As we indicated in our February 17, 2009 leiter, and discussed by telephone on February 20,
2009, the United States has opened a supplemental investigation into the above-referenced charge
filed with the Equal Employment Opportunity Commission ("EEOC"). 1am wnting to request
information to assist us in our investigation, and appreciate the City of Grcensboro's cooperation.
Please provide the requested information as soon as possible, but in any event by March 13,
2009. Since there is a delay in the processing of first class mail due to security procedures, we would
appreciate receiving this information by an express service, if possible, sent to

These requests pertain to the time frame from January 1, 2004 to the present, unless
otherwise noted. We request that Greensboro provide the following information
1. Copies of the complete personnel files, including performance evaluations and any disciplinary
files, for all charging parties,
2. A copy of any documents or records, including emails, memos, letters, joumals, or notes, etc.,
that pertain or relate to other formal or informal race discrimination complaints against the GPD
or its employees;
Copies of other “Black Books” alleged to have been maintained by GPD, in addition to the one
cited in the Risk Management Report and produced to the EEOC,
4. Copies of any anti-discrimination policies, procedures, and/or guidelines thathave governed City
of Greensboro employees, including GPD employees, at any time during the relevant period. In
the absence of a formal policy, procedure, and/or guideline, please provide a statement
describing any informal process used;

5. Copies of any GPD policies regarding internal affairs investigations and transfers that
in effect at any time during the relevant period. In the absence of a formal policy, procedure,
and/or guideline, please provide a statement describing any inforrnal process used;
6 Complete copies of all intemal affairs investigation files of black GPD officers from 2003 to the
present;
7. A copy ofall organizational charts that indicate the identities of all members of the Greensboro
City Council and City Administration during former Chief Wray’s tenure;
