Job Summary

Actively participate at and ensure coordination and facilitation of technical and

Survey, study and design various water and rural infrastructure development
projects (WaSH, Irrigation Schemes, Schools, Offices & so on);
Prepares drawings, work and material specifications, work plans and
procurement plans and follow up the implementation of different construction
activities to ensure compliance with designs, standards, and existing norms &
provide the required technical assistance for the construction crew;
Follow up and ensures full participation of communities and counter parts in
project activities;
Lialses with line departments, NGOs and other concerned stakeholders for
the smooth implementation of projects;

2. Criteria:

Strengthen Data management system of regional TBL and TB/HIV collaborative


activities.

Respond timely to the National Tuberculosis and Leprosy control program


and/or focal person FMOH on any query and required information of the TBL
and TB/HIV collaborative activities.

Develop different reports, consulting documents and communicate to


concerned officials at the ministry and partner organizations

Facilitate administrative and financial utilization, collection and distribution of


TB, Leprosy and TB/HIV supplies in connection with the implementation of the
planned activities.

Supervise and give timely feedback to regional Health bureau on the

Develop tools and participate in the Integrated Supportive Supervision to the

of enhancing early case detection in Ethiopia, involvement of the private sector in
TB prevention and control is a necessity included in the National Strategic Plan,

and recommended by major International Organizations. The rationale behind


this increasing partnership is expressed among other things by the fact that a
significant proportion of TB cases go to private facilities as a first point of contact.
The Private-Public Partnership (PPM) is likely to facilitate awareness on the
disease, early case detection, proper case holding, TB-HIV collaborative activities
and recording and reporting. For the scaling up of the implementation of PPM
DOTS across the country, the Ministry is hiring a national PPM DOTS Consultant.

2. Terms of reference for the consultant


Coordinate and report to TB team on all activities related to the collaboration


with the private sector (NGOs and private facilities) with regard to TB and
TB/HIV control, and create successful partnership among partners and
stakeholder.

Plan, support and monitor a phased scaling up of TB/HIV collaborative


activities in the private sector in order to meet the national planned targets.

Establish regular and documented communication and linkage with the


Regional health Bureaus for the assessment, the selection and follow up of
private facilities to be involved in PPM DOTS implementation

Update PPM DOTS Implementation Guideline according to the needs


identified (users remarks, changes in regimen etc)

Provide typing and clear mapping of the various contributions from the
private facilities in the implementation of PPM DOTS (i) ACSM and stigma
reduction, (ii) participation to diagnosis with/without initial treatment phase,
(iii) comprehensive DOTS care and (iv) TB and HIV collaborative activities.

Collaborate closely with the TB Team data manager and regional TBL and
TBL/TBHIV program officers and coordinators to extract PPM monitoring and
evaluation data, in particular the activities/contributions of the private sectors
(not-for-profit and for-profit) to TB and TB HIV control activities and assist
timely collection and processing of TB and TB/HIV quarterly reports from PPM
DOTS implementing sites.

Provide regular informative comparative feed back on TB and TB/HIV data


and outcome for all PPM DOTS implementing facilities.

Identify skill gaps and training needs on PPM DOTS (both among private
implementers and public managers) and participate accordingly in training
activities at various levels, particularly with the support of GF grant: in that
respect he/she should organize and coordinate trainings for private sector
health workers on the principles and implementation of PPM DOTS.

Work closely with the ACSM consultant in developing and testing adequate
specific advocacy materials and organizing advocacy forums on PPM DOTS .

Closely follow up and facilitate the regular provision of manuals, reporting


formats, supplies and logistics (reagent for laboratories, first line TB drugs) to
implementing private health facilities.

Carry out supportive and documented supervisions on existing PPM/TB


implementing facilities, with clear focus on quality of care and on-site training.
Principally, he/she should carefully monitor the proper utilization of TB drugs
and the compliance with NTP recommendation for TB and MDR TB.

Collect and report on all relevant experiences from various private facilities
implementing PPM DOTS in order to disseminate selected success stories.

Submit relevant proposals and participate in the execution of operational


studies regarding PPM DOTS.

Work with other stakeholders that are currently assisting the implementation
of the Public Partnership (PPP) and PPM DOTS in particular.

