Education Act (IDEA) SECTION 504 PLAN
General population Students ages 3-21 All students
Individuals with physical or mental
impairments that limits one or more
life activities. Provided they qualify
for the job or service.

Students who meets the needs of the
following 13 categories of disability.
Autism, deafness, deaf-blind, hearing
impaired, mental retardation, multiple
disabilities, orthopedic impairment or
other health impairment, serious
emotional disturbance, specific learning
disabilities, speech or language
impairment, traumatic brain injury, and
visual impairments.
Any person, who has a physical or mental
impairment that substantially limits one or
more major live activities, must have record
of impairment. Including walking, seeing,
hearing, speaking, breathing, and learning
working, caring for oneself and performing
manual tasks.
Civil Rights law mandates you
discriminate against individuals with
disabilities in regards to
employment, state and local
government services, education
public transportation, public service,
and telecommunication
Special Ed and related services to all
students including disabled at no
additional cost. Free and appropriate
education
Civil rights mandates you can discriminate
against an individual in any program
receiving government financial aid or grants
cannot discriminate public or private
services or programs.
Public transportation must be made
available for the handicap as well
Transpiration services must be provided
for special ed students
Transportation is not a requirement
Should a dispute arise it is best to
notice the agency or service who the
dispute is with and try to resolve
with independently or through
mediation
Should a dispute arise please notice by
any means necessary? Verbal, fax,
writing, interpreter, email etc.
Unresolved issues should be filed as
normal and in court
Parents have 2 years to file a complaint
on educational issues; Normal
procedure to request a hearing parents
involvement
Parents have a say in the placement of their
child and can be represented by counsel
No evaluation or placement IEP must include placement ; least
restrictive environment
Placement is equivalent as a non-disabled
person usually in a normal classroom
setting with regular peers
