Understanding PSE

Policy r efer to laws, or dinances, man-

dates, regulations, or rules (formal and
informal) that affect everyone. For exam-
ple: an organizational policy that provides
time off during work hours for physical
activity.

System r efer s to changes that impact
all elements of an organization, institu-
tion, or system. An example of types of
system include: school, transportation,
parks and recreation, etc.

Environmental changes involve physi-
cal or material changes to the economic,
social, or physical environment. For ex-
ample: incorporating sidewalks, paths,
and bike routes.
Events/Programs vs. PSE
Events tend to be
One time, additive: often results
in short-term behavior, individual level,
not part of ongoing plan, short term, non-
sustaining.
PSE tends to be
Ongoing, foundational: often pro-
duces behavior change over time, policy
level, part of an ongoing plan, long term,
and sustaining.
Multisectoral
Approximately 162 million adult Ameri-
cans report having at least one of the following
chronic diseases: cancer, diabetes, hypertension,
stroke, heart disease, pulmonary conditions, and
mental disorders...Part of the problem is that the
current healthcare system is predominantly reac-
tive, rather than proactive, focusing on the treat-
ment of individual illness and disease, rather than
fostering multisectoral community prevention initi-
atives, focusing on wellness, that would address the
whole personwhere they live, learn, work, and
play - HERO, 2014.

Creating Sustainability What is Healthy 56258?
My Marshall Healthy Community Initi-
ative looks to mobilize a cross-section of the
community to establish and sustain a health
improvement initiative that ignites a strong cul-
ture of health and wellness across the Marshall
area.
Mission Statement
In the past year, surveys have been con-
ducted about current health and to envision what
would make Marshall and those who live, work,
and play in our community healthy. The ques-
tions and answers are leading those of us in-
volved in Healthy56258, a healthy community
initiative, to imagine what all the possibilities that
a shared vision can achieve. We are creating a
sustainable initiative that will work to improve
nutrition and increase physical activity for those
who live, work, and play in Marshall through pol-
icy, system, and environmental changes.
Sustainability refers to systems and processes that
are held in place for years to come: maintaining
viability by using techniques that allow for contin-
ued reuse.
Sustainable change doesnt come from individual
action and choice. By addressing causes and im-
proving environments where we live, work, play,
learn, and receive healthcare, we can prevent many
people from becoming chronically ill.

Lyon County is currently ranked 38 in Minnesota,
according to County Health Rankings &
Roadmaps, a program funded by the Robert Wood
Johnson Foundation, a nonprofit organization
aimed at helping communities striving to improve
health status and health opportunities.
Marshall needs to become a community that fos-
ters healthy behavior. Change does not come over-
night: just as bad habits have taken time to devel-
op, so does the good. Making the healthy choice
the easy choice can help immensely in implement-
ing that change.
