The Ernst & Young's task force has
completed the following tasks upon the request
of the Astrakhan City Administration: a quick
marketing analysis of the project concept for
Class A transportation and logistics complex
(hereinafter Project) planned in the city
of Astrakhan; and investment research of
the Project in order to assess practicality of
its implementation and attractiveness for
investors, taking into account the current
market conditions and outlook.
The following factors have been analyzed:
Macroeconomic situation in Astrakhan
Region;
Transportation and logistics potential of
Astrakhan Region;
Warehousing property market in
Astrakhan Region and the Southern Federal
District;
Key regional risks and opportunities.
The research results show the following:
For construction of a logistics complex

Global experience shows that the most
important factor of economic growth,
increasing a regions competitive advantage
in the long-term is the establishment and
further development of transportation logistics
involving various areas of activity. With a
view to creating an efficient transportation and
logistics system and organizing intermodal
freight transportation, the project envisages the
creation and completely modern organization
of new warehouse space, terminals for storage
and transshipment of cargo. Establishment of a
customs zone is planned in the future.

transportation corridor which makes it possible


to convey goods from India, Pakistan and, in
the long term, from China to Irans ports on
the Caspian Sea, then by ferry to Astrakhan
Oblast (Region) and further on by the railway
network or motorways to the cities of the
Southern Federal District and North Caucasian
Federal District as well as to other regions of
the Russian Federation.
If earlier logistics centers performed their
functions of receiving, warehousing and
releasing goods, now they render additional
services of delivering products from the
manufacturer to customer by optimizing traffic
flows and creating information and logistics
chains in rather normal mode. The increase
in commodity turnover has led to greater
significance of logistics centers. The very
existence of the economy, industry and trade is
impossible without them.

Transportation infrastructure

The Astrakhan transport complex is


a combination of all modes of transport and
transportation infrastructure. It falls within the
2020 Development Strategy of Russia.
In the city of Astrakhan and the Astrakhan
Oblast there are the following modes of transport:
- railway;
- road;
- water;
- air.
The city has a well-developed transportation
infrastructure that serves production and

facilitates interregional relations.


The proximity of the Volga river and the
Caspian Sea makes Astrakhan the largest port
of Russia on the Caspian Sea and the shortest,
convenient and the only way on the Caspian
Sea connecting the European part of Russia with
countries of Western and Central Europe, India
and Pakistan, as well as with other countries
around the Indian Ocean. The Volga river with
its major tributaries of the Kama and the Oka, a
system of navigable canals connecting 22 regions
of Russia with a single waterway, enables heavytonnage vessels to sail to the Azov, Black, Baltic and
White Seas without intermediate transshipments.
Port facilities are an integral part of
the operations of an effective transportation
infrastructure. Large sea and river ports function
both in the Oblast and in the city.
The international commercial Seaport of
Olya, located 100 km to the south of Astrakhan
near the village of Olya, features a container
terminal with annual turnover of 90,000 containers
and a universal dock with a capacity of 500 tons
of cargo per year. The Port of Olya has automobile
and rail acces to the main lines of Russia. The port
is a checkpoint of the state border.
13 berths in the first cargo district of the
port of Olya are scheduled to be built. The
discharge capacity of one berth broken down by
type of freight will be as follows: general cargo
380,000 tons per year, rolling cargo 270,000 tons
per year. Unlike other ports in the single deep-sea
system of waterways of European Russia, Olya is
a year-round port and is designed for the mooring
of vessels with deeper draft than those used in the

Volga basin. The port includes 3 large terminal


facilities: oil-loading, a ferry terminal with specialpurpose berths and a dry-cargo terminal.
Provision is made for the construction
of a second cargo district which will take the
total capacity of the port to 30 million tons
per year. Moreover, efforts are underway to
establish a special economic zone, which will
have all necessary conditions, including the use
of tax concessions, to encourage the effective
development of both foreign and Russian
business.
The Astrakhan port, located in the central
part of the city, is open for international traffic.
It includes 16 cargo sections specializing in dry
cargo transshipments. The port has significant
storage facilities both of indoor and outdoor
storage. It is equipped with modern handling
equipment and there are intra-port railway lines.
Another component part of the Astrakhan
water-transport network is the cargo port of

