Define the roles and responsibilities of the contracting officer versus the project officer during the acquisition planning process. Define with 100 percent accuracy who initiates the procurement, who performs Acquisition Planning, who prepares the Procurement Package, who formulates the Advanced Procurement Plan, and who must review and approve the plan. Define and complete the four stages of acquisition planning which are: Acquisition Forecasting, Procurement Initiation, Acquisition Planning, and Procurement Package. Calculate Procurement Acquisition Lead Times (PALT) so that acquisition planning will take place with sufficient lead time to ensure the acquisition is awarded in advance of the governments need 100 percent of the time. Formulate a Three Year Acquisition Plan appropriate to the acquisition. Initiate a procurement in the electronic acquisition system with 100 percent accuracy Organize and lead an Acquisition Planning Team appropriate to the acquisition. Prepare an Advanced Procurement Plan in the electronic acquisition system that demonstrates comprehensive acquisition planning appropriate to the acquisition. Define and complete all documents that must be included in the Procurement Package appropriate to the acquisition.
