Relationship between Regional and Local Admministrations and Public Associations

Public Administration in Portugal is regarded in an organic and material sense

In the organic sense, public administration is the system of bodies, services and contractual staff of the State and of other public bodies that regularly and constantly meet public needs

In the material sense, public administration is the work carried out by these bodies, services and contractual staff.

Considering the organic sense we have:

Direct State Administration Indirect State Administration Autonomous Administration

Government
supreme organ of Public Administration

State
supervises and controls

entities involved in Direct State Administration subordinate to the


Government

entities involved in Indirect State Administration

Direct State Administration


includes all the bodies, services and agents that

are part of the legal entity "State",


not all Direct State Administration services have

the same territorial competencies, so that they fall upon one of the following categories:
Central services

Outlying services

Indirect State Administration


includes public entities, distinct from legal entity

"State

these entities have legal personality and

administrative and financial autonomy

it develops administrative activity that pursues

State's aims.

Follows the same organizational modality as

Direct State Administration and Indirect State Administration


in Regional Administration (autonomous) direct

Administration (with central and outlying services) is distinguishable from Indirect Administration

Local Administration

Public Administration Structure

For example, professional Associations/Bars are

legal persons in the form of associations, created by public authority to ensure the pursuit of the non-profit making interests of a group of individuals organized to pursue such interests.