Buzan, located 15 km from the source of the


Buzan river and 70 km of fairway from Astrakhan.
The cargo capacity of the port is 2.5 million tons
of freight per year. The port allows for reloading
bulky cargos weighing up to 300 tons. The
guaranteed depth of the navigable channel along
the river Buzan and in front of the cargo berth
not less than 4.60 m provides access for both river
vessels and vessels of the river-sea type. The
cargo port is connected by a highway with public
roads which are currently used for the delivery
of heavy cargos and also with the single deepwater system of European Russia for neighboring
and distant countries. The nearest railway station
Buzan-pristan is located 1km from the port.
The port of Buzan handles containerized cargo
for river ports.
The port handles 200-250 containers daily.
The reload volume during the seven-month long
navigation period is about 1.5 million tons. The
port facilities of Buzan are located not far from the
city, in the northern part. Geographically this is
a positive factor for ensuring efficient operations

of the logistic center, since this location facilitates


advanced cargo handling. Thus, considering the
characteristics of the port, cargo can be transported
by sea to port, then be transferred to river, railway,
road transport, after which cargo is delivered
directly to the territory of a logistic center in a
short period of time (due to the short distance and
availability of all types of transportation routes).
All this will provide the center with economic
efficiencies, including the possibility to reduce
the payback period of the project thanks to the
participation of additional users.
International cargo transportation is carried
out mainly by the trans-Caspian sea variant with
the use of the rail-water transportation scheme.
Cargo transshipment is done in the ports of the
Astrakhan Oblast.
The aforementioned port facilities have
corresponding reserves, and currently active
work is underway to increase them, so as to make
it possible to implement large-scale international
projects.

Despite influence of global crisis


the retail business revenue in Astrakhan
throughout all period showed in 2006-2011
an annual stable gain not less than 8% a
year. For all considered period the indicator
of a retail business revenue, characterizing
level of a freight turnover of the enterprises
and requirement of a city for a cargo
transportation, has increased in 3 times.
Currently Astrakhan is connected by
air lines with the cities of Russia, as well
as neighboring countries and countries
farther afield. The Astrakhan air transport
complex is represented by the Astrakhan
Airport OJSC, Astrakhan Center of ATM of
the Air Navigation of the South branch,
Federal State Unitary Enterprise ATM State
Corporation, the local branch of Aeroflot
Russian Airlines OJSC, Sibir OJSC and
Astrakhan UTair Airline OJSC.
The Astrakhan airport has a good
infrastructure and modernization of the
runway has been completed. This makes it
possible to receive aircraft of all types, to
improve service and to increase the volumes
of cargo transported through Astrakhan
Oblast.
As a result of the intergovernmental
agreement between the Russian Federation
and the Republic of Kazakhstan, a bridge
crossing over the Kigach river was constructed
as part of the Astrakhan-Atyrau motorway.
This was done notwithstanding the crisis and
it has significantly increased freight traffic in

the East-West direction.


The development of the transportation
system in the city of Astrakhan is a function
of the peculiarities of the economic complex
of the region, the industrial and territorial
structure of production, the regions place
in the national and international division of
labor.
The projected development trends of
the Astrakhan transportation market and
corresponding volumes of transportation
by enterprises of the Astrakhan transport
complex rest on the following basic factors
and trends:
increasing demand of cargogenerating industries for foreign trade
shipments, shaped, inter alia, by integration
processes and the increased competitiveness

increase of the long-range requirements
for cargo transportation (in industry,
construction, fuel and energy, agricultural

Warehouse infrastructure
An important factor of the regional logistics
development is the extent of development of the
warehousing segment.
The total volume of storage facilities in the
city of Astrakhan is about 220 000 sq. m.
Currently Astrakhan is witnessing growth of

wholesale and retail trade turnover with resulting


increased demand for class A and B storage
facilities. Stable globalization of business has
begun. Big interregional and foreign retailers are
entering the regional market and they need large
class A and B storage facilities. Nowadays the

Nonetheless class B commercial storage
facilities are hardly present on the Astrakhan
warehousing market, while Class A storage
facilities are completely absent. C and D class
facilities constitute the basis of the regions
warehousing market and occupy the largest
share in this market.
The total area of class C storage facilities
ranges near 120-130,000 sq. m. Examination
of the situation on the Astrakhan transportlogistics market allows us to draw the following
conclusions: the storage infrastructure in
the Astrakhan Oblast does not meet modern
logistics requirements. In particular, the
existing terminals and storage facilities of
the region have low capacity and cannot
support a large volume of cargo handling in
the future. The establishment of an effective
cargo handling system is impossible without
properly equipped cargo terminals to ensure
cargo storage and handling and to provide
a number of additional services which are
necessary for carriers and shippers.

Project Description
An integrated logistics center has not yet
been formed in the city, meaning there is no center
representing a network of logistics warehousing
facilities and terminals concentrated in one
place, although the need is very pressing! Within
the territory of the city, there are a lot of players,
both regional (domestic) and federal, with high
rates of turnover, operating in different market
segments and areas, and requiring special
logistics. Correspondingly, the opening of the
centralized logistics center would allow them to
optimize their business.
This all confirms the great demand for
the establishment of a large logistics center on
the interregional level serving as a center for
distributing trade flows. The strategic objective
of the project is to ensure interaction between all
participants of the transport business with the
aim of providing consumers with comprehensive
transportation services. This amounts to
achieving single, holistic development of a
transport-logistics infrastructure.
The establishment of storage warehouses
equipped with modern machinery and
chambers with a temperature regime from
+5 to +17 degrees (dry chambers), with a
temperature regime from -4 to + 8 degrees
(cooling chambers), rooms for storage of frozen
products with a temperature regime from -18 to
-20 degrees (chilling chambers); the creation of
covered boxes for storage of goods, unloading
and storage areas of incoming goods equipped
with up-to-deck leveler, a repackaging area

