The Declaration of the United District of America

We the people of the United Districts of America, grateful for our divine guidance, and mindful of the diverse heritage of all citizens of our country, devote ourselves to preserve those beliefs, which make this country strong, which were held in our previous constitution. We also will advise and add to those ideas to, insure peace for all citizens, promote equality, and protect the nation by providing a strong defense. We the people for the people with compassionate hearts and understanding minds hereby ordain this new constitution of the United Districts of America. Article I: The Districts Section I This new United States shall be rid of all states and instead be separated into 9 Districts, with each former state a province. Section II The Southeast District: North Carolina, Kentucky, Tennessee, South Carolina, Georgia, Alabama, Mississippi, and Florida. The Southwest District: Texas, Oklahoma, Arkansas, and Louisiana. The Rocky Mountain District: Montana, North Dakota, South Dakota, Wyoming, Utah, Colorado, New Mexico. The Pacific District: Arizona, Nevada, California, and Hawaii. The Central Plains District: Iowa, Nebraska, Kansas, Missouri. The Pacific Alaska District: Oregon, Idaho, Washington, and Alaska. The Great Lakes District: Minnesota, Wisconsin, Illinois, Indiana, Ohio, and Michigan. The North East District: New York, Vermont, New Hampshire, Connecticut, Maine, Massachusetts, and Rhode Island. The Mid Atlantic District: Pennsylvania, New Jersey, Delaware, Maryland, West Virginia, and Virginia.

Each of these Districts shall participate in the election of one Leader, of the entire nation, who shall be referred to as the Elected. This Elected Official shall oversee the National House of Commons and Partnership of Committees. The Elected must be a natural citizen of the United Districts and must be no younger than 22 and no older than 48 years old when elected. The Elected must have adequate Military training. Section II: The Elected has the power to veto a proposal from the House of Commons, and object to new standards brought about by the Partnership of Committees. They have to provide an explanation of each Veto or Objection, to prove that major corporations had no hand in the Veto or Objection. The Veto or Objection may be overturned through voting processes in the individual legislative branch. Section III: The Elected may serve no more than 3 terms of 3 years, served either consecutively, or discontinuously. The Elected may be impeached by demand of the people and 5 of the 9 Districts approval. Section IV: The Elected has special powers such as: Commander of the Military: in which his power shall be to determine major war strategies, the Elected has the power to authorize limited strikes on foreign threats. He does not have the power, however, to put our military in a hostile situation for a period over 28 days without approval from the Committee of National Defense.

Article III: House of Commons Section I: The National House of Commons shall be made of members elected every 4 years. Each District shall elect three members of their respective District to serve in the National House of Commons. The House of Commons will oversee and pass national laws that must be enforced in each individual District. Section II: Each member of the National House of Commons must be no younger than 18 and no older than 52 when elected. Each member must be a natural born citizen of the United Districts. serve no more than 3 terms of 4 years either consecutively or discontinuously. Each member must have adequate military training and have served at least two years in the military. Section III: Each member of the National House of Commons will be housed in the Capitol but attend weekly briefings on their individual districts. They must also tour their individual districts monthly on an alternating cycle, where one member of the individual district tours, then the next month another member. This tour serves to allow the Commoner to hear the issues that plague their district. Section IV: The House of Commons must meet every month working every week but one in which the tours of the individual districts will take place. They must work Monday thru Friday and one Saturday a month. Section V: Each member of the National House of Commons shall be paid no more than $40,000 a year; they may make no more than $60,000 a year collectively. The additional $20,000 may come from no church or Major Corporation; it must come from the individuals own private business or practice. Section VI: The National House of Commons may propose ideas to the Partnership of Committees; they may also override any standards passed by the Partnership of Committees. They may begin a formal impeachment of the Elected. They may pass approval of minor Committees to join the Partnership of Committees for a period of 90 days. Article IV: Partnership of Committees Section I: The National Partnership of Committees shall be made up of the mandatory 6 Committees but may have no more than 7 additional Committees functioning at one time. Each district shall elect one (or the specified number based on the committee) qualified members of each Mandatory Committee. Each district shall elect from a panel of 3 members that meet the specifications of each Committee, the panel for each district shall be made of different members. This Panel will be decided on by a separate district so that each member of the panel will not be partial to the district that elects it. Section II: Each member of the Partnership of Committees, no matter which individual committee, may be no younger than 18 and no older than 58 when elected. Each individual committee may set age restrictions that fall between the 18-58 year age limit. Each member must be a natural born citizen of the United Districts. Every election will be every 5 years and no member can serve more than 4 terms of 5 years, served either consecutively or discontinuously, the only exception is the Justice Committee, they may

