Key Qualifications: Cornell Rasanga Amoth brings over 28 years of experience from public administration, expert advise on public procurement maters and legal interpretation on public procurement. Under his direction, many organisations both in public and private sector have benefited in legal interpretation on public procurement, restructuring and streamlining procurement management and these include large government and private sector organizations as well as main stream government departments. Rasanga has a Bachelors of Arts Degree and a Bachelors of Law Degree from the University of Nairobi and currently undertaking a Masters of Law at the University of Nairobi . He has served as Procurement officer in the government of Kenya in four Ministries: o Office of the President o Ministry of Agriculture; o Ministry of Finance o Ministry of Trade and Industry Rasanga is an experienced and skilled administrator, particularly in the public sector. He has also been tested and gained practical experience in management in the Private Sector. He is

reputed for carrying out various reforms in the public procurement particularly giving talks and seminars on public procurement regulations and administration to both the public sector and the private sector audiences. Rasangas current strengths lie in Public project Management, Legal Advice on Procurement, Public/Private Sector Consulting and Institutional Reforms. He is held in high regard on Institutional Governance and Ethics. For example: When at the Office of the President, I served as Secretary to the District Tender Boards in various Districts including Busia, Bungoma, West Pokot and Embu. I dealt with procurement and distribution of famine relief in West Pokot and Bungoma during tribal clashes, compiled District Tender Board Minutes, prepared Budgets for District requirements especially in conjunction with District Development Officers for Rural Projects and also undertook the implementation of projects funded by World Bank and IFAD, UNICEF, USAID etc. At Kenya Bureau of Standards, I developed a Purchasing Quality Manual being used by the Institution to date, which led to my promotion to Principal Purchasing Officer. This has led to drastic reduction in acquisition costs. Further I was the Secretary to the Fast Track Committee, which led to accreditation on Kenya Bureau of Standards Laboratories in 2000. This involved overseeing Procurement of Equipment worth over KShs. 50 million funded by British Council.

Rasanga is also an experienced procurement professional skilled in managing material and equipment needs for large multi-million dollar construction projects, controlling inventory, overseeing operation of distribution centers, and maintaining and scheduling a fleet of construction vehicles. Proven ability to manage staff, develop and oversee operating budgets, and communicate with other departments, vendors, and executive management to ensure procurement goals are met. He is also experienced in sourcing suppliers for purchased goods with an annual value of over $20 million, negotiating contracts including blanket agreements and bulk commodity pricing agreements, and conducting production planning for construction.