of providing a wide range of services. The
existence of an automated storage management
system will make it possible to work to the full
extent with a wide assortment of products and
to provide a full range of storage services.
An automated system provides a number of
advantages with regard to warehouse logistics:
1. Real-time online tracking of:
Cargo routes at the warehouse facility;
Quantity and assortment of products;
Release of cargo to consignee;
Status of order and performance control.
2. Inventory taking at any time convenient
to the customer.
3. High handling and dispatch rate.
4. Absence of mis-sort and configuration
faults.
5. Stock accounting by quantity, assortment,
shelf life and other parameters.
6. Address system of warehousing.
The construction of a transportation and
logistics center will make it possible to reduce
the transportation, storage and warehousing
costs, as well as ensure timely delivery of cargo
to customer with minimum costs (best costefficiency in storage-transportation system).
As seen from practice, the performance of
a transport and logistics center depends on its
location, range of services furnished and their

complexity so as to significantly save time


and resources with regard to transhipment of
commodities and materials. In a number of
instances, logistics centers having appropriate
transshipment infrastructure gain an additional
role as points that allow you to switch one means
of transport for another (inter-modal).
The total area of the land parcel which will
accommodate the transportation and logistics
center is 34.5 hectares. The territory to be
occupied by the TLC is favorable for liaising
various means of transport. The benefits of the
territory concerned include large surface area,
availability of a railway branch serving local
and federal directions and a regional motorway.
Federal highways in the directions of VolgogradMoscow, Stavropol-Rostov-Krasnodar, Baku,
Kazakhstan pass nearby. The bridge crossing
built over the Pryamaya and Krivaya Bolda
rivers in 2009 has connected the district with the
downtown of Astrakhan and become a part of
the permanent traffic transit highway.

According to the Southern Customs


Administration, the 2009 turnover with India
and China (outermost countries of the NorthSouth and East-West corridors) is USD1.63
bln (freight turnover - 1248939 tons) which
is comparable to the annual retail commodity
turnover of Astrakhan (see Table 3). If part
of the freight traffic from these countries will
pass through Astrakhan, then a significant
increase in freight traffic may be expected
via main elements of the Astrakhan hub.
Cities of the Southern Federal District and
North Caucasus are taking a great interest
in the development of the transportation and
logistics center in Astrakhan.
The transportation and logistics center
will make it possible to take advantage
of the geographical location which is an
objective and integral competitive advantage
of Astrakhan both on the domestic and
international levels. It is the advantage of
the citys geographical location, independent
of any political trends in the country, that
enables Astrakhan to provide more beneficial
conditions for development of transport and
logistic activities.
Due to its unique geographical location
on the Volga river and access to the sea in
the close proximity to the countries of Asia
and the Caspian macro-region, the city
of Astrakhan has become the gateway for
Russia through which a considerable amount
of export and import shipments pass.

Astrakhan is the administrative center of


Astrakhan Oblast (Region), a large industrial and
cultural center of the Southern Federal District.
The citys population is 521 800. Considerable oil
reserves allow us to call Astrakhan Oblast one of
the main regions of the world in terms of oil and gas
production, one having a promising prospect for
development of the tertiary sectors: shipbuilding,
machine-building, construction as well as tourism,
hospitality and restaurant sectors, consumer
market, IT, service and entertainment sector,
public utilities etc. Taking into consideration
the above, the city of Astrakhan has every reason
to qualify for designation as the Caspian Capital
of Russian. This booklet describes the project to
establish a transportation and logistics center. The
project shall be implemented on the territory of
the Zaboldinsky Industrial and Commercial Park
in the Zaboldino Planning District of Astrakhan.
The Zaboldino Planning District is situated in the
Leninsky Administrative District of Astrakhan, on
the other bank of the Krivaya Bolda river. This is
one of the most promising and fastest-developing
areas of Astrakhan. The 160 hectare district is free
of any encumbrances or plants. It is divided into
6 parcels of various sizes (11, 16, 20, 30, 35, 50
hectares). The Administration of Astrakhan has
carried out the following work to provide investor
benefits:
1) The territory of the Zaboldinsky Industrial
and Commercial Park was assigned the status of
Integral Development Territory of Astrakhan
Oblast which means exemptions from regional
taxes and levies for residents of the said territory
and support for implementation of investment
project from the Administration of Astrakhan and
Astrakhan Oblast.
2) The rental is reduced to 0.1 % for land parcels
intended for construction of buildings, structures,
industrial facilities with total area exceeding 10 ha
is reduced by a factor of 15.
