    Dear Chainnan Obey and Ranking Member Lewis:

    I am requesting $700,000 for District Attorney Gang and Drug Crime Investigation and Prosecution.
    The entity to receive funding for this project is the County of San Diego, District Attorney located at:

    330 West Broadway


    San Diego, CA 92101

    This project funds the investigation and prosecution of gang-related crime and drug crime by the San
    Diego County Office of the District Attorney. San Diego County is facing massive budget cuts as a
    result of California's multi-billion dollar deficit. The Office of the District Attorney alone must cut
    its budget by $12-million, which will directly impact the office's ability to successfully investigate
    and prosecute gang-related crime and drug crime. At a time when the budget for gang and drug
    crime fighting is decreasing, the incidence and severity of gang and drug crime in San Diego County
    is on the rise.

    Consistent with the Republican Leadership's policy on earmarks, I hereby certify that to the best of
    my knowledge this request (1) is not directed to an entity or program named or will be named after a
    sitting Member of Congress (2) is not intended for a "front" or "pass through" entity; and (3) meets
    or exceeds all statutory requirements for matching funds where applicable. I further certify that
    should this request be included in the bill, I will place a statement in the Congressional Record
    describing how the funds will be spent and justifying the use of federal taxpayer funds.

    I certify that neither I, nor my spouse, have any financial interest in this project.
