Abstract. The article is devoted to the main problems of the formation and execution of expenditure obligations of the
Omsk region. Increase of efficiency of use of budgetary funds can be done in two ways: through the implementation of the
programme budget, and secondly, the creation of a regional system of internal financial control, which will enable to create a
unified information space for all bodies of the Executive power of the region. The article considers the advantages of the audit of
the efficiency in comparison with other types of financial control.

Abstract. This article analyzes the quality of settlement services clients of Gazprombank and justifying the need for the
formation of tariffs for cash management services based on their quality. The article analyzes the results of the customer survey
satisfaction, relevance and quality of settlement services in OAO Gazprombank. Author supposes that the model of pricing of
bank products based on their quality has a number of distinct advantages, as it allows to balance the needs of consumers, the price
of the product, its quality and competitive products.
Key words: pricing policy, cash management services (CSC), the ratio of price / quality criteria of quality banking
products with the customer perspective.

ANALYSIS OF THE REALIZATION OF PURPOSE-ORIENTED PROGRAMS IN THE TRANSITION

Abstract. The transition to the program budget has been the vector of the budget reform in Russia since 2004. Strengthening
of the implementation of purpose-oriented programs identified as priorities for the current stage of the reform. The article analyzes
the performance of federal programs for the period 2008-2011 using indicators, proposed by the author. The basic shortcomings
and problems identified in the implementation of targeted programs. The possible options of their elimination were offered as part
of the transition to the program budget.

Abstract. Development of business in Russia is accompanied by the deepening of economic reform, which determines the
increased interest in new theories and trends of marketing and management. Practice shows that the classic marketing techniques
are insufficient, since it does not affect the interaction of all the subjects of the market system. Among the modern trends of
business development is benchmarking. The article deals with the development and organization of benchmarking as one of the
areas strategically focused market research to underpin the creation of a competitive business.

Abstract: The article is devoted to the issues of providing the pharmaceutical industry with pharmaceutical substances, since
only 20 % of domestic medicines are produced from the substances of local manufacturers. Import dependence of the Russian
pharmaceutical industry does not provide national medicinal security. For the radical change of the situation in this area the
measures of governmental support for domestic manufacturers of pharmaceutical substances have been proposed.

Abstract. Since January 1, 2012 autonomous institutions are obliged to make the procurement of goods, works and services
for their own needs in accordance with a new order. Law-enforcement practice showed up the implementation problems of the
certain norms of the new legislation. The legislator has established a fairly large autonomy of autonomous institutions in the
decision-making process about the procedure and the procurement method and some strict framework for planning, information
management and procurement.

namely for the improvement of the exposure of the fields, which are the structural elements in the ideographical dictionary.

Abstract. This work deals with the issue of scientific paradigms change and relationship. The subject of the investigation
is the Renaissance grammars critical orientation. It is displayed that the language outlook formation at that time was going on
in the atmosphere of a critical revision of the entire knowledge system characteristic of the Renaissance vision of the world and
Weltanschauung. It is pointed out that the critical orientation in the treatment of the grammatical heritage of the past, first and
foremost the medieval one, contributed to the development of humanitarians creative, constructive attitude to the description of
any and every language.
