Dr. Bassem Kamal M. Ouda was born on March 16,


1970, in Al Munufiyya Governorate. Following a
major shuffle in the Egyptian Cabinet, Dr. Ouda
was appointed as the Minister of Supplies in Dr.
Hisham Qandil's cabinet on Thursday, January 10,
2013.

January 25 Revolution
Dr Ouda was among those who sat-in Al-Tahrir Square during the 18 days of the
January 25 Revolution. He was injured in the head on the day known as
"Mawqe'et Al-Jamal" - February 3rd 2011. During these days he was responsible
for the popular committees coalition in Giza; part of his job was providing several
regions in Giza with bread and fuel.

As a Minister:
On January 10, 2013, Dr Ouda became Minister of Supplies. He quickly became
the most popular minister in the Cabinet, well known for his quest for perfection.
He always referred to himself as the "minister of the poor".
Dr Ouda was able to pass several challenges concerning the bread file. Less than
two months in post, he passed the rules to liberalize the prices of wheat and flour
- as a compensation - granted the subsidy on the final bread products. This
guaranteed a fine quality of bread, and insured the subsidy wasnt taken
advantage of by the merchants, a problem that has existed in Egypt for several
years.
Another example of Dr Oudas
hard work could be seen in the
availability of butane tanks for
home usage, after a spike in
black market trading of these
tanks.
He launched the "Best Product
for the Most Generous of All"
initiative that aimed at
bringing prices down. He also
launched the "Be Positive"
campaign in order to

encourage all citizens to be proactive and take a role in contacting authorities to


voice concerns or report any cases of corruption.
Many other positive acts made him the most positive minister in Cabinet. For
example, he supported the government's inspectors helping them to face flour
and petroleum substances' smugglers. He also gave up his bonus that the law
defines for his post!
What made him gain even more admiration was his "humane" actions as some
called them. For instance, one day he surprised the staff in charge in Cairo
University's dorms with a visit to inspect the meat served just after news had
broke saying that the meat served in public university dorms was of poor quality.
He was the one who handled the process of getting rid of the stock.
One of the starking actions was when
some bakeries' owners demonstrated
in front of the ministrys headquarters
in Al-Kasr Al-Eini and tried to rush into
the building. His very words to the
security forces were," If they want to
attack and storm the building, leave
them. The building can be easily
repaired, but if one of the
demonstrators was injured, nothing
can ever pay for this"
He inaugurated many projects like the Sidi Sallem Barn and the Imbaba Mill. He
nearly visited all of Egypt's governorates, and visited rural areas that had never
been treaded before by other ministers. To note, he was more than welcome
there.

He worked on the production of sunflower oil, pure it was and not like the older
version of the ministry used to distribute. He even made a vote through Facebook
pages for people to give their opinion in naming the new oil. It was named "Kheir
Baladna"- our country's produce.
Bassem Ouda used to inspect all of Cairo's and Giza's bakeries and had a daily
sudden visit to governorates.
He distributed his own bonus- 300 thousands- among the poor workers in his
department.
The Egyptian Achievement Club rewarded him on April 29, 2013 after he had
been chosen as the most positive and most sincere execution in cabinet. He was
given the name of "Minister of the people" for his excellent achievements.

Resignation:
He presented his resignation on July 4,2013 after President M. Morsi had been
toppled.
It's worth mentioning that Dr. Ouda is one among the 111 professors who have
been detained since the coup.
He was on good terms with all who worked in the ministry. The coup's leaders
asked him more than once to keep in his post but he rejected.

Dr. Bassem Ouda was accused for the following charges which he denied all:
joining an armed gang, provoking violence, chaos and sabotage, incitement to
murder and violence, calling for demonstrations, disturbing the public peace and
calling to overthrow the regime.
