Freddie Narcisse, United States Postal Master, Site #12 Subj: SITE SURVEY AND RISK ASSESSMENT CONDUCTED ON 15OCTOBER 2005 1. Site and risk assessment was conducted on the 15th of October 2005 on the Untied States Post Office, Site #12 at 0900. The survey was conducted of the interior and exterior for security deficiencies and potential for intrusion or probability of a crime to occur in or outside the facility. I was escorted by morning site manager, Stacy King. 2. Below are the findings of the survey conducted from a list of questions pre written for the type of facility being inspected. 3. There is one door the contact will not stay on and ADT has been advised and plan on hard wiring the contact on this door. ADT handles all maintenance on the system. System was updated on 24 January2004 Post office does not have a security guard the police have responded to false alarms not test. All alarm malfunctions are handled by ADT security. All the lower level windows are alarmed. The second and third floor windows are not alarmed. The second level windows on the East side of the building have easy access by climbing the rain gutter. The Post office can obtain a neighborhood crime statistics report but never has. They use the news and local papers to keep abreast of the crimes in the area. Car jacking, vandalism, murder, burglary, and some gang violence. (Percentages cannot be provided at this time.) No major crimes have been conducted.

Post office is located 125 yds off a Lafayette St. Access is very easy for emergency vehicles. Site manager stated there is a police station within 10 miles of the Post Office. The alarms have gone off before and it took about 7 to 10 minutes. Employees seem to come and go as they please. Visitor passes are not used but vendors, sales personnel and repairpersons are logged in and out of the main office. The computer company used by the post office, GEEKS are know by all employees and do not sign in and out. There has been some gang graffiti twice in the last eight months. The windows have triple latches and doors have double locks.

The lighting in the building was sufficient at both the registers and mail sorting rooms. I didnt see and incoming electrical lines that could really be tampered with. The electrical panel outside did not have a lock on it. The electrical panel was located in a different area than back up power. The back up power was locked. Most of all the drills and information discussed to employees concerned fire drills and procedures. There are clearly defined procedures for handling money and safe guarding cash deposits. Handling money is all done by two person integrity measures. Money can not be handled or moved without the eyes of a second person.

Six managers are responsible for handling petty cash. All the computers and associated YES/NO equipment have identification markings. I didnt anything is that was marked. The site manager took me around and there are no trees on the property but there is a YES small tree line on the west side of the Post office outside the fence. No concerns have been discussed NO concerning the tree line on the west side of the Post office. Site manager could provide any YES documented training but she stated they have conducted training. The main financial handling area has alarms on the door and cameras in the YES room. The CCTV for the camera is located in the Site Managers office and by the last register. There were no panic buttons located in any NO of the financial handling rooms. / There is one panic button located between two registers but not at any other register.

The lounge and break area have no external access. Fire exit doors are hooked up through the ADT intrusion system. There are only four personnel with keys to the storeroom. All items taken from the store room are logged and signed for by the person taking the material and the person receiving the supplies.

