Community Stakeholders In order to answer the question in this section pertaining to the stakeholders, I reached out to Representative Ed Setlzer

of district 35 and he is the main sponsor and first person listed on the bill I contacted Representative !icah "ravle# of district $%, and Senator &indse# 'ippins of district 3% (fter several attempts during the legislative session I was finall# able to speak with Rep Setlzer on (pril ), )*+, and again on (pril +-, )*+, over the phone Rep "ravle# has been unreachable and hasn.t returned an# of m# calls I first attempted to make contact with him on !arch $, )*+, and followed up once a week since I left m# final message for him on (pril 3, )*+, I called Senator 'ippins office several times attempting to speak with him personall# and alwa#s greeted b# his assistant with a friendl# voice his secretar# /inall#, I decided to ask her a few questions on !arch )*, )*+, and she was glad to assist me 0oll# !c1inn# who is a registered lobb#ist was a guest speaker in our class and was able to provide information on 23 -)$ as well I have used the information from the above individuals to provide answers in this section ( I spoke with Ed Setlzer who is the main sponsor and the first person named on the bill !r Setlzer defined the problem of 23 -)$ as ma4or before it was amended 2e described the issue as being one sided 'he schools were forced to inform the police and press charges against an#one who was caught with a weapon as defined b# the e5isting law Students were receiving felonies for items such as ke# chains and baseball bats which were not even being used for violent purposes !s 6athleen who is Senator 'ippins administrative assistant stated that the issues primaril# were how a weapon is defined 'he stakeholders all agreed that the e5isting law needed to be changed 7nce particular case was noted, a female

student with a relativel# high "0( was suspended and charged with a felon# for having an oversized tweet# bird ke# chain !r Setlzer stated 8there are ethical dilemmas with e5isting law9, so he modified it and presented it before the house and senate 3 'here is a consensus among the house and the senate for 23 -)$ 'he vote results also spoke volumes ,, votes among the senate and +%* votes among the house all in support of the provisions made to the bill 'here were onl# two votes against the bill I asked Rep Setlzer who voted against the bill and wh#, his response was ver# straightforward 2e stated that he didn.t know who the# were and he would have liked to meet and discuss the bill with them 2e also said that it was ok because the bill was going to pass with out them as it sits with the governor awaiting his signature 'here is also a broad consensus among the school boards as well, the# support the bill 6 'here are not an# issues with how the problem is defined b# the sponsors and an# other groups Ever# one agrees that the root issue lies within the law itself and the definition of a weapon 'he perception of the occurring issue with 23-)$ is that man# students are being wrongfull# prosecuted as felons Even students who accidentall# bring items such as a fishing knife or Swiss arm# knife and turns it in, the school is obligated to notif# the police (mending this bill fi5es a profound ethical dilemma : 'he conclusion reached after having several conversations between Rep Setlzer, 0oll# !c1inn#, and 6athleen from Senators 'ippins office was ever#bod# agreed a change was needed 'he law has to be changed 'he necessar# amendments

have been made allowing the schools the fle5ibilit# in regulations of punishment distributed to students found with a weapon and what the definition of a weapon is (ll parties involved agree with the solution to the problem and signed off on the bill E 'here is no problem about resolving the problem with 23 -)$ Ever# part# agrees that the law does not serve 4ustice as defined in this particular bill It is outdated and un4ust to persecute individuals whose intention is not that of a violent act ;o longer prohibiting non fire arms and non e5plosives as automatic prosecution as a felon# will save the lives of man# students 2aving a felon# on #our record prevents people from accomplishing man# things such as finding suitable emplo#ment, attending man# colleges and universities, and most importantl# affording themselves a better qualit# of life / 'here were no alternative solutions offered b# the stakeholders Rep Setlzer stated that the previous political driven efforts behind 23 -)$ and the laws pertaining to the bill have been meaningless so that.s wh# he modified it
