1.1 ABOUT US
Bharat Sanchar Nigam Ltd. formed in October, 2000,
is World's 7th largest Telecommunications Company
providing comprehensive range of telecom services
in India: Wireline, CDMA mobile, GSM Mobile,
Internet, Broadband, Carrier service, MPLS-VPN,
VSAT, VoIP services, IN Services etc. Presently it is
one of the largest & leading public sector unit in
India.

BSNL has installed Quality Telecom Network in the


country and now focusing on improving it, expanding
the network, introducing new telecom services with
ICT applications in villages and wining customer's
confidence. Today, it has about 47.3 million line basic
telephone capacity, 4 million WLL capacity, 48.11
Million GSM Capacity, more than 37382 fixed
exchanges, 44966 BTS, 3140 Node B ( 3G BTS), 287
Satellite Stations, 480196 Rkm of OFC Cable, 63730
Rkm of Microwave Network connecting 602 Districts,
7330 cities/towns and 5.5 Lakhs villages.

BSNL is the only service provider, making focused


efforts and planned initiatives to bridge the Rural-
Urban Digital Divide ICT sector. In fact there is no
telecom operator in the country to beat its reach
with its wide network giving services in every nook &
corner of country and operates across India except
Delhi & Mumbai. Whether it is inaccessible areas of
Siachen glacier and North-eastern region of the
country. BSNL serves its customers with its wide
bouquet of telecom services.

BSNL is numero uno operator of India in all services


in its license area. The company offers vide ranging
& most transparent tariff schemes designed to suite
every customer.
BSNL cellular service, CellOne, has more than 49.09
million cellular customers, garnering 16.98 percent
of all mobile users in its area of operation as its
subscribers. In basic services, BSNL is miles ahead of
its rivals, with 35.1 million Basic Phone subscribers
i.e. 85 per cent share of the subscriber base and 92
percent share in revenue terms.

BSNL has more than 2.5 million WLL subscribers and


2.5 million Internet Customers who access Internet
through various modes viz. Dial-up, Leased Line,
DIAS, Account Less Internet(CLI). BSNL has been
adjudged as the NUMBER ONE ISP in the country.

BSNL has set up a world class multi-gigabit, multi-


protocol convergent IP infrastructure that provides
convergent services like voice, data and video
through the same Backbone and Broadband Access
Network. At present there are 0.6 million DataOne
broadband customers.
The company has vast experience in Planning,
Installation, network integration and Maintenance of
Switching & Transmission Networks and also has a
world class ISO 9000 certified Telecom Training
Institute.

Scaling new heights of success, the present turnover


of BSNL is more than Rs.351,820 million (US $ 8
billion) with net profit to the tune of Rs.99,390
million (US $ 2.26 billion) for last financial year. The
infrastructure asset on telephone alone is worth
about Rs.630,000 million (US $ 14.37 billion).

BSNL plans to expand its customer base from


present 47 millions lines to 125 million lines by
December 2007 and infrastructure investment plan
to the tune of Rs. 733 crores (US$ 16.67 million) in
the next three years.

The turnover, nationwide coverage, reach,


comprehensive range of telecom services and the
desire to excel has made BSNL the No. 1 Telecom

1.2.2 CHAIRMEN’S DESK


Dear Customers,

I take privilege in apprising you that in our constant


endeavour to offer ever new Value Added Services
(VAS) to our customers, we are presenting 1 st
integrated mobile advertisement service for the first
time in India. The service is being launched initially
in the West Zone covering states of Gujarat, MP,
Maharashtra, Chhattisgarh & Goa and will be soon
extended to other states. Mobile customers of BSNL
can register for Mobile Advertisement Service by
calling Toll Free Short Code 51235 or logging on to
WAP site http://AdSekamao.bsnl.in through their
mobiles. Access to these channels is free for mobile
subscribers. Delivery of advertisement to subscribers
will be free of cost. In fact, in some cases, BSNL may
give gratification in terms of free talk time etc. to the
subscribers who agree to receive these services.

We have also launched VoIP service in North & West


Zones. Broadband customers can also enjoy services
like Video Surveillance, Video Tutoring,
Entertainment Portal & Net PC.

