On May 3, 2014, I joined CEC in urging Congress to invest more in all special education

programs severing children birth through young adult. I did so by emailing Congress through
CECs Legislative Action Center.
Children with exceptionalities, their families, and the educators who work with them
deserve a healthy federal investment in them. They deserve special and gifted education
programs that support positive outcomes.
My email was sent to the House and the Senate.

Re: Invest in Programs for Children with Exceptionalities

Dear Senator Manchin:

As a Teacher Candidate, obtaining WV Teacher License in 2015, I am concerned with the
education of children with disabilities, gifted and talents, I urge you to support increased
funding for special and gifted education programs. While I recognize the severe budget
constraints under which Congress is operating and the difficult decisions you face, I believe
that a healthy federal investment is critical to ensuring that children and youth with
disabilities and gifts and talents are able to thrive in school and life.

Specifically, I urge you to increase funding for the:
- Individuals with Disabilities Education Act (IDEA) Grants to States Program (Part B)
- IDEA Infants and Toddlers with Disabilities Program (Part C)
- IDEA Preschool Program (Part B sec. 619)
- IDEA National Activities (Part D)
- National Center for Special Education Research, within the Institute for Education Sciences
- Jacob K. Javits Gifted and Talented Students Education Act

There are millions of children and youth with disabilities served by schools and communities
every day who receive services under IDEA. In a recent CEC survey, 83% of special educators
said that budget cuts were impacting special education services. And, federal funding for
preschool children with disabilities has yet to recover from sequestration.

Please vote to increase funding for special and gifted education programs so that our
nation's children can have the resources that they need and deserve to thrive in school and
in life. Thank you for your time, and I look forward to your response.

Sincerely,

Kaylee Dillon