Conduct other duties given by the National TB focal person, Agrarian Health
Promotion and Disease Prevention directorate and higher officials in the
ministry.

interventions throughout the country, the Major scale-up efforts began in 2004/2005 with the
introduction of artemisinin-based combination therapy (ACT) as the first line treatment, then
expanded use of Rapid Diagnostic Tests (RDT) as well as stepping up of vector control and
prevention through the wide distribution of Long-Lasting Insecticidal Nets (LLINs) along with
targeted Indoor Residual Spraying (IRS). The main aim for expanding access to these interventions
was to achieve the objectives of the 2006-2010 five-year National Malaria Strategic Plan which is
designed on the Scale-up for Impact (SUFI) approach.
Since the program been aggressively and successfully implementing the integrated scale up
effort through support of the Global Fund and others partners, the country results remarkable
improvement in-terms of malaria burden reduction.

Gender in Humanitarian Action Working Group

To develop Gender Policies and Gender Mainstreaming Guidelines for Local


Humanitarian Non-government Organizations

The Gender in Humanitarian Action Working Group (GHAWG) was established in 2010 by
international humanitarian NGOs operating in Ethiopia with the aim of enhancing effective gender
mainstreaming in humanitarian responses. A small working group composed of Oxfam GB, CARE
Ethiopia, Child Fund, GOAL Ethiopia, CONCERN Worldwide and CCRDA was formed out of the
large working group to steer this initiative and provide technical support for future collaborations.
The ultimate purpose of the group is to ensure gender mainstreaming in humanitarian responses
through establishing common tools and standards; revisiting organizational policies and internal
practices; building the capacity as well as accountability of member organizations, partners and
government stakeholders. To attain these, the project entitled: Integrating Gender Standards in
Humanitarian Action has been initiated as a combined effort through the coordination of Oxfam
GB.
Under this project, the working group would like to support the capacity development of local
humanitarian NGOs on gender mainstreaming practices through developing tailored gender
policies and mainstreaming guidelines.

Project Background
Since 2010 TACON has been engaged in a change process. This transformation is largely due

Kazakhstan ended its


Chairmanship at the
Organization of Islamic
Cooperation
The 39th session of the Organization of Islamic
Cooperation (OIC) of Foreign Ministers, which is held in
Djibouti on November 15-17, 2012, ended a long lasting
Chairmanship of Kazakhstan in this Organization. Almost
one year and a half this Central Asian country was chairing
the OIC, namely, from June of 2011 up to November of
2012. However, the time length of the chairmanship is not
as much important as the matters Kazakhstan had to deal
with, while chairing the OIC.
It is hard to deny that 2011-2012 years appeared to be
very eventful for the Islamic world, in particular making
the Kazakh Chairmanship to coincide with well-known
dramatic political events in the Middle East and North
Africa. This political turbulence forced the OIC and its
Chair country to react timely and adequately. And now
it seems that the Chair country was quite successful to
manage the OIC within this extremely turbulent piece
of time. That outcome probably made the OIC Secretary
General Ekmeleddin Ihsanoglu to admit that Kazakhstan
is perceived by all OIC Member States as a country, able
to impact effectively upon decision-making process on
various political and socio-economic issues, challenging
the Islamic Ummah.
Within a short period of time the Kazakh chairmanship
managed to push forward some of its initiatives, already
welcomed by Islamic countries. Among these initiatives
are, in particular, an establishment of the OIC new
institution, namely the OIC Office on Food Security with
the Office headquarter to be based in Astana, the capital
of Kazakhstan. Putting in practice of that initiative may
significantly increase in the long-run the food security of
Islamic countries.
The steady growth of Kazakhstans involvement into
Islamic world related matters can be also demonstrated
by the fact that Astana is among six world capitals, where
the OIC is intending to open its new regional offices in the
years to come. Opening of such office in Astana is likely to
contribute drastically to the citys gradual transformation
into the hub for international organizations regional offices.
Appearing an a map as such a hub is a long-lasting Kazakh
ambition and establishment of the OIC regional office in
Astana will ease the coordination of the OIC relationship
with Central Asia countries, Caucasus, Iran, Russia and
China.
Under the Kazakh chairmanship the OIC practiced
first time ever dispatching its observation missions under
the guidance of a Chair country to the OIC Member States
to monitor there parliamentary elections. In particular,
Kazakhstan representatives led the OIC observation
missions for monitoring parliamentary elections in Tunisia
in October 2011 and in Libya in May of 2012.
The Chairmanship at the Organization of Islamic
Cooperation really stressed Kazakhstans experience to
run massive international organizations. The previous
Kazakh chairmanship at the Organization for Security
and Cooperation in Europe, Shanghai Cooperation
Organization and others enabled the country to establish
some cooperation links of the OIC with these influential
international associations.

