New York Emergency Management

EMMIE The FEMA Emergency Management Mission Integrated Environment (EMMIE) software system is a web-based platform which manages Public Assistance (PA) grants in an electronic environment which is accessible to both the state and PA applicants. The system allows users to electronically review and monitor projects and grants. Applicants who register for EMMIE use will have the capacity to review project worksheets as they go through the approval process, see project worksheet modifications, and monitor obligations and de-obligations of funding. To access EMMIE, applicants need: 1. A computer with high speed internet access 2. Email service 3. Microsoft Internet Explorer (version 5.0 or later with 128-bit encryption) or Netscape (version 4.7 or later with 128-bit encryption) 4. A user ID and password To Enroll as an EMMIE User The documents below provided information necessary for EMMIE user enrollment. The "Registering as an EMMIE External User" document includes the website for registering. https://portal.fema.gov

Registering as an EMMIE External User You must have an active email account
1. Open internet explore 2. Type https://portal.fema.qov 3. Click on New User? 4. Type in the security code 5. Complete the Personal Information (*) 6. Type in your Organization example Town of Sidney 7. submit 8. Create a password write down your User name and Password so, that you do not forget it 9. Submit 10. Click in Click here to request new privileges 11. Scroll down to the bottom to PA eGrants internet Site Request Access 12. Type in S36 and submit The request will be sent to the NYSOEMs gatekeeper and he / she will approve your request. You will receive an email that your request has been approved / denied. Save the website to your favorites list. Wait approximately 30 minutes before trying to logon to the system. Once you have logged on; on the left side of the page you will see Manage Applications, click on Monitor and you will see all of your project that are associated with your project worksheets. If you are in a previous disaster you will also see those projects. If you have previously requested External EMMIE rights, you do not need to request access again.

Do not respond to this email

Please only click once in this program. You will have to logon into the system at least once a month to ensure that your password does not expire.

After 30 minutes from receiving the email login

This is what your Home page will look like. On the left under Manage Application Click on Monitor

Do not use the back arrow on the top of the web page as this can log you out of the program.

You can put your projects in order by disaster by clicking on Application Number. You can review your projects by clicking on the PW number

When you click on the PW number a new screen will open with the below. You can click on the Form 90-91 VIEW you will be able to review the project worksheet that has been entered as eligible / ineligible.
