ABSTRAC T
The aim of this thesis is to examine the EU law and its impact on the M ember
States legislation. Special emphasis is laid on the EU directives, due to the fact that they
have to be transposed in to the M ember States legislation, w ithin a certain deadline.
The role of the Commission and the European Court of Justice is to ensure that
EU law is properly applied by national authorities. W ithin this framew ork, the
Commission can take formal action against national authorities in case they fail to
transpose EU directives into their national legislation or if they are suspected of breaking
EU law . This may involve taking them to the Court of Justice of the European U nion,
w hich is responsible for justifying the EU law breach and imposing sanctions to M ember
States. A dditionally, the Commission has launched some actions in order to facilitate the
application and implementation of EU directives. Tow ards this goal, better regulation
initiatives play an important role, since they ensure the quality of legislation.
A s far as G reece is concerned, the application and implementation of EU
directives has not alw ays been easy, due to the lack of supervision and coordination
among national authorities. A s a result, G reece has had for years one of the highest
implementation deficit among all EU M ember States. In order to re medy this problem, an
O ffice for International and European A ffairs w as established as part of the General
Secretariat of the G reek G overnment. M oreover, the Vice President of the G reek
G overnment has undertaken the responsibility to coordinate the competent M inistries in
order to decrease the transposition deficit of EU directives into national legislation.
A lthough, G reece is today in line w ith the agreed transposition deficit target, much has to
be done as far as the implementation of EU directives is concerned.
Finally, the current thesis points out the measures that certain M ember States put
in place in order to achieve good results and remarkable progress in their transposing
deficit. In conclusion, no mentioned M ember State managed to do so w ithout a political
organ, able to coordinate and exert pressure to all competent authorities.
In terms of methodology, the thesis w as based on analysis of regulation at a
national and EU level, on studies of the decisions of the Court of Justice of the European

U nion, the European Commissions relevant materia l, on interview s w ith administrative

experts and on internet research.
