Ratifying and approving Addenda Nos. 1 and 2, and adopting resolution authorizing and directing staff to negotiate an agreement with TurnKey Mobile, Inc., to provide mobile automated license plate recognition systems. Purpose To negotiate an agreement for the purchase of mobile automated license plate recognition systems for the Police Department. The systems will be used for the purpose of identifying vehicles during the course of conducting police work. The Request for Proposals (RFP) for mobile automated license plate recognition systems (RFP13104) was approved by the City Council on August 14, 2012 (Item No. VI.AY.). The RFP was advertised in the Journal Record on August 15, 2012 with proposals to be received on September 11, 2012. On August 28, 2012, Addendum No. 1 was issued to answer technical questions submitted by proposers. On August 31, 2012, Addendum No. 2 was issued to answer additional technical questions submitted by proposers. The selection committee convened on October 1, 2012 to review and evaluate the five proposals received. MPH Industries, Inc. chose to withdraw their proposal. The selection committee determined a need to set up demonstrations for the three vendors best meeting the requirements of the RFP. After the demonstrations were held, the selection committee evaluated and scored the proposals according to the criteria outlined in the RFP. The selection committee determined TurnKey Mobile, Inc. to be the most qualified proposer to provide the systems outlined in the RFP. Staff requests Council authorize an agreement be negotiated with TurnKey Mobile, Inc. for mobile automated license plate recognition systems.