serve up to but no more than 5 terms of 5 years, served either consecutively of discontinuously . Each member must have adequate military training. Section III: The 6 mandatory Committees are 1. National Defense Committee: Each member must be between the age of 30 and 55 when elected. You must have strenuously served from the age of 16 in the military. Each member must have proven to have great military strategy abilities; they must exhibit the ability to manage the funding allotted to provide for the national defense. They shall pass standards for the Districts Law Enforcement Agencies. 2. Education Committee: Each member must be between the age of 26 and 52 when elected. You must have a doctorates degree in education and taught at a public school for at least 5 years. Each member of the committee must have proven to improve the general wellbeing of students and the overall education of the students. They must exhibit the ability to adapt to the constant change of new information and maintain a policy of excellence so our nation produces top students that can out rank other nations. This committee must also implement a test for all districts at 15 to begin specialization for each citizen. 3. Health Care Committee/Welfare Committee: Each member of the Health Care Committee must be between the ages of 30 and 52 when elected. They must have their Doctorate in each of their individual field. They must have served in public hospitals for at least 4 years and conducted an experiment that has proven beneficial to the advancement of science. They must exhibit compassion for the sick but also a tough hand when it comes to making health care standards. They must also implement a mandatory health tax that everyone must pay; the health care the taxes will go towards will provide exemplary health care. Each member of the Welfare Committee must be between the ages of 21 and 45 when elected. They must have worked strenuously with those in poverty either through outreach programs or ministry work. They must show an ability to make and implement standards that will decrease the amount of citizens in poverty, while also making and implementing standards that will allow those that live in poverty to receive needed help. They must work hand in hand with the Health Care Committee to insure the public receives necessary services. 4. Justice Committee: There will be 3 Justices from elected from each district, each from a different Panel. Each member of the Justice Committee must be between the ages of 36 and 52 when elected, they must have served as either a Lawyer or Judge for 15 years. They must have served the public to the best of their abilities to insure that justice is brought about to everyone. They must exhibit the ability to be impartial on hard decisions that will shape the country. If one case is brought before them from a district or a dispute between districts, than the justices from those districts may not sit in on the case. They have the power to declare any law passed by the House of Commons, any act by the president, or any standards placed by the Partnerships of Committees unconstitutional.

5. Preservation Committee: This committee will deal with issues such as Oil, Water, Food, and Electricity. Or in simpler turns everyday necessities this country has come to rely on. To serve on this committee you must be between the ages of 18-and 52 when elected. They must have placed high on specialization test in the areas of fair management and high reasoning skills. They must exhibit the ability to look past the present and look into the future and what problems could arise from the rate of use of necessities. They have the power to set limits during times of Drought or Shortages of food. 6. Taxing Committee: To serve on this committee you must be between the ages of 30 and 58 when elected. They must have working in mathematics and money management positions for at least 12 years. They must exhibit the ability to understand ever changing economic standings; they must also balance the cost of living with their taxes so not to over tax the people. They must always take into account our debt and they will set strict limits for every part of the government, the Elected, the House of Commons and each Committee of the Partnership of Committees. They may review request for more money from only the Education, Preservation and National Defense committee. The HealthCare/ Welfare committee tax that they impose shall be monitored by this Taxing committee however all money from the tax goes to the HealthCare/Welfare committee. Section IV Minor Committees may be established through request in the House of Commons, to deal with immediate issues that need to be resolved. They may last no longer than 90 days unless the Judiciary Committee deems it necessary for more time to be allotted. The members of these committees must fall between the ages of 18 and 58 when elected. They must be highly ranked or have placed high on the subject the committee is formed for. Section V The committees may vote on laws that affect their committee directly. Committees can work with the House of Commons on Bills that affect things that fall under that committees jurisdiction. The committees may also finish the impeachment process of the president by four of the six committees approval. Section VI Each Committee will have a head of that Committee which will be elected by the Judiciary committee, the must select the head of the committee from members already elected to the committee in question. The head of the Judiciary Committee will be selected by the House of Commons, the head of this committee will be chosen from members already elected to the committee.

Every member of a Committee be paid no more than $40,000 a year; they may make no more than $60,000 a year collectively. The additional $20,000 may come from no church or Major Corporation; it must come from the individuals own private business or practice. Each member of the partnership of committees will be housed in the Capitol but attend weekly briefings on their individual districts. They must also tour their individual districts monthly on an alternating cycle, where one member an individual takes a tour of their individual district, then the next month another member. This tour serves to allow the Committee member to hear the issues that plague their district. Each committee of the Partnership of Committees must meet every month working every week but one in which the tours of the individual districts will take place, the week of tours may not coincide with the week of tours the House of Commons take. They must work Monday thru Friday and one Saturday a month. Article IV: Amending the Constitution Section I: It is to the understanding of the makers of this Constitution that the issues of today influence this document however we have designed this to withstand the changes of life. So as the Human Condition changes so can this document by adding Amendments to further protect the people and their rights. Amendments may be proposed in the House of Commons of in the Committee to which the proposed amendment would most likely involve. The amendment may be passed by either two-thirds of the House of Commons and by two thirds of the Partnership of Committees or by special district conventions in which 2/3 of the districts must pass the proposed amendment. Section II: All previous amendments of the past U.S. constitution will continue to be in effect. Amendments Equality-Under this Constitution, no one may discriminate against another person because of Race, Religion, or Gender. All schools, events and business may not deny access to people based on their Race, Religion or Gender. Immigration-The United Districts will only accept those who are coming to this country to permanently live or live for a period exceeding 1 year with all of the legal paper work already done. If a person wants to visit America for a time period beyond 2 months but under 1 year they must obtain forms to prove the legality of their visit. We will immediately detain and deport illegal aliens. There will be added security to the borders of our country to insure no illegal aliens come into America Marriage- Marriage shall be recognized by the individual church, if you wish to be recognized by the government for the benefits of a government recognized union you may obtain a civil union. We shall recognize all unions between two humans no matter their race, religion, or gender preference. Specialization- At the age of 16 a citizen must take the specialization test which shall show weaknesses and strengths, this test comes in many different forms and will most suit the students preferred

method, either physical or on paper. The pressure of a multiple choice test should not be applied to this. The citizens testing, academic, and intellectual ability will be taken into account when the specialization test is administered. This test shall in no ways dictate what career the citizen chooses it will however show the student their best path. Voting- The voting age shall be lowered to include 16 and 17 year olds, however those between the age of 16 and 18 must have placed high enough of the specialization test to prove understanding of the political system. After the age of 18 the citizen may vote regardless of the score. Military Service- Military Service shall be offered at 16 after the specialization test. All citizens must go through Basic Training to develop the necessary skills of defending our country and their selves in times of distress.