1. OVERVIEW a. Name of Facility: United States Postal Office, Site#12 b. Date of Site Survey and Risk Assessment Assessment was conducted on 15 October 2005 by Christopher Breckenridge, Safe Security Risk Assessment Service. c. Short overview: type, size and inherent vulnerabilities. The nearest city, surrounding terrain, and human activities in the area are? United States Postal Office, Site #12 is located approximately 0.4 of a mile off US Highway 17 off Interstate 64 in the city limits of Chesapeake, VA. Site#12 is located 125 yards off of Lafayette St. The facility provides postal service for the community of Mill Creek, Deep Creek, Chesapeake Heights, and Old Mill Creek residents. The facility sits on 2 acres of paved lots. The perimeter of the 2 acres is fenced and well lighted. Site#12 was constructed in 1989. Inherent vulnerabilities of the facility include: close proximity of parking to the building, close proximity of surrounding neighborhoods, visibility of facility from surrounding streets and criminal activity from surrounding neighborhoods. d. Facility Characterization Site #12 is a three story facility with administrative and management offices located on second floor. Two loading docks are located at the rear of the building. Visitors must enter through the main entrance located in the front of the building. There are four registers located on the first floor. A panic button is located in the middle two registers. There are 540 mailboxes located on the first floor near the main entrance. The main financial handling room is located on the second floor and is equipped with cameras. Visitor passes are not required but vendors, sales personnel and repair persons are logged in and out of the main office. Site#12 handles approximately $2000 to $5000 dollars in cash a day. The facility is open 24 hours a day for personnel to check their mailboxes. The hours of operation for mailing and purchasing Monday-Friday, 0800-1730 and Saturday from 0900-1400. e. Normal level of security The Postal Master for the site has no major concerns concerning the current security of the facility. ADT Security Systems is the company providing security for the facility. There have been no major crimes or financial loss to the facility in the last 10 years. No security upgrades are requested at this time.

Local Law Enforcement agencies are located near the facility approximately 10 miles with a 7-10 minute response time to security alarms and 911 calls. There are no set times for police to conduct rounds of the facility. 2. REPORT OF FINDINGS/RECOMMENDATIONS a. Observation: There is a door located on the rear of the building that the security contact will not stay on. Recommendation: Have ADT hard wire the security contact to the door. b. Observation: All the lower level windows are alarmed but the windows located are not alarmed and vulnerable to entry. Recommendation: Upgrade ADT system to install window contacts on the windows located on the East side of the second floor. c. Observation: Windows located on the first floors that are within 14ft of the ground have no metal mesh or security bars. Recommendation: Install decorative expanded metal mesh or metal bars to all windows. This will act as a deterrence against burglary. d. Observation: The employees are mainly trained on fire drills and procedures. Recommendation: Include training and drill on security procedures such as a hold up at a register or active shooter. e. Observation: There is one camera located in the main entrance where the registers are located. A blind spot exists on the fourth register. Recommendation: Install a secondary camera crossing fields of view with the existing camera.

Fence is fairly new and repaired when repairs are required. The fence is a 10 foot fence with no barbwire NO installed. It is very easy to climb over. The fence has a 10-inch YES cement bottom. 6 inches is buried underground. All boxes and materials are YES staged near the loading dock. The West perimeter fence line has a tree line on it. YES/ The North and East NO perimeters have a clearance on both sides of at least 10 feet. YES YES YES Most of the fence has been replaced recently. There is only two openings to the facility and because the it is used 24/7 by civilians those gates are never locked. There are 8 Exterior lights located on and around the facility. There are 4 Exterior lights mounted on the facility. There is plenty of light to the main entrance.

There have been no serious threats to add any extra measures to the fence.

Clear fence line on West perimeter to a clearance of at least 8 feet.

There is enough light located on the premises to assist police when conducting rounds of the facility. The lights came on an hour prior to sunset and stayed on 30 minutes after sunrise. Facility manager did not know answer. Bulbs are provided by the state.

Exterior Doors

Are all door hinges installed so that it would be impossible to remove the closed door without seriously damaging the door or jamb? 4. Are all door frames well constructed and in good condition? 5. Are the keys issued only to personnel who actually need them? Front doors are glass and stay open 24/7. All facility rear doors are heavy steel construction and stable.

Two windows are located over the loading dock on the third floor. The windows are equipped with locks but not protective bars. The door just inside the facility has double reinforce glass. All first floor windows have security alarms. Second and third deck windows are left open at times.

5. SUMMARY OF CRIMINAL ACTIVITY IN THE AREA The neighborhoods located around the facility are mainly middle to lower class families. The crime in these neighborhoods consists of car jacking, vandalism, murder, burglary and some gang violence. The crime in the lower class neighborhoods can be more violent and often involves the selling of narcotics.
