and will have a capacity to make about 9

3 Jaiprakash Plans to set up a 2 MTPA greenfield ce- Assam

Assam undertaking. The plant, when
completed, will produce about 6,667 MT
or about 1,33,334 bags of cement per day.
4 Mangalam The company plans to set up new cement Kota

plans for setting up of a captive 17.5
MW thermal power plant within the same
premises. The funding is planned through
a mix of internal cash accruals, long term
loan and debt. In this regard, the company
has floated a tender and the contract will
be awarded by September 2009. The proj-
ect is expected to complete in 20 months.
5 Austral Coke The company plans to set up a Lam Coke Visakhapat-
& Projects manufacturing plant, which will have a nam

capacity is 3,75,000 MTPA with expansion Pradesh

this expansion the total capacity will be
11,25,000 MTPA. The works will start in 2
months and will complete by Jan 2011.
6 Indian IMU, a Central university constituted in Kochi
Maritime 2008, has decided to open a regional Kerala
University campus at Kochi Port. This will be the
(IMU) fourth regional campus of IMU, which is
headquartered in Chennai. The Cochin
Port Trust Board at its next meeting will
consider the allotment of 10 acre of land
in Willingdon Island for setting up the
Kochi campus of IMU. This campus will be
ready by May 2010.
7 Sri The state run Sri Kanteerava Studios pro- Karnataka

West Bengal
West Bengal is the 13th largest state in terms of area in
India with a total geographical area of 88,752 sq km. It is
located at the centre of the eastern region of India and is
bordered by Bihar and Jharkhand on the west; Orissa on the
south; and Sikkim on the north. It is the fourth most populous
state in the country. Its capital, Kolkata, is one of the largest
cities in India. The state’s Gross State Domestic Product
(GSDP) grew an impressive 8.94 per cent between 1999-2000
and 2005-2006 to reach US$ 47.85 billion. The tertiary sector,
has been the fastest growing, driven by growth in sub-sectors
like Banking, Real estate and hotels (having 66 per cent share
in tertiary sector with a CAGR of 16 per cent). Secondary
sector is driven by construction (comprising of one-third share
in sector and CAGR of 18 per cent between 2001-2005).
Investment of roughly US$ 50 billion had come to the state in
manufacturing sector as on March 31, 2007. The State is the
favourite destination for the Steel Industry. The state has more
than US$ 22.2 billion worth investments in the pipeline. The
Net State Domestic Product of West Bengal for FY2008-09
including all the sectors was 7.6 per cent. West Bengal has a
well-developed network of railways, roadways, airports and
seaports. It has latest and modern telecom network as well as
reliable power supply system. In order to upgrade and fully
develop such infrastructural facilities, the Government of West
Bengal (GoWB) is undertaking many such projects to attract
greater investment despite the recent Singur and Nandigram
Fiasco which has forced the government to rethink on land
acquisition issues for major projects.
Industrial Facts
According to the data of the National Sample Survey (2005-
06) it has been found that both in respect of the number of
working units (27.53 lakh) and generation of employment in
this units (54.93 lakh), West Bengal ranks first amongst all the
States. 216 industrial units in the organized large and medium
scale sectors with a realised investment of Rs 4,205 crore has
commenced production in 2008 with generation of 20,409
direct employment and 37,392 indirect employment. The
GoWB also plans to setup a petroleum, chemicals and
petrochemicals investment region at Nayachar in Purba
Medinipur district at an investment of about Rs 93,180 crore.

bridges. In regard to improvement of public transport, steps
have been taken to purchase 400 new buses for the State
Transport Corporations in the current year. In addition, the
Calcutta Tramways Company (CTC) has started a scheme of
introducing modern tram cars based on improved self-reliant
technology. Moreover, after completion of the concreting works
of 28.1 km. of tram-lines at a cost of Rs 101.0 crore, concreting
works of the remaining important stretch of tram-lines at a cost
of Rs 19.5 crore has been started during the last FY. This apart,
a Centre-State combined project, namely, the East-West Metro
Corridor Project has also been launched.
Power
In the FY2008-09, electricity production commenced at 2
units (800 MW) of Sagardighi Thermal Power Project, 1 unit
(300 MW) of DPL and1 unit (210 MW) of Bakreswar Thermal
Power Project. As per CEA report on 31st July 2009, the
installed capacity of power utilities in West Bengal was 7941.69
MW. The power supply position for the period April - June 2009
was 8455 Million Units (MU) against the requirement of 8,722
MU registering a deficit of 267 MU i.e. 3.1 percent deficit.
Rural Electrification
In the case of Rural Electrification, out of 37,910 villages,
electricity has reached 37,606 villages (99.2 per cent) till
February 28, 2009. The State Government has now set a
deadline for completing the important task of providing
electricity to each household of every village within the 11th
Plan Period (2007-2012).
Information Technology
West Bengal continues to be the major base for information
technology (IT) and software companies. At present, total
export earning of IT companies located in Software technology
Park (STP) is Rs 2000 crore. Presently, 180 IT and 55 ITes
companies are operating in Kolkata providing employment to
35,000 professionals. West Bengal is on a fast track IT highway
and is poised to become one of the top three States in India by
2010 to contribute 15 to 20 per cent of the country’s total IT
revenue.
Agro Facts
The Net State Domestic Product of West Bengal from
agriculture and allied activities in FY2008-09 was 4.4 per cent.
The total agricultural land distributed in this State (upto 15th
January, 2009) is 11.26 lakh acre. The total net irrigated area
as a proportion of the total net agricultural area in the State has
increased steadily from 32 per cent in 1977-78 to nearly 72 per
cent in 2008-09. The GoWB has accorded top priority to
development of food processing industries. To this end, along
with the setting up of 5 special processing zones, efforts have
also been made to construct 12 food parks, with due emphasis
on internal markets. The GoWB has proposed to enhance the
plan outlay for the Department of Food Processing Industries
and Horticulture from Rs 32.35 cr in FY2008-09 to Rs 39.30 cr
in FY2009-10.

