401 8 Dec, 2013 The Explanation of the Rhetorical Choices a) Chinese data show that 13 million abortions are performed each year, for an average rate of 35,000 abortions per day and most of the 13 million annual abortions are forced. In 2000, more than 20% of all abortions in China were a result of being against the onechild policy. This means every day thousands of babies die of forced abortion. Whats more, a violator faces a minimum fine of about 63,000 yuan (more than $10,200) or a maximum fine of about 413,800 yuan (more than $67,000). The maximum fine equals 11.4 years of average urban annual income and 25.8 years of average rural annual income (Forced Abortion). If people cant afford the fine, no matter how old the fetus is, officials will put forward forced abortion. The reason for me to write this public argument is to suggest the Chinese government abandon the one-child policy. b) My purpose of this public argument in a baby's monologue is to talk about forced abortion from a special angle, which most people ignore. When a baby tells the story of how he died because of forced abortion, people get moved easily and think about this policy more deeply. I chose this purpose because I knew that for most people, what they care about when talking about the one-child policy was the aging society or gender

We should not ignore the feelings of dead babies and innocent women who are forced to take abortion any more. c) My claim is that the Chinese government should abandon the one-child policy. First of all, forced abortion is such a brutal punishment which also hurts womens health and abuses of human right. Second, aging society is a severe problem for China. Not only the labor force keeps shrinking, but also the number of lonely old people keeps rising. Moreover, the happiness of a family can be destroyed after forced abortion. I used details and specific statements to make my reasons and claims clear and vivid. d) My chosen public audience is the Chinese government. I chose this audience because my argument is related to the policy they make and the people they need to concern about. As a democratic government, the Chinese government has to think about the necessity of the policy they make and how people think about this policy.I tended to write my public argument in such a way that emphasized how people suffer from this policy. e) The limitation of my argument are a lack of detailed information about reasons for abandoning the one-child policy and too brief reaction to the policy change . I should provide more information in this argument, but the angle of a baby limits what I could include. Since my argument is creative and well organized, my intended audience will understand my purpose of writing this argument.