From 1 st May, 2009, we have reduced Inter-circle


call charges from all types of PCOs by 50%. We have
also launched the scheme to provide one rent free
Landline or WLL connection to such landline
customer of BSNL whose average monthly bill is Rs.
500/-. Make good use of this opportunity. We have
also waived of security deposit for Broadband
connections for plan ranging upto Rs. 500/-.
Discounts are also being offered for usages beyond
applicable free limit under Home / Business Plans.
20% discount on Broadband rental as well as usages
has been extended to visually impaired customers.

Safe Custody Charges for temporary suspension of


service have been drastically reduced to Rs. 50/- and
Rs. 30/-per month in urban and rural areas
respectively. Tariff for bulk SMS facilities have been
rationalized from 1 st June, 2009.

Our 2G Mobile Customers, who are possessing 3G


Handsets, can experience the joy of video incoming
calls free of cost for a period of 3 months. Make use

Corporate structure of BSNL Board consists of CMD
& Five full time Directors, Human Resource (HR),
Consumer Mobility, Consumer Fixed Access,
Finance, Enterprise, who manage the entire gamut
of BSNL operations. There are five other Directors in
the full Board of BSNL.

CMD - Shri Kuldeep Goyal


Shri Kuldeep Goyal has taken over as Chairman &
Managing Director of BSNL on August 1, 2007. Shri
Kuldeep Goyal joined the Indian Telecommunication
Service of Govt. of India in 1972. He is an
Engineering Graduate from IIT Roorkee.

Just prior to taking over as CMD, BSNL, Shri Goyal


has worked as Director (Planning & New Services)
and was responsible for planning and execution of
strategy for expansion of BSNL's network.

With more than 35 years of service, Shri Goyal has


vast experience in telecom sector viz. planning,
installation, operation and maintenance of wirelines
and wireless services, data services,
computerization of various activities in telecom
network and provision of value added services.

While working as chief General Manager,


Maharashtra Telecom circle, he was in charge for
operations, planning and expansion of telecom
network of the largest circle of BSNL and
contributed to rapid growth of telecom networks in
Maharashtra and Goa. During his short tenure of ten
months as Executive Director, MTNL Mumbai, he
was able to double the connections in GSM network
of MTNL Mumbai and MTNL's market share was
enhanced from 8.93% to 15.5%. During his tenure,
broadband service was also started in January 2005
and 40000 subscribers were enrolled during a short
period of nine months.

Shri Goyal has worked in Yemen on a foreign project


through Telecommunications Consultants India Ltd.
He was also a Member of National Working Group of
ITU-T Study Group 2 on operational aspect of
service, provision and performance of telecom
networks and participated in meeting of ITU-T Study
Group 2 at Geneva.

Shri Goyal has delivered a number of talks on


various topics relating to telecom in various forums
like GSM Association, Institute of Engineers,
Institute of Electrical and Telecommuincations
Engineers, CII, Door Darshan and A.I.R. Some of
his articles - "Telecommunication Industry at a
Glance", "Universal access - An international
perspective" and "Trade in Telecommunications"
have been published in Telecommunications Journal.

Director - Consumer Fixed Access(CFA)- Shri Rajesh


Wadhwa

Shri Rajesh Wadhwa took over as Director


(Operations) in BSNL on 1st August 2008. Shri
Wadhwa is a B. Tech in Electrical Engineering in first
class with distinction from I.I.T. Delhi. He has also
done MBA from Faculty of Management Studies,
University of Delhi. He joined the Department of
Telecommunications, Government of India through
Indian Telecommunications Services Group ‘A’ in
December 1975. Since then he has worked in
various capacities in different units of DoT/
BSNL/MTNL and has versatile experience covering
almost all the fields in telecommunications including
operations, development and management of
landline and mobile networks, sales and marketing
and financial management etc.

Before joining as Director (Operations) on the BSNL


Board, he was working as Chief General Manager
(North) in Mahanagar Telephone Nigam Ltd., Delhi
and had also worked as Executive Director, MTNL,
Delhi for sometime. In MTNL, he had been mainly
responsible for provision, operations & maintenance
of landlines and broadband services, mobile
services, management of transmission and leased
line network, optical fibre network, marketing and
distribution channels and revenue management. He
was actively involved in extensive induction of IT
enabled computerized Operational and Customer
Interface Systems and for introducing the concept
of paperless working in many areas.

