansion of DOTS and the objective
of enhancing early case detection in Ethiopia, involvement of the private sector in
TB prevention and control is a necessity included in the National Strategic Plan,
