(his belief is ob$iously not true% but the 'o$ern)ents% the police% people #ho can do thin's to put an end to it do nothin' about it. !n fact% the 'o$ern)ent is the one #ho perpetuated the ru)or as a )eans of population control% a sur$i$al of the fittest if you #ill.