As Director (Operations), BSNL, he is mainly


responsible for improving the Systems and Methods
to achieve optimal performance and maximum
utilization of BSNL's extensive country-wide
Infrastructure and network. He is also responsible
for achieving short-term and long-term business
interests of the Company by way of high customer
satisfaction and timely provision of satisfactory and
quality services through close coordination with
various field units. He is also responsible for
induction and adaptation of new technologies and
managing technological changes and providing
state-of-the-art modern and world class integrated
telecom services in the highly competitive
environment.

Director - Consumer Mobility(CM)-Shri R.K.Aggarwal

Shri Rakesh Kumar Agarwal has done his B.E. from


Indian Institute of Science, Bangalore in 1973 and
then M.Tech in Communications from IIT Delhi in
1975. Thereafter he joined Department of
Telecommunications and worked in various fields of
telecommunications. He did installation of C-400
Cross Bar Exchanges till 1983. He was sent to
France for training for the installation of Digital
Electronic Exchange of E-10B make in 1983 and
thereafter worked as Deputy General Manager
(Installation) for E-10B Exchanges in MTNL, Mumbai
from 1983 till 1991.

He was DoT representative for the System Selection


Committee set up to finalise gateway switches for
VSNL. During 1990 he represented India for APT
Conference in Indonesia. He was also deputed as
Project Director, TCIL to Sultanate-of-Oman from
1991 to 1996 where he handled all the projects
related to setting up the external plant network for
copper cable and Optical Fibre Network in
Sultanate-of-Oman. From 1996-98 he worked as
Chief General Manager, Andaman & Nicobar Telecom
Circle and thereafter handled the charge of Jaipur
Telecom District, Rajasthan from 1998-99. He was
posted as General Manager (Development) in Pune
in 1999 and was incharge of complete planning and
installation of all switching and transmission
network in Pune District. He was also in-charge of
computerization as well as introduction of new
services in the network in Pune.

He was closely involved with planning, evaluation of


tender as well as implementation and maintenance
of GSM Mobile Services in Maharashtra since 2002.
As Chairman of the Validation Committee he
successfully carried out the validation of mobile
switch for West Zone installed at Pune. He was in-
charge of all the Central Platforms for GSM Mobile
Services for West Zone installed at Pune namely
pre-paid platform, billing system and value added
services for mobile. Later on he finalized expansion
of mobile network in West Zone for 4 million lines
and was involved in the commissioning and
maintenance of GSM Mobile Network. He was also
closely involved with the setting up of Call Centre at
Pune for handling Customer Care and Marketing of
Mobile Services till May, 2006.In June, 2006, he was
posted as Chief General Manager, BSNL Bihar
Telecom Circle. He has taken over the charge of
Director (Planning & New Services) in BSNL Board
w.e.f. 11th April, 2008.
Director (Enterprise) - Shri Rajendra Singh

Shri Rajendra Singh joined BSNL Board as Director


(Commercial & Marketing) on 7th November, 2007.
After the restructuring in BSNL in May, 2009, his
designation has been changed as Director
(Enterprise), along with the change of
responsibilities.

Shri Rajendra Singh belongs to 1972 batch of Indian


Telecom Service. He obtained his Bachelor's Degree
in Electrical Engineering in 1972 from Punjab
Engineering College Chandigarh and joined the
Department of Telecommunications in March 1974.
Before joining the BSNL Board, during his more
than three decades of service, he successfully held
various important and prestigious positions in the
Department of Telecommunications, MTNL and
BSNL. During his tenure as the Chief General
Manager of Himachal Pradesh and Punjab Telecom
Circles, these Circles recorded significant growth,
both in terms of quality and quantity. While working
at different positions, he acquired vast experience
and knowledge in various streams of
telecommunications.

He worked on various key projects in Saudi Arabia


and Malawi (Africa) during his deputation to TCIL
and has a track record of completing the TCIL
projects before time, which resulted in higher profit
margins for TCIL. During his illustrious career, he
has undergone several trainings in India, Japan and
U.K. He also participated in a Study Group meeting
at ITU HQ Geneva, Switzerland in 2002.

As Director (Enterprise), BSNL Board, he is


responsible for formulating and implementing
policies for sustainable growth of the Enterprise &
Wholesale businesses and managing the core
network. Enterprise customers include small,
medium and large Corporates, Central / State
Government Departments and PSUs. The wholesale
business covers Indian and International carriers
and ISPs. All deals pertaining to the international
long distance and national long distance network fall
within this jurisdiction. His core network
responsibilities include Procurement, Installation,
Commissioning and Operation & Maintenance of all
transmission equipment as well as Planning,
Installation, Maintenance and Management of all
MPLS core network.

