Minutes of Meeting 4

Wednesday 4th September 2013 CWA 30 Dequetteville Tce Kent Town (upstairs meeting room)
Meeting opened 7pm. Apologies: Wade MacDonald, Connor Rice, Brenton Schahinger. Attendees: Roger Jeffery, Ian Janzow, Steve Goble, George Jook, Paul Davies, Tony Bainbridge, Denis Eblen, Kevin Dunn, Ian Winton. Invited Guests: Nil. 1. 2. Minutes of previous meeting - accepted (proposed IW, seconded IJ). Correspondence in/Out; Initial follow-up from Matt Barwick to all persons who attended the Strategic Planning Workshop on 17/18 August, and subsequent draft documentation pertaining to the Strategic Plan and Policy Questionnaire Matrix. Advice from RFSA regarding a fisheries socio-economic workshop to be held by PIRSA on 23rd September. IJ advised the group for background information that he has sent private correspondence to the Fisheries Minister on the Garfish stock situation, and to the Premier regarding the Port Stanvac Jetty.

Strategy Planning/2014 Election Workshop (held 17/18 August) IW gave a summation of the very productive (and high workload) weekend workshop for the benefit of the DRFC members who did not attend. Restated previous email advice that the workshop outcomes/expectations document is on dropbox. Discussion on the requirement to confirm actions/by whom, prioritise, and allocate to specific working groups within the overall Strategic Working Group.

Economic/Social Impacts of Recfishing in SA - paper IW advised that the draft is on dropbox for ongoing development. PD gave an update on his information sourcing to date, including regional council financial reports. IJ to assist PD to create a Project Brief to provide direction of the project.

RecFishSA Marine Parks Lift Out re publically perceived collusion with DEWNR IW advised that RFSA are well aware of some adverse comments. Feedback from RFSA is that the liftout project was financed by DEWNR, and RFSA involvement was sought ostensibly for the purposes of merely publicising the outcomes to the recreational fishing community. RFSA had limited editorial input to the wording, thus there has seemingly been opportunistic misrepresentation by some parties of the RFSA position on the Marine Parks zoning outcomes. RFSA had no intention of selling the final zoning and this is Page 1 of 4

made clear by the stated position on their website. Mention was made that DEWNR may have possibly taken tactical advantage of the situation, similar to the positioning of the FSA information stand at the recent boat show next to DEWNR and the Marine Parks Chairs being invited to the Premier's Awards of Excellence before the process had been completed.

RFSA Forum possibilities, electronic integration with DRFC End state outcome (given availability of staffing resources) would ideally be a RFSA online forum. DRFC and the location specific RFCs would be accessible for contact purposes as part of the forum functionality. RJ offered to create a Directions document outlining achievable outcomes on this matter.

RFL Update Discussion clarified the fact that the archival MFA draft position on a RFL was in fact a joint MFA/RFSA RFL working group position, thus that paper is to be re-badged as a joint RFSA/DRFC position, accurately reflecting the working group position at the time the matter was put on hold by outside factors earlier this year (IW to action). IJ suggested it also be incorporated into the Sector Representation and Resourcing project [below] as one funding option.

Garfish Paper IW gave an update on the dropbox evolution of the draft. Very comprehensive document now reaching completion. Final amendments were suggested, including a statement that the Sector Resourcing paper is currently under development, and a proposal for a cross-departmental PIRSA/DEWNR funded Northern Gulf St Vincent licence buy-out. Subject to the above the paper is to be publically released as a Draft for Comment to Forums, RFSA, PIRSA and other parties as deemed relevant.

Sector Representation and Resourcing Paper - Draft IW is the project owner and main author - paper to be progressed via dropbox. IJ suggested this paper is very closely allied with the efforts of the recently-formed RFSA umbrella Strategic Planning Group under which it is intended to have several Work Groups to share the load. Accordingly, he will create sub-folders in the DRFC Drop Box pertaining to the development of the SPG specifically to address key areas such as Funding, Communications, RFSA Constitution Review and other working group matters.

Blue Swimmer Crab Paper Project owner/author Wade. The paper has been finalised to completion via dropbox. Endorsed as DRFC position (moved IW, seconded DE).

