50 THE IMPACT OF THE CRITICAL OUTCOMES ON CURRICULUM, PEDAGOGY AND ASSESSMENT IN ABET

The fve objectives stated in the SAQA Act of 1995 are:


to create an integrated national framework for learning achievements
to facilitate access to and mobility and progression within education, training and career paths
to enhance the quality of education and training
to accelerate the redress of unfair past discrimination in education, training and career opportunities; and
thereby
to contribute to the full personal development of each learner and the social and economic development of the
nation at large.
The principles that underpin these objectives are:
Integration
To form part of a system of human resources development that provides for the
establishment of a unifying approach to education and training
Relevance To be and remain responsive to national development needs
Credibility To have national and international value and acceptance
Coherence To work within a consistent framework of principles and certifcation
Flexibility To allow for multiple pathways to the same learning ends
Standards-
based
To be expressed in terms of a nationally agreed framework and internationally accepted
outcomes
Legitimacy
To provide for the participation of all national stakeholders in the planning and co-ordination
of standards and qualifcations
Access
To provide ease of entry to appropriate levels of education and training for all prospective
learners in a manner that facilitates progression
Articulation
To provide for learners, on successful completion of accredited prerequisites, to move
between components of the delivery system
Progression
To ensure that the framework of qualifcations permits individuals to move through the levels
of national qualifcations via different appropriate combinations of the components of the
delivery system
Portability
To enable learners to transfer the credits of qualifcations from one learning institution and/or
employer to another
RPL
Through assessment, to give credit to learning that has already been acquired in different
ways
Guidance for
learners
To provide for the counselling of learners by specially trained individuals who meet nationally
recognised standards for educators and trainers