As head of these businesses, he is responsible for


the creation of innovative and affordable products,
superior sales, marketing & customer service and
excellence in network operations.

Director (HR)- Shri Gopal Das

Shri Gopal Das has taken over as Director(HRD) in


BSNL on 4th October 2007. He is responsible for
formulating and implementing policies pertaining to
Establishment, personnel, industrial relations,
training, restructuring and other HR related affairs.
He obtained his B.E. Degree with honors from
Banaras Hindu University in the year 1972. He
joined Department of Telecommunications,
Government of India through Indian
Telecommunications Services Group 'A' Service in
June 1975.

Prior to his present assignment Shri Das was Chief


General Manager, (Wireless Services) in Mahanagar
Telephone Nigam Limited at Mumbai.

He has vast experience of 32 years in Telecom


Industry in the Department of Telecommunications
and Mahanagar Telephone Nigam Limited in
different capacities. He has received training in
Operation and Maintenance of Electronic Exchanges
in France and he was also one of the members of
the Special Study Group of ITU for Mobile Network
relating to IMT 2000 and beyond.

Shri Gopal Das was deputed in Kingdom of Saudi


Arabia as Project Director for handling the various
Telecom projects in the city of Dammam during the
period from 1987 to 1992. He has also worked on
Deputation in Nigeria for about 3 years as Project
Director and handled many Optical Fibre and
transmission projects. Shri Das has visited different
countries like USA, UK, France, Australia,
Singapore, Korea etc. to get exposure of
management of telecom systems at international
level.

During his tenure in Department of


Telecommunications and Mahanagar Telephone
Nigam Limited, he worked in various capacities as
Area Director, General Manager and Chief General
Manager and possesses wide experience in
Operations, maintenance and development of
telecom network including functions related to
personnel, commercial, marketing and project
implementations. Right from inception of GSM
network in MTNL Mumbai, as General Manager, he
was actively involved in planning, installation and
operation of GSM network and while working as
Chief General Manager (Wireless Services), he was
responsible for planning installation, operation and
maintenance of GSM and CDMA networks an
contributed to the rapid growth of Wireless network
in MTNL, Mumbai.

Shri J.S.Deepak, I.A.S., Govt. Director

Shri Deepak, is M.Sc. in Electronics from Bangalore


University and MBA from Indian Institute of
Management(IIM) Ahmedabad with specialisation in
Marketing and Finance.

He is working as Joint Secretary (Telecom) in the


Government of India, Ministry of Communications
and IT,Department of Telecommunications, handling
the following responsibilities:-

• Formulation and Implementation of National


Telecom Policy,
• Rural Telephony and convergence issues

• Matters relating to FDI and investment


promotion in the telecom sector

• WTO matters and bilateral issues dealing with


telecommunications

• Setting up of Telecom Centres of Excellence in


PPP mode

• Organising India Telecom 2008 and other


promotional events in the telecom sector

• Administrative, Operational and policy matters


relating to BSNL and MTNL

• Administration of the TRAI Act and other


administrative matters relating to TRAI and
TDSAT

• Issues relating to auction of 3G and Wi-Max


Spectrum.

Belong to 1982 batch of Indian Administrative


Service(IAS) and have 25 years experience working
in the Government of UP and different organisations
including Principal Secretary, Industrial
Development, Export Commissioner Govt. of UP,
Managing Director UP Export Corporation Limited,
Deputy Managing Director State Industrial
Development Corporation, UP.

From 1997 to 2002, worked as Consultant with the


Policy Project, US Agency for International
Development, Washington DC.

He is also the Government Nominee Director on the


Board of Directors of MTNL and Millennium Telecom
Limited, a subsidiary of MTNL.
Shri P.K.Mittal, Govt. Director

Shri. P.K.Mittal has done his B.Sc (Electronics),


Electrical Engineering from Delhi College of
Engineering, University of Delhi. He joined the
Department of Telecom in 1981. He has more than
27 years of experience with department of Telecom.
He is presently responsible for implementation and
monitoring or access service licences in the country.
He has extensive experience of policy formulation
and implementation for liberalisation of
telecommunications service sector, licensing and
regulation of various services. He has been
associated with formulation of policy and licensing
framework for National Long Distance services,
International Long Distance Services, Data Services,
Basic Services and Unified Access Services. He has
vast experience in planning, installation,
commissioning and management of
telecommunications systems and networks. He also
has experience in standardisation of telecom
equipment and international relations.