Among other the OIC related events within
the Chairmanship of Kazakhstan one is to mention
the establishment of the OIC Independent Permanent
Commission on Human Rights, which already held two of
its meetings within the term of the Kazakh Chairmanship.
Establishment of such a Commission might be a big step
forward towards bringing human rights issues into the
agenda of the OIC activities.

Overall, within the term of the Chairmanship of
Kazakhstan the OIC held roughly 40 events, among which
were several the OIC Executive Committees meeting,
the range of OIC ministerial conferences on health,
environment and science.
In conclusion it is to be stressed that Kazakhstans capital
Astana will always be commemorated as the venue, where
in June of 2011 the Organization of Islamic Cooperation
got its new title, which replaced almost 40-years existing
title of the Organization of Islamic Conference. Adoption
of the new title and logo by the second after the UN biggest
international Organization is indeed to be regarded as the
genuinely historical event.

Kazakhstan and global nuclear disarmament

In 2010, August 29 at the initiative of Kazakhstan and


supported by the UN General Assembly International
Day of Action against nuclear testing was celebrated
internationally first time. That day 19 years ago the
President of Kazakhstan Nursultan Nazarbayev signed a
Decree on closing the Semipalatinsk nuclear test site, that
was the second in the world in terms of its size and located
in Kazakhstan. The last nuclear warhead was destroyed at
the former Semipalatinsk Test Site on May 7, 1995, and on
July 29, 2000 the same test site was the place, where the last
tunnel for conducting nuclear tests was exploded.
The issue of total ban of nuclear tests was of particular
significance for people of Kazakhstan, who experienced
their horrors. During 40 years 450 tests were carried out at
the Semipalatinsk test site, which made to suffer one and
half million people.
After the closure of the Semipalatinsk nuclear test
site began the era of nuclear-free Kazakhstan began. That
was a deliberate option of a young state government that
made a decisive step towards a complete renunciation
of nuclear weapons, which remained in Kazakhstan
after the Soviet Union collapse. Thus, foreign policy of
a newly-born country relied upon principles of moving
towards the world free of nuclear arms. In this regard
one can determine the main stages of Kazakhstans
strategy of nuclear-free world. Back in December 1993,
the Supreme Council of Kazakhstan ratified the Treaty
on the Nonproliferation of Nuclear Weapons (NPT).
Since February 1994, Kazakhstan became a member of
the IAEA and transferred all its nuclear facilities under
Agencys control. After the UN General Assembly voted
in September 1996 for the Comprehensive Nuclear Test
Ban Treaty (CTBT), which became the cornerstone of
international security and nuclear non-proliferation,
Kazakhstan also ratified this document and became
active participant in all activities undertaken within
the framework of its practical implementation. In 2006
Kazakhstan, along with other Central Asian countries
signed the Semipalatinsk Treaty on a Nuclear-Free-Zone
in Central Asia that became an important contribution
to strengthening regional security. On 21st of March 21,
2009 the Treaty entered into force. The IAEA identified
the Treaty as a real contribution to the implementation of
the Treaty on the Nonproliferation of Nuclear Weapons
(NPT) and the global process of disarmament and nuclear
non-proliferation.