Irrigation Projects
Teesta Irrigation Project was approved by the Planning
Commission in 1975 at an estimated cost of Rs 69.72 crore
which has now escalated to Rs 2,988.61 crore. The cumulative
expenditure incurred on the project upto the end of March,
2009 is Rs1,153.43 crore. The budget allocation provided by
GoWB during 2009-10 is Rs 237.19 crore. The Central Loan
Assistance/Grant released for Teesta Project is Rs 152.924
crore so far. The project is approved as a National Project and
is eligible for 90 per cent Central Grant. The completion is
expected by March, 2015. Subarnarekha Project with a cost of
Rs 1,615.23 crore is also included under the Accelerated
Irrigation Benefit Programme (AIBP), for which under the
general funding pattern, 75 per cent of expenditure will have
to be borne by the State Government and 25 per cent by the
Central Government. So far, the State Government has already
spent Rs 38.70 crore and earmarked an additional sum of Rs
21.50 crore for implementation of the project.
Drainage Schemes
The Detailed Project Report for the Kaliaghai- Kapaleswari
Basin Drainage Scheme at an estimated cost of Rs 780 crore
has already been submitted to the Central Government for
inclusion in the Centre- State joint project. Similar reports are
being prepared for the Ghatal and the Kandi Master Plan for
drainage. In addition, works on drainage scheme for a part of
Lower Damodar Area and Ghia-Kunti Basin have been taken
up at the initiative of the State Government. After completion of
reclamation works on an important stretch (24.9 km) of Ichamati
river by the State Government with expenditure of nearly Rs 24
crore, for reclamation of remaining stretches in the districts of
North 24-Parganas and Nadia at the State’s own expenditure,
permission has been sought from the Central Government due
to proximity to border areas for starting of works.
Fisheries
In the sphere of fisheries, the State’s total fish production
has increased from 14.71 lakh metric tonne in 2008-09 to 15.0
lakh metric tonne, which is more than the internal requirement
(13.46 lakh metric tonne) of the State. The plan outlay of the
Department of Fisheries is raised from Rs 75.42 crore in the
FY2008-09 to Rs 93.42 crore in FY2009-10.
Dairy Products
In the sector of animal resource development, the total milk
production in the State has increased from 40.77 lakh metric
tonne in 2007-08 to an estimated quantity of 41.95 lakh metric
tonne, which is about 72 per cent of the State’s requirement.
The plan outlay for the Department of Animal Resources
Development for FY2009-10 is Rs 73.18 crore.
The State of West Bengal has immense potential to grow
and attract large investment from not only domestic players
but also the foreign ones. It would be great if the economic
agenda is given top priority by the ruling and the opposition
class and all the stakeholders are taken into the fold before
deciding on the major projects.

Railway Coach Factory at Kachrapara-Halisahar
The Railway Minister has announced during the
Railway Budget for 2009-10 for setting up of a new factory
at Kanchrapara-Halisahar Railway complex with annual
capacity of 500 EMU/MEMU and Metro coaches per
annum in Joint Venture/Public-Private Partnership mode.
Bio-mass power plant in W.B.
Astonfield Renewable Resources Ltd and AREVA
Renewable have joined hands to implement 100 MW of
biomass power plants across India at an estimated cost of
Rs 550 -630 cr. The first plant will be set up in the State of
West Bengal. The work is likely to start in the last quarter
of 2009.
Paper mill in West Midnapore District
Emami Paper Mills Ltd has signed an agreement with
West Bengal Industrial Development Corporation (WBIDC)
for setting up a 600 tpd paper mill spread on 2,000 acre in
West Midnapore district. The project cost is estimated at
Rs 2,200 crore. The plant will be located in the paper park
being set up by the GoWB at Kulti Kuri near Jhargram,
West Midnapore.
470 room hotel coming up in Kolkata
ITC Ltd is investing Rs 1,000 crore to build a new 470-
room hotel spread over 1.2 million sq ft, adjacent to its
existing hotel in Kolkata on the Eastern Metropolitan
Bypass.
Forged Steel unit at Haldia
Sinosteel India is implementing a 5 MTPA cold forged
steel roll manufacturing unit spread on 30 acre at Haldia in
West Bengal. The work has started and completion is
expected by December 2011.
Tata’s Eden Court Township Project
Tata Housing Development Corporation is executing
Phase I of Eden Court, its integrated township project
spread over 50 acre at Rajarhat near Kolkata. The
residential complex is likely to be spread over five acre
and will have three towers with two and three bedroom
apartments. Two of these towers will have G+18 floors.
Tata Housing has acquired land for the project from the
WBIDC. Shapoorji Pallonji & Co is the contractor for the
project, which is scheduled to be completed by 2011.
500 MW Thermal Power Plant at Ranigunj
Himachal Pradesh has entered into an agreement with
Kolkata-based Eastern Mineral and Trading Agency (EMTA)
for setting up a 500-MW thermal power plant at Ranigunj in
West Bengal. The plant will generate 3,504 million units
annually and the estimated cost of the project is Rs.2,345
crore. The project is expected to complete in 4 years.

Kolkata Port Trust (KoPT)
Details: The port trust plans to build a container terminal at
Diamond Harbour, 40 km off Kolkata. Total capacity for container

The proposed terminal, with six jetties – four for handling ocean-
going vessels and two for barges, was to come up over 125 acre to