He has been a member of the governing council of


Software Technology Parks of India (STPI) and
ERNET and has been a Government Director on the
Board of Directors of HTL.

Prior to joining the Department of Telecom, he has


worked in private sector for three years.

Shri Mahesh Shah, Director


Shri Mahesh Shah is a B.Com., LLB., FCA, FCS,
FICWA, MBA[USA], MBIM[UK]. He entered upon the
office of Director of the Company wef 20.2.2008. He
is a Corporate Advisor on Company Law, Finance,
Tax, Audit, Corporate Governance, Costing, Capital
Market, Restructuring etc. He was very closely
associated with all the professional bodies such as
ICSI and ICWAI in various capacities such as Central
Council Member, President, Vice-President; and is a
former Member of Accounting Standard Board of the
ICAI. He is a Member of the Technical Group for
Depository System, Ministry of Finance, Government
of India. Also associated with various trade bodies
such as FICCI, ASSOCHAM, ICC etc., as Member of
various committees. Has also authored a book titled
Guide to Non Banking Financial companies,
Procedure and Regulations. He has participated in
large number of national and international seminars
and presented papers. Is actively associated with
many social bodies such as Bharat Relief Society,
Bharatiya Vidya Bhawan, IRC, Chinmaya Mission etc.

Dr. S.K.Kak, Director

Dr.Kak, is an M.Tech in Electronics Engineering


[Microwave Engineering] and Ph.D in Electronics
Engineering [Digital Communications] is Vice-
Chancellor of chaudhary Charan Singh (CCS)
University, Meerut, Uttar Pradesh. He entered upon
the office of Director of the Company wef 20.2.2008.
His areas of interest include Communication systems
/Design, digital and Data communication, Computer
Networking, Optical communication and Signal
Processing. Has more than 34 years of Research
Experience in the fields of Communication
Engineering, Communications systems, Optical and
Fire Optic communication, Data Networks, Signal
processing and AI Engineering and Expert Systems.
He was instrumental in designing and installation of
Campus wide Telephone Network and Computer
network in BHU. Also possess very rich experience
in Administration. Has delivered more than 22
research papers in international seminars; and
participated in over 30 workshops, seminars etc.
Held important assignments such as Chairman, PDR
of VSAT Monitoring system for DRDO 2004,
Chairman, PDR, FLIR for ALH Version of NAG 1996
etc., to name a few. Also held important positions in
various scientific and educational institutions of
national importance.
Sanjiv Gupta, Director

Shri Sanjiv Gupta, 46, an alumnus of IIT Delhi, has


had a long and distinguished career in marketing and
operations in diverse categories.

A Chemical Engineer, Shri Sanjiv started professional


career with Hindustan Lever Limited in 1984 and
very quickly moved across the organisation in Sales
and Marketing. In the last two years of his stint, he
was the National Media Manager for the whole
Unilever Group in India to consolidate buying and
negotiation across all group companies and profit
centres to tackle the imminent privatization and
mushrooming of media. He joined the Coca-cola
company in India in 1997 as Vice-President
Marketing and was instrumental in providing a bold
new direction to its marketing campaigns;
connecting with consumers with relevant brand
messages like never before"!

Following a successful inning in marketing, Shri


Sanjiv took over as Head of Operations for the
company-owned bottling operations of Coca-Cola in
India. He was elevated as the Deputy President of
Coca-Cola India Division in April 2002, with above 60
plants under his supervision. During this period, he
brought about significant operational improvements
at the marketplace, resulting in the company
reaching the break-even profit stage in 2001-2 and
the India Division receiving the prestigious Woodruff
Cup in 2002. He steered the company's owned
bottling as well as franchise operations and led the
Indian operations to the country's premier total
beverage company. Under Shri Gupta, the Coca-Cola
company was poised to change the beverage
landscape once again with an exciting range of new
product offerings in Juice, Carbonated Soft Drinks
and numerous Packaging innovations. The company
in India has consolidated its leadership position of a
60.2% Market Share and is a strategic market for
the overall Coca-Cola Company.

Shri Sanjiv is now associated with a Infrastructure


Fund focussed on the growing infrastructure sector in
India. He has delivered lectures in national and
international forums and is actively associated with
various commerce and trade bodies such as FICCI,
CII etc., in various capacities.

