The Right to a Free Public School Education


Parents have the right to a free public school education for their child in a safe and supportive learning environment.

An Evaluation for their child with a disability and, if found to be in need of special education, receive a free, appropriate education education from age 3 through 21. Bilingual Education Have their child learn in a safe and supportive learning environment, free from discrimination, harassment, and bullying.

The Right to Access Information About Their Child


The Department of Education and its schools are responsible for providing parents with access to their childs education records and any available information on educational programs and opportunities. Translation and interpretation services Access to current information regarding services which are provided by the school system, eligibility requirements for these services, and how to apply for them. Be informed about required health, cognitive and language screening examination.

The Right to be actively Involved and Engaged in the Education of their Children
Parents have the right to be given every available opportunity for meaningful participation in their childs education.
Feel welcomed, respected, and supported in their school communities. Be treated with courtesy and respect by all school personnel and to be accorded all rights without regard to race, color, creed, religion. Participate in regular written or verbal communication with teachers with teachers and other school staff and share concerns regarding their childs academic, social and behavioral progress. Participate in meaningful and productive parent-teacher conferences Be informed on a regular basis.

The Right to File Complaints and/or appeals regarding matters affecting their childs education
The Chancellor has promulgated regulations which establish complaint or appeal procedures to address a variety of issues affecting a childs education. These procedures are set forth in the following Chancellors Regulations.
Appeal a transfer to another school based on residency in accordance with Chancellors Regulation A-101 File a complaint and/or appeal regarding Parent Association or Parent Teacher Association and Presidents Council elections, disputes, actions and inaction in accordance with chancellors regulation. Appeal a denial of exemption from immunization File a complaint alleging discrimination in accordance with Chancellor regulation.

All Parents are Responsible


Sending their child to school ready to learn. Ensuring that their child attends school regularly and arrives on time. Being aware of their childs work, progress, and problems by reading school notices, talking to their childs work progress, and progress reports, and meeting with school staff. Maintaining verbal and/or written contact with their childs teachers and principal about the progress of their childs education. Attending meetings and conferences Ensuring that the school is updated with contacted information.

Parents should also:


Provide supportive home setting Reinforce the importune of acquiring knowledge Volunteer time! ex: community programs, skills or resource Question child about school work, attendance, behavior and expectations Teach Child to Respect property, safety and rights of others and the importance of refraining from intimating, harassing or discriminatory behavior

Molly is a high school senior. For a majority of her life she has dreamed of becoming a painter. As an overachieving couple Mollys parents forced her to go to Manhattan College to become and engineer. Molly is angry about this decision but complies. Rate the parents involvement in Mollys decision from one to ten

Jen is a parent of a second grader. She visits her sons classroom for a holiday party to make crafts with them. Upon entering the classroom she begins to give orders to the students and teacher, rather than respecting her boundaries. Tension in the classroom soon rises as a growing sense of discomfort sweeps the room. As a teacher how would you respond to this situation? What action would you take?

Paul is a college Freshman. Upon receiving a poor grade on his history exam, he seeks the help of his parents to intervene. His mother call the professor to complain about the grades her son received. Is this an approprite case of parent involvement at school?

Group 4
Carlos is a native Peruvian whose academic achievement was below expected levels. Finally, this year Carlos was evaluated and diagnosed as having a learning disability. Carloss parents are not aware of their rights and the basic principals that ensure these rights because special services were not part of the education system in their country. Additionally they do not speak English. List and discuss the basic principals of this law How would you guide Carloss parents to receive the full befits of the law for their son?
