Engagement Overview DRCFA isa newly formed authority created fo the speciic purpose of owning and operating COBO Center ("Property"), located. at One Washinglon Boulevard, Dewoit, Mickigan. The Property, constructed in the 1950's and expanded in the late 1980's, consists of 700,000 square fost af exhibition space, 180,000 square of meeting rooms and ballsomis and approximately 1,200 parking spaces. Ownership ofthe Property willranfer from the City of Detroit lo DRCFA on April 20, 2009. DRCFA is requesting proposals from cea estate serviee firms for the management, operations, and mainienance services of Property. This Request for Proposal (RFP) process beyins DRCFA’s gos! to form a publiiprivate partnership that wll yield convention and exhibition facility that exceeds expectations and is a esalyst for cconomie raeovery in ‘metro Detroit andthe Stat of Michigan, 1s is anticipated thatthe sucessful Bide willbe selected on or about April 2008, with the tansfe oceurting on April 20, 209 1B. Summary Description of Services The services provided must establish a new benchmark for the Property which meets or exceeds the industry's best practices for quality, service and efficiency. “These services include, but are not listed to: fll operations management of the Property; the operation and maintenance ofall mechanical, plumbing. heating and airconditioning and electrical equipment and rated systems, the maintenance of parking roads and grounds; landscaping ll jaitoral and housekeeping services; ‘vent booking, planing and logistics; food services, and management of parking facies. A fll scope of basic services is included as Exhibit A Objectives ofthe REP Provide quality services at competitive prices to all users of and visitors tothe Property while achieving a substantial reduction of operating expenses. ' Work cooperatively with the Detroit Convention & Visitors Bureau (DCVB) and the local hospitality industry to aggressively market and promote the Property to atract and increase use ofthe Property by national and regional visilors and conventioneers o maximize both revenue to the Property andthe value added to the lea economy. Provide national sales resources, including personnel, systems, software, and procedure: which wll enhance wilizaion of the Property and be a benefit tothe DCVB. * Provide superior, proactive engineering ané building management necessary to ensure that operating costs are minimized without compromising the short ‘or longterm viability of the Property.