Human Resources Development

With a corporate philosophy that considers Human


Resource as the most prized assets of the
organization, it's natural for BSNL to continually hone
employee skills, enhance their knowledge and their
expertise and their aspirations to fruition. Even as
BSNL goes about conducting its business activities, it
lays emphasis on constant enhancement of
knowledge and skills through regular training
programmes.
Bharat Sanchar Nigam Limited has a vast
reservoir of highly skilled and experienced work force
of about 3,57,000 personnel.
We believe that our staff, which is one of the
best trained manpower in the telecom sector, is our
biggest asset.
We believe that our future depends on our staff
who provide services to our valued customers and
stay in touch with them.
To meet the technological challenges,
employees are trained for technology up-gradation,
modernization, computerization etc in BSNL's
training Centers spread across Country. These
centers are properly equipped with the requisite
infrastructure facilities such as Lecture rooms,
modern audio-visual aids, libraries, hostels etc.
To apex training centers of BSNL i.e. Advance
level Telecom Training Center (ALTTC) at Ghaziabad
and Bharat Ratna Bhimrao Telecom Training Center
at Jabalpur are comparable to any world class
Telecom Training Center. Moreover, 43 zonal training
centers and a National Academy of Telecom Finance
and Management have been running for several
years now.
Different curriculum run in these centers to
impart technology based training, training for
Attitudinal change, basic educational and skill
development program etc.

Gross Investment in Fixed Assets
The BSNL is making substancial investment year to
year for its network expension and mordenisation.
During the current financial year BSNL has made the
gross investment of Rs. 7180 crore ( US $ 1.79
billion) in Fixed Assets. These investments have been
financed by the internal accruals.

BSNL has Gross Fixed Assets of over Rs. 124578
Crores (US $ 31.13 billion) as on 31.03.2008.

1.5 ASSESTS
Bharat Sanchar Nigam Limited has got net fixed
assets valuing more than Rs. 54698 Crores (US $
13.67 billion), which are in the form of Land,
Buildings Cables, Apparatus & Plants etc. as on
31.03.2008.

1.6 Growth Plan


 The telephone connection shall be provided on
demand and it shall be sustained.
 The Network shall be made fully digital. All the
technologically obsolete analog exchanges will
be replaced with digital exchanges.
 To provide digital transmission links up to all
SDCAs.
 Digital connectivity shall be made available to all
the exchanges by 2007.
 Extensive use of Optical fiber System in the
local, Junction and long distance network so as
to make available sufficient bandwidth for the
spread of Internet and Information technology.
 ISDN services shall be extended to all the
district headquarters, subject to demand.
 To provide Intelligent Network Services,
progressively all over the country (major cities
have already been covered).
 To set up Internet Nodes progressively up to
District headquarters level.
 Upgrading existing STD/ISD PCOs to full fledged
Public Tele-Info Centers (PTIC) for supporting
Multi media capability and Internet Access.
 Replacement of life expired, analogue coaxial
and radio systems.
 Introduction of Wireless technology (Supporting
Internet Access) and optical fiber technology in
subscriber loop.
 Introduction of latest telecom services like
National directory enquiry, computerization etc.
 Cellular Mobile Service 'Cell One' of BSNL was
launched on 19th October 2002 . The scheme
will cover 4 million customers in two phases.
Phase-I will cover about 1.5 million customers
covering about 1000 cities during 2002-03,
which will be expanded to 4 million in phase-II.

1.7 Social Commitment

remotest part of the Country. BSNL is making all
effort to ensure that the main objectives of the new
Telecom Policy 1999 (salient points indicated below)

core of the vision and goal of the new Telecom policy

facilities in remote, hilly and tribal areas of the

2. SERVICES

2.1 BSNL LANDLINE

BSNL is the largest telecom operator in India and


is known to everybody for Basic Telephony
Services for over 100 years. Presently the Plain
old, Countrywide telephone service is being
provided through 32,000 electronic exchanges,
326 Digital Trunk Automatic Exchanges(TAX),
Digitalized Public Switched Telephone Network
(PSTN) all interlinked by over 2.4 lakh km of
Optical Fiber Cable, with a host of Phone Plus
value additions to our valued Customers. BSNL's
telephony network expands throughout the vast
expanses of the country reaching to the remotest
part of the country.

