TheDODDSEuropeFilmFestivalencouragesstudentstodevelopabetterunderstanding ofandappreciationforcinematicarts.Wealsohopetosupportlearninginvideo communicationprogramsbyencouragingstudentstobecomeavidusersofvideoasa mediumforcommunicatingamessagetotheirworld. DODDSEuropeaimstoprovidevenuesanddistributionsupportformiddleandhigh schoolstudentstoshowcasetheirworktoawideraudience. TheDODDSEuropeFilmFestivalalsostrivestoprovidesupporttostudentsbyfeaturing accesstoindustryprofessionalsofferingeducationalopportunitiesthroughfeedbackon projectsandtoencouragetheartandappreciationoffilm.

JUDGINGANDAWARDS

Eachschoolshouldplanandconductalocalcompetitiontoensureonlytopqualityworkis submittedtotheFilmFestival. Local competition will have to be conducted in a timely manner to ensure local school selections are competitively selected and submitted by the submission deadline for the festival. DODDSEuropewillselectqualifiedindividualstoreviewallqualifyingsubmissionsfrom thesubmissionpool.Judgeswillprovidedirectfeedbacktostudents. StudentssubmittingvideosmustbeabletoprovideDODDSEuropewithany documentationreasonablyrequestedbytheFilmFestivalSupervisoryCommittee(e.g., licenses,releases,photos,bios,etc.).Failuretodosoinatimelymannermayresultin disqualification.

TheFiveWs What: DODDSEuropeFilmFestival AnyvideoproducedinthecourseofaDODDSEuropeVideoCommunicationCourse betweenMarch1,2013andApril4,2014iseligibleforsubmissioninthisyearsfestival. Who: AllDODDSEHighandMiddleschoolswithvideocommunicationsprogramsmaysubmit entries. When: SchoolRegistrationbegins:NOW FilmFestentriesaredue:FridayApril4,2014COB FestivalCelebrationCeremonyandViewing:May2014(Detailssoon.) Where: FilmFestRegistrationandEntrieswillbesubmittedonline(Schoolsmustregisterto receivethisinformation) CelebrationCeremonytobeheldonline Why: Thisfestivalallowsstudentsanopportunitytoshowcasetheirworkandseekfeedbackfor improvement.Itwillalsoimproveinterschoolrelations,andallowanopportunityforeach andeveryschooltodisplaytheirbestwork.

Otherimportantinformation: Schoolsshouldplantoconductlocalcompetitionstodeterminewhichvideoswillbe submittedtothearealevelcompetition.Thisgivesschoolstheopportunitytoreview,select andhighlighttheirbestwork. Animationmaybesubmittedinanycategoryaslongasitmeetsthecriteriaforthat category.(i.e.ananimatedpublicserviceannouncementwouldbeacceptedforentryinthe publicserviceannouncementcategoryiftheschoolselectsitforentryintothearealevel competition) Anyworkthatviolatescopyrightregulations(copiedwork,copyrightedmusic,etc...willbe disqualified)TheDODDSEuropeFilmFestislookingtoshowcasetotallyoriginalstudent work.Theintentofthiscompetitionistoshowcasecreativityandstudentoriginality. Pleaserespectallcopyrightlawswhensubmittingentries.Ifyoudontownthemusic,dontuseit!(Its notfairuseunlessyouareprovidingareview)Pleasenote,theuserlicenseagreementsforroyaltyfree musicmustbecarefullyexaminedtoensurethatitcanbeutilizedforschoolcontests.Forexample: SmartSoundispermittedbecause:
SmartSoundmusicisroyaltyfreeforthevastmajorityofmusicusers.Unlessyouaremakingatelevision programthatwillbebroadcastonnationaltelevisionorafeaturefilmthatreceivesdistributionnationallyinpublic, commercialtheatersyouwillNOTneedtopayusanyadditionalfeestouseSmartSoundmusic.

