persona! mi!itary or civi! service.
In recognizing the vita! ro!e of the youth in nation "ui!ding the state
sha!! promote their civic%consciousness and deve!op their physica! mora!
spiritua! inte!!ectua! and socia! &e!!%"eing. It sha!! incu!cate in the youth
patriotism and advance their invo!vement in pu"!ic and civic afairs.
'he youth sha!! "e motivated trained organized and mo"i!ized in
mi!itary training !iteracy civic &e!fare and other simi!ar endeavors in the
service of the nation.
It is through the program ca!!ed the (ationa! Service 'raining
)rogram *(S')+ that &as initiated "y the government &hich aimed at
enhancing civic consciousness and defense preparedness in the youth "y
deve!oping the ethic of service and patriotism &hi!e undergoing training.
'he primary o",ective of the (S') !a& is to promote the ro!e of the youth in
nation%"ui!ding.
'he youth is at their stage of "eing psycho!ogica!!y disposed to re"e!
and to $uestion so many things a"out themse!ves and the &or!d around
them. -ore open to ne& ideas and have ac$uired some measure of s.i!! and
comprehension conceptua!ization and communication through schoo!ing.
'hey possess the a"i!ity to thin. and articu!ate their thoughts and actua!
e/periences. 0i!!ing to ta.e ris.s and to give unconditiona! commitment for
a cause even to one &hich may oppose their fami!y1s immediate interests
"ecause genera!!y they have no #rm!y%entrenched economic or c!ass
interests yet. 'hese characteristics &ou!d "e the too! of the youth in
promoting socia! a&areness and socia! responsi"i!ity in nation "ui!ding.