2.1.1 FLPP

FLPP (Fixed Line Pre-Paid


Telephone)
FLPP (Fixed Line Pre-Paid)Service enables a

subscriber to make calls from a prepaid account

linked to his telephone number. Unlike the prepaid

card 'ITC' service, where the authentication is

done every time through a 16-digit PIN the

authentication of FLPP is linked to his telephone

line & the user is not required to dial the Account


number/ PIN for authentication making it simpler

to use.

Fixed Line Prepaid service offers:

• Conversion of fixed line to Pre Paid and get rid

of telephone bills.

• Easy de-linking from telephone line when

prepaid is not required on any number

• No need to dial Account number/ PIN every

time you make a call.

• STD/ISD Facility

• On Line balance enquiry

• 'Follow on feature' on no reply, busy and

called party release to dial another number for

subscribers other than PCO.

• Easy recharge and no problem of bills


• Free Level 1 service like 100, 101, 102 etc.

2.3 INTERNET
BSNL is India's no. 1 Internet service provider with
more than 17 lakh subscribers, providing Internet
service throughout the entire country (except in
New Delhi and Mumbai) under the brand name of
"Sancharnet". Sancharnet provides free all India
roaming and enables it's users to access their
accounts, using the same access code (172233)
and user ID from any where in the Country. In
order to make Internet available through out the
length and breadth of the Country Internet
Dhabas are being commissioned at all the Block
Headquarters. BSNL has also started DIAS and
Account free internet access (CLI based) facility on
few select cities recently.

BSNL has launched "SANCHARNET CARD" recently.


The Sancharnet Card" is a
prepaid Internet Access Card with following

Web-Hosting Service is also provided by the BSNL.


It allows customers to host their static or dynamic
web-sites on BSNL servers. Web hosting service
provides basic features like Web-space (Data
Storage) on servers for hosting HTML pages with
browser supported MIME types, Primary or
Secondary Domain Name Hosting, Server Side
Scripting: Perl, Java Servlets, JSP, Database
Access( MySQL), Email Access and Web-email,
Multiple Email IDs as per the plan, Ftp access for
uploading and downloading pages as per the plan,
Continuous usage billing for Web, Messaging and
FTP etc.

SMS and BULK SMS Services It allows you to send


SMS using Sancharnet Email service. Sending SMS
using Sancharnet account is very easy and cost
effective. There is no need of a mobile phone to
send SMS. Moreover it is easy to type a message
on computer keyboard.

2.4 BROADBAND SERVICE

BSNL is in the process of commissioning of a world


class, multi-gigabit, multi-protocol, convergent IP
infrastructure through National Internet Backbone-II
(NIB-II), that will provide convergent services
through the same backbone and broadband access
network. The Broadband service will be available on
DSL technology (on the same copper cable that is
used for connecting telephone), on a countrywide
basis spanning 198 cities.

In terms of infrastructure for broadband services


NIB-II would put India at par with more advanced
nations. The services that would be supported
includes always-on broadband access to the Internet
for residential and business customers, Content
based services, Video multicasting, Video-on-
demand and Interactive gaming, Audio and Video
conferencing, IP Telephony, Distance learning,
Messaging: plain and feature rich, Multi-site MPLS
VPNs with Quality of Service (QoS) guarantees. The
subscribe will be able to access the above services
through Subscriber Service Selection System (SSSS)
portal.

Key Objectives

(upto 8 Mbps)

• To provide dial VPN service to MPLS VPN

Technical Capability of the Backbone

The Broadband Service will be given through the


state of the art Multi Protocol Label Switching
(MPLS) based IP Infrastructure, which is designed
to provide reliable routes to cover all possible
destinations within and outside the country. Layer
1 of the network will consist of a high speed
Backbone comprising of 24 powerful Core Routers
connected with high speed 2.5 Gbps(STM-16)
links. The routers are located on the national
DWDM network interfacing at STM-16 optical level
to provide for high transmission speeds.

What advantage does MPLS have over other


Technologies?

MPLS VPN is a technology that allows a service


provider like BSNL to have complete control over
parameters that are critical to offering its
customers service guarantees with regard to
bandwidth throughputs, latencies and availability.

• High speed Internet Access: This is the always-
on Internet access service with speed ranging
from 256 kbps to 8 Mbps.

2.5 RABMN

Remote Area Business Message Network provides


instant data communication between computers
and data terminals. This is a satellite based
network that provides communication to any
remote part of India.
Network
The network consists of the Master Earth Station
along with the Packet Switch located at
Sikandarabad (U.P) and customer terminals known
as micro earth stations or VSATs (Very Small
Aperture Terminals) located at customer premises.
VSATs are linked to the Master Earth Station
through the Satellite. Customers can connect their
data terminals to the VSATs and transmit data.