AppleSoundtracksispermittedbecause:
YoumayuseAppleandthirdpartyaudiofilecontent(including,butnotlimitedto,thebuiltinsoundfiles,samples andimpulseresponses)(collectivelytheAudioContent),containedinorotherwiseincludedwiththeApple Software,onaroyaltyfreebasis,tocreateyourownoriginalsoundtracksforyourfilm,videoandaudioprojects. Youmaybroadcastand/ordistributeyourownsoundtracksthatwerecreatedusingtheAudioContent,however, individualaudiofilesmaynotbecommerciallyorotherwisedistributedonastandalonebasis,normaytheybe repackagedinwholeorinpartasaudiosamples,soundfilesormusicbeds.

FreeplayMusicisNOTallowedbecause:
Subjecttoyourfullcompliancewiththetermsofthisparagraph2(d)andfullexecutionofaFPMlicense,FPM grantsfreemasterrecordingandsynchronizationrightstostudents,totheFPMProductionMusicLibrary,excluding theFPMIndieArtistandSoundEffectsLibrary,whenFPMmusicisusedbystudentswithinaschoolorclass assignment.Theassignmentmustbepartofstudentcurriculum,mustonlybeviewedorheardwithinthe classroom,campus,onaschoolsclosedcircuittelevisionand/orpublicannouncementsystemandshallbefree fromanychargeoradmissionfee.FreeStudentEducationalUseexcludestheusebyanyschoolinextracurricular activitiesincluding,withoutlimitation,theuseinclubsandtheuseofanykindinperformance,nonbroadcast multimedia,DVDduplication,distributionand/orbroadcastonapublicoreducationalaccessTV,cableorradio channel,web,blog,andpodcast.

Nopersonallyidentifiableinformationisallowedinanyvideo.Wemusttakeeveryeffortto protectstudentsidentities.Anyclipsthatdisplaystudentsnamesingraphics,credits, spokenformorotherwillbedisqualifiedfromcompetition.Anexceptionwillbemadeifthe attachedPII(names)releaseformhasbeensignedbytheparentsforeachstudentwhose nameisspokenorgraphicallydisplayedinavideo(e.g.schoolnewsproduction). AnyvideoproducedinthecourseofaDODDSEuropeVideoCommunicationCourse betweenMarch1,2013andApril4,2014iseligibleforcompetitioninthisyearsfestival.

OverallConsiderations CameraWork Camerasshouldbeproperlywhitebalanced.Anglesshouldbepracticallyusedtoobtain thenecessaryshot.Precisefocusunlessselectivefocusisusedforeffectorartistic purposes.Ifusedpans,tiltsandzoomsaresmooth.Mostworkshouldbeconductedona tripodorstabilizerdevice.Ifthesedevicesarenotavailablehandheldcameraworkmust besteady.Compositionaltechniquesshouldbeusedandobserved(i.e.RuleofThirds HeadroomNoseroom)Shotcompositionisappropriateforsubject'spositionand motion.Interestingbutnotobtrusivecameraanglesareemployed. Lighting Whenlightingiscontrolled Classic"Threepointlighting"isemployed(ifstudentshaveaccesstosuchakit). BalanceofMAIN,FILL,BACKandBACKGROUNDlights. Whenlightingisuncontrolled Attempttofindthemostflatteringlightforthesubject.Minimalglare.Avoidharsh shadowsunlessusedforartisticpurposes.Subjectofvideoshouldnotbebacklit (unlessdonepurposelytoprotectidentity). Audio Soundisclearandfreeofextraneoushum,noisesandechoes.Microphoneplacementis appropriate.Soundmatchesthevideo.Levelsshouldbeconsistentandundistorted.Audio levelandqualityisconsistentthroughout.Soundsourcesareproperlybalanced.When appropriatetocategory,naturalsoundisusedeffectively. Editing Nojumpcuts!Editingtechniquesusedeffectively.

