491, Octob er 6, 1989 (178 SCRA 398) FACTS: During the 1989 election of the Integrated Bar of the Philippines, the Co urts received widespread reports of intensive electioneering and overspending by the candidates. Atty. Violeta Drilon and other candidates, used government reso urces to win favors from the voters, violating the IBP By-Laws emphasizing the s trictly non-political character of the Integrated Bar of the Philippines. They lik ewise violated Sec.14 of the same By-Laws. ISSUE: Whether or not Atty. Drilon and other candidates violated the IBP By-Laws . HELD: From the foregoing evidences gathered, the Court held that, it is evident that the manner in which the principal candidates for the national positions in the Integrated Bar conducted their campaign preparatory to the elections on June 3, 1989, violated Section 14 of the IBP By-Laws and made a travesty of the idea of a "strictly non-political" Integrated Bar enshrined in Section 4 of the By-L aws. All the practices that the candidate made a political circus of the proceed ings and tainted the whole election process.