However, sometimes regional initiatives are not


enough and they need to be lifted to the global level.
Therefore, in April 2010, Nursultan Nazarbayev proposed
at the global nuclear security summit held in Washington
to adopt a Universal Declaration of the world, free of
nuclear weapons. In addition, President Nazarbayev
initiated signing of a new Treaty on global horizontal and
vertical non-proliferation of nuclear weapons.
At the same time, Kazakhstan supports the legitimate
and inalienable right of every member-state of the NPT to
develop and use peaceful nuclear energy under compliance
with all requirements of the IAEA.
Kazakhstan, being one of the largest uranium
producers in the world, intends to contribute to
development of peaceful nuclear energy industry. With
that aim Kazakhstan is ready to host international nuclear
fuel bank on its territory. This was sounded in 2009 by the
Kazakh President Nursultan Nazarbayev. Our initiative
to place in Kazakhstan international nuclear fuel bank
is a tangible contribution of Kazakhstan strengthening
the nonproliferation regime, the removal of those white
spots, which exist in international law on the right of some
countries to develop their own national national programs
for the use of peaceful nuclear energy, - noted in this
regard the President of Kazakhstan.
The primary objective of the bank is to provide
countries, which wish to develop peaceful nuclear
energy but lack sufficient domestic resources the access
to nuclear materials. In this case the bank does not pose
any environmental threat to the country. According to
international experts, Kazakhstan has secure technologies
for extraction, processing and storage of radioactive
materials. The IAEA also promises to ensure its control
over the banks functioning.
Kazakhstan is ready not only to place the bank in
its territory, but also to ensure proper storage of nuclear
fuel, - said Nursultan Nazarbayev, I can assure you that
Kazakhstan will never cross the line separating peaceful
and military nuclear programs.
Thus, Kazakhstan voluntarily renounced the worlds
fourth nuclear arsenal and appears to be a reliable partner
of the international community on issues, related to
nonproliferation, disarmament and peaceful use of atomic
energy. Politics of Kazakhstan in these matters remains
well-balanced, consistent and responsible.

Kazakhstans bid to host EXPO-2017


Kazakhstan, which is widely known as the biggest
and economically most ambitious country of Central
Asia, emphatically does its best to keep this image, what
is a part of the Governments policy to make Kazakhstan
join the community of the worlds most developed
nations. Internationally massive forums and conferences
regularly held in Kazakhstan, as well as the countrys
earlier and current chairmanship at various international
organizations, such as the Organization of Security and
Cooperation in Europe (OSCE) and the Organization of
Islamic Cooperation and some others do really meet this
ultimate goal. In this regard, the bid of Kazakhstan to host
in 2017 the EXPO World Exhibition seems to be another
massive step towards securing the countrys position of
being a leading economic power in Central Asia. To say
that, it worthwhile to stress that EXPO-2017, if to be held in
the Kazakh capital Astana, would be the first international
exhibition of this kind not only in Central Asia region but
across the entire area of the former Soviet Union.
In June 10, 2011 Kazakhstan officially articulated
its bid to host the EXPO-2017 in Paris based Bureau
of International of Expositions. The official Kazakh
representatives submitted to the Secretary General of the
Bureau the bid of Kazakhstan. But only in December of
2012 the Bureau of International Exhibitions will adopt
a final decision on the host country of the EXPO-2017,
after the calculation of votes by 157 Member States of the
Bureau.
Kazakhstan has been a member of the Bureau of
International Expositions. since 1997 and takes part in
the EXPO events since 2005 and onwards. Evidently this
is not a long history of Kazakhstans participation in this
event but it is hard to deny the Kazakh devotion to be

among its brightest participants. Thus, every new case of


Kazakhstans involvement into the EXPO since 2005 made
it clear the visible enlargement of the Kazakh national
sector at the Exhibition. Tat the first case in EXPO-2005
in Japan the Kazakh exposition area was about 324 sq. m,
whereas in EXPO-2008 and EXPO-2010 in Saragossa and
Shanghai Kazakhstans exposition area totaled 590 and
1500 square meters respectively. Furthermore, in Spanish
Saragossa the Kazakh exposition was awarded out of
104 states by the 3rd Prize for the quality of internal and
external embellishment of the national exposition.
The slogan of the EXPO-2017, being proposed by
Kazakhstan is Energy of the Future, which definitely
seems to be a right choice for a country endowed with
enormous natural energy resources, namely oil, gas and
uranium. However, not only energy producing countries,
but also the consuming nations undoubtedly must share
the concern of what the world might become after the
depletion of oil and gas reserves worldwide. Keeping
in mind that oil extraction rates are decreasing and its
price steadily grows, the world is expected to start using
alternative sources of energy. This is why Kazakhstans
bid to host EXPO-2017 under such slogan might be
a good opportunity for the world to witness the latest
achievements in creating these new sources.
Kazakhstan is indeed a relatively new country and it
is hard to predict what would be the final decision of the
Bureau of International of Expositions on the EXPO-2017
in December of 2012. But regardless of what it might be
the ambitions of Kazakhstan to host EXPO-2017 in Astana
are worthy to be considered seriously.

In that regard, we are proud to announce that we


have been selected to host the EXPO-2017.
