have found a dual ladder system that does work - one that does not ftll
the higher technical slots with ex-managers, but rather with senior
scientific personnel who are rewarded for their technical contributions
We pay them for performance as well as welpay division managers and

~ making . L We give them wide latitude for Independent action and in every
-. ~ way increase their visibility outside the research depa .rtment, In company a;
mianagement, and In peer status groups outside the company. We main- .' ;
I Aain a flexible organization and, so far as possible, avoid the over emphasis
~ of product planning and administrative assignments which stifle technical '
career development.