MixofWIDEandCLOSEUPshotstoconveymessageandaddinterest.Voiceoversand interviewsareoverlaidwithbroll.ShotLength(shotlongenoughtoconveyinformation withoutbecomingboring) TechnicalGraphics FONTSTYLE,SIZE,COLORandATTRIBUTESarewellchosenandusedconsistently throughouttheproduction.Digitaltransitionsareusedeffectivelywithoutdistractions. Graphicsareproperlyplaced. SpecialEffects SpecialEffectsarewellchosenandusedconsistentlythroughouttheproduction,when appropriate,forartisticpurposes. Creativity Materialistreatedinaninterestingorunusualwaywithoutdetractingfrombasicmessage. Feelfreetobecreative,butremembertobeschoolappropriatewiththeproductions.All workmustbeanoriginalworkbyyou,meaningthatyouwereoneoftheworksprincipal creatorsandhavetherighttosubmitittotheDODDSEuropeFilmFestival SetDesign Ifused,setsandbackgroundscontributetothepresentationofthemessage. SpecificCategoryCriteria ***PLEASEREFERTOINDIVIDUALCATEGORIESFORADDITIONAL INFORMATION**** ContentRating AllcontentmustbecategorizedorfitintotheratingofTVGasdefinedbelow GeneralAudienceMostparentswouldfindthisprogramsuitableforallages.Althoughthis ratingdoesnotsignifyaprogramdesignedspecificallyforchildren,mostparentsmaylet youngerchildrenwatchthisprogramunattended.Itcontainslittleornoviolence,nostrong languageandlittleornosexualdialogueorsituations.

CONTENTRESTRICTIONS YourSubmissionmustcomplywiththecontentrestrictionsandguidelines outlinedinthisdocument. Inadditionandwithoutlimitingthegeneralityoftheforegoing,theSubmissionmustalso complywiththerestrictionsbelow: TheSubmissionmaynotcontainanypersonallyidentifiableinformationunlessconsentis obtainedthroughtheattachedmediareleaseform. TheSubmissionmaynotcontainobsceneorpornographicmaterialcontainthreatsto anyentity,place,group,orworldpeaceorviolateanyapplicablelaws. TheSubmissionmaynotinfringeanythirdpartysintellectualpropertyrightsorinfringeanythird partysprivacyrights. TheSubmissionmustnotcontainanythirdpartywork,INCLUDINGANYMUSICAL RECORDINGORCOMPOSITION,unlesssuchworkisinthepublicdomainandyouruse ofsuchworkisclearlyfairuseunderUnitedStatescopyrightlaw. Youmusthaveobtainedappropriatereleasesforeverypersonwhoappears recognizablyinyourSubmission. NoliveanimalsmaybeusedinthecreationofaSubmissionunlessyouhaveobtained thewrittenconsentoftheanimalsownerandanaffidavitfromtheanimalownerorwrangler statingthattheanimalwasnotharmedinthemakingoftheSubmission.Weencourage youtocontactthelocalHumaneSocietypriortofilmingtheSubmissiontoverify appropriateanimalsafeguardsonset. Youmustprovideanylicenses,permissions,orreleasestoDODDSEuropeupon request. Failuretoprovidesuchdocumentationorcomplywithanytheforegoingrequirements(in DODDSEuropesoledetermination)mayresultinthedisqualificationofyourSubmission. ByenteringyourSubmission,yourepresentandwarrantthatitcomplieswiththe requirementssetforthinthisSection. EachSubmissionmustcomplywiththefollowingrules: Allworkmustbeanoriginalworkbyyou,meaningthatyouwereoneoftheworks principalcreatorsandhavetherighttosubmitittotheDODDSEuropeFilmFestival ItmusthavebeencreatedinaDODDSEuropeVideoCommunicationsClass Itmusthavepremiered(i.e.,itwaspubliclydisplayedforthefirsttime)betweenMarch1,

2013andApril4,2014orhasnotpremieredelsewhereatthetimeyousubmittedit. ItmustbeintheEnglishlanguageorhaveEnglishsubtitles(totheextentitcontains dialogueortext).