6. PRESENT AND FUTURE
BSNL (then known as Department of Telecom) had
been a near monopoly during the socialist period of
the Indian economy. During this period, BSNL was
the only telecom service provider in the country
(MTNL was present only in Mumbai and New Delhi).
During this period BSNL operated as a typical state-
run organization, inefficient, slow, bureaucratic, and
heavily uinionised. As a result subscribers had to
wait for as long as five years to get a telephone
connection.The corporation tasted competition for
the first time after the liberalisation of Indian
economy in 1991. Faced with stiff competition from
the private telecom service providers, BSNL has
subsequently tried to increase efficiencies itself. DoT
veterans, however, put the onus for the sorry state
of affairs on the Government policies, where in all
state-owned service providers were required to
function as mediums for achieving egalitarian growth
across all segments of the society. The corporation
(then DoT), however, failed miserably to achieve this
and India languished among the most poorly
connected countries in the world. BSNL was born in
2000 after the corporatisation of DoT. The efficiency
of the company has since improved. However, the
performance level is nowhere near the private
players. The corporation remains heavily unionised
and is comparatively slow in decision making and
implementation. Though it offers services at lowest
tariffs, the private players continue to notch up
better numbers in all areas, years after year. BSNL
has been providing connections in both urban and
rural areas. Pre-activated Mobile connections are
available at many places across India. BSNL has also
unveiled cost-effective broadband internet access
plans (DataOne) targeted at homes and small
businesses. At present BSNL enjoy's around 60% of
market share of ISP services.

Year of broadband
2007 has been declared as "Year of Broadband" in
India and BSNL is in the process of providing 5
million Broadband connectivity by the end of 2007.
BSNL has upgraded existing Dataone (Broadband)
connections for a speed of up to 2 Mbit/s without any
extra cost. This 2 Mbit/s broadband service is being
provided by BSNL at a cost of just US$ 11.7 per
month (as of 21/07/2008 and at a limit of 2.5GB
monthly limit with 0200-0800 hrs as no charge
period). Further, BSNL is rolling out new broadband
services such as triple play.
BSNL is planning to increase its customer base to
108 million customers by 2010. With the frantic
activity in the communication sector in India, the
target appears achievable.
BSNL is a pioneer of rural telephony in India. BSNL
has recently bagged 80% of US$ 580 m (INR 2,500
crores) Rural Telephony project of Government of
India.

On the 20th of March, 2009, BSNL advertised the


launch of BlackBerry services across its Telecom
circles in India. The corporation has also launched 3G
services in select cities across the country. Presently,
BSNL and MTNL are the only players to provide 3G
services, as the Government is still in the process of
auctioning the 3G spectrum to private players.

BSNL has also launched a Entertainment Portal called


BSNL Hungama Portal from where subscribers could
download contents like music, music videos for free.
Only Tamil,Kannada,Telugu & Hindi are provided at
present. Hopes are there that the database could be
expanded. BSNL charges a fixed monthly subscripton
fee for this function.

7. CHALLENGES

During the financial year 2006-2007 (from April 1,


2006 to March 31, 2007) BSNL has added 9.6 million
new customers in various telephone services taking
its customer base to 64.8 million. BSNL's nearest
competitor Bharti Airtel is standing at a customer
base of 39 million. However, despite impressive
growth shown by BSNL in recent times, the Fixed
line customer base of BSNL is declining. In order to
woo back its fixed-line customers BSNL has brought
down long distance calling rate under OneIndia plan,
however, the success of the scheme is not known.
However, BSNL faces bleak fiscal 2006-2007 as users
flee, which has been accepted by the CMD BSNL.

Presently there is an intense competition in Indian


Telecom sector and various Telcos are rolling out
attractive schemes and are providing good customer
services.

Access Deficit Charges (ADC, a levy being paid by


the private operators to BSNL for provide service in
non-lucrative areas especially rural areas) has been
slashed by 37% by TRAI, w.e.f. April 1, 2007. The
reduction in ADC may hit the bottomlines of BSNL.

BSNL launched 3G services in 11 cities of country in


2nd march 2009.MTNL which operates in Mumbai
and Delhi first launched 3G services in these cities.
