Issues Involved: - DepEd Discourages Schools to be used as evacuation centers because of the ff reasons: 1. Disruption of Schedules of Students 2.

Sanitary / Utility Costs of Facilities 3. Destruction of Properties (which teachers are blamed) 4. Not fit to function as one (temporary shelter) 5. Not all people can be accommodated.

Issues: - What happens to these structures after the calamity? How are they maintained. - They are made already as permanent shelters Since it takes time for the government to build relocation sites. - Sanitary Issues - Order issues (distribution of food and goods for example.) - Humanitarian Issues (Child Abuse for example)

Solution: - Create Dedicated Evacuation Centers that can accommodate more people (longer time for them to recover.) Relevant Issues: - People (calamity victims) become dependent/enjoying the benefits from donations. - How will these accommodate victims for future calamities? Questions to ponder: - What kind of Modular System to adapt for learning centers. - Availability of Materials in the local setting - Alternatives.

Setting Priorities: 1. CHILDREN / STUDENTS 2. Teachers and Staff 3. Nearby People in the Community

Basic Considerations for both: - Safety of Students - Accomodation: (Refuge) Basic Necessities (School) Learning Environment (Refuge) Comfort - Convenience - Space Planning - Evacuation/Emergency Plan - Traffic Flow of Students - Traffic Flow of Evacuees

REFUGEE CAMP / CENTER

Observations: - Evacuation Plans / Emergency Plans are being observed in every schools through drills. - Teachers manages drills during these events. - Schools as the primary centers for learning, serve as second homes for children. - Almost part of their entire childhood (almost) is in school. - Almost 9 hrs /day in 10 months their in school?

Issues Involved: - How safe are schools? (child-friendly environment, structurally sound?) - How prepared are these facilities when there is unexpected calamities? Question(s) to be considered: - As observed, why do they have to evacuate the vicinity / structure? When they could be safe inside their rooms?

Goals: - Safety and Security of Children in their school with/without calamities. - Fast Recovery for victims. - Adaptive Spaces to cater also evacuees from outside the vicinity.

What now? - In evacuation procedures, the last procedure is to stay in an open place where there is no obstruction (falling debris). - After which, the question is, what now?
