The state recognizes that formal education, or
the school system, is societys primary
learning system, and therefore the main
instrument for the achievement of the
countrys educational goals and objectives.

One of the objectives of non-formal
education (now called alternative learning
systems) is eradicate illiteracy and raise the
level of functional literacy of the
population.

In private schools, disputes arising from
employer-employee relation shall fall
under the jurisdiction of the Ministry of
Labor and employment as provided for by
law and regulations:

The government, in recognition of their
complementary role in the educational system,
may provide aid to the programs of private
schools in the form of grants or scholarships,
or loans from government financial
institutions.



The government shall provide financial
assistance to financial disadvantaged
and deserving students. Such assistance
may in the form of State scholarships,
grants-aid, assistance form Educational
Loan Fund or subsidized tuition rates in
State college and universities.