Socio-Economic Workshop Advice from RFSA that it is being organised by PIRSA, to be held 23 September. Expressions of interest to attend were forthcoming from IJ, DE, TB, PD and IW. Page 2 of 4

IW to advise BS of the EOI names. [subsequent to the meeting, advice has been received from Brenton that vacancies are limited, but he has managed to get 4 seats and nominated BS, IF, IW and IJ].

Lake George Netting Paper Had already been provided to RFSA in final draft form as a courtesy advice. Endorsed as DRFC position (coincidentally in generic conformance with the long-held RFSA position). Will be formally provided to RFSA, PIRSA and will now be able to be published on Forums. Given the recent cancellation of a mooted meeting in situ (SE) on the matter, the suggestion in the paper of not necessarily making it public (pending possible further elaboration by interested parties) has been overtaken by events. Thus it was decided to make it publically available as a DRFC position (input having been requested by RFSA in the first instance) to facilitate public discussion and any further appraisals of the issues involved.

DRFC (ex MFA) Facebook Page RJ to arrange for required reformatting changes via Connor (and/or outside assistance from ND).

Review Meeting Venue IJ to check with Brenton re availability of Marine House (to minimise venue hire costs incurred by RFSA`s RFC budget). Pending that outcome (or another alternative coming to light) RJ suggested that for the next 3 months meetings to continue at CWA.

Conference/Major Event 2014 Boat Show IW drafting a document in Drop Box re possible options for recreational sector involvement. This will involve the Communications component of the Strategic Planning Group project and will be referred to that Group when it is established.

Marine Parks Select Committee The attendees at the latest Select Committee forum made the observation that it appears possible the Port Wakefield SZ would not be supported (primarily and seemingly due to intense lobbying by the commercial sector). Submissions are still being accepted, IJ/IW/PD to draft and submit evidence to the Select Committee on behalf of DRFC, in particular stressing that there is merit in retaining the Port Wakefield zone due to conservation imperatives related to it being a critical marine habitat area, whether it be as a SZ under the current Marine Parks Act management plans or as an Aquatic Reserve under the Fisheries Management Act. In either event, it appears that this area is genuinely deserving of serious consideration arising from a threat based approach. PD, IW, IJ to discuss with Brenton whether RFSA has/will provide the Select Committee with any viewpoint on the contentious SZ hotspots.

Liberal Party Marine Parks Policy IW/IJ met with Michelle Lensink to submit that a complete global review of the zoning (as per the Liberal Party Policy on Marine Parks) would not be necessary (nor advisable due to the vast amount of effort already expended by all parties but there is merit in addressing specific still-contentious sanctuary zones, such as Western KI and Nuyts Reef. Potential/need for a response was discussed. In the first instance, as a minimum action, any relevant current submission(s) to the Select Committee to be relayed to other appropriate parties. IJ/IW to consider further direction on the matter in concert with the Marine Parks Select Committee actions.

Dry Creek Salt Lakes SG gave a comprehensive report on his extensive enquiries to date. A complex issue involving numerous parties and interests. Potential disease issues, Ridley Corp intent at this stage unknown, very expensive pumping considerations. The overarching apparent consensus arising from feedback from Councils (and with regard to conservation issues) is that the most appropriate and simplest solution is to remove seaward barriers with a view to the area, in time, reverting to a natural state. Fish stocks currently in the northern lakes likely to die as they dry out before agreement to breach the seaward barrier. Given this is probably the most likely (and pragmatically realistic) outcome for a number of reasons, SG to update the document and advise RFSA that there is little point in furthering the matter purely on the basis of potential (and likely one-off, not ongoing) recreational fishing access.

Revisit Priorities Deferred to the next meeting. In meantime refer to the Strategic Workshop outcomes.

Potential Guests at future meetings DE advised he has a research contact via the Museum, who may be able to arrange a KGW-specific presentation to the group. KD/RJ to approach the Administrator of FishSA Forum with an invitation to attend a DRFC meeting to elaborate on that forum's anticipated future directions, and what their aims and objectives might be in assisting with information dissemination to the recfishing community.
