The Governor (Hee jeong An) of Chungnam province suggested that head of a department and
director of a bureau can use his official budget.

Mr. An, the governor announced that "I would allow the head of departments and the director of
different bureaus to use my official budget at anytime."

Mr. An explained that accomplishing a contract and implementing a project is part of his job and
therefore, the head of departments and the director of bureaus are his extensions.

Governor An also emphasized that it will not be difficult for them to ask for funding as long it is
in accordance to the job agreement.

In addition, he said that the 25% of his last years budget was not spent and that it will be added
to this years budget. He also said that he is minimizing his expenses for this year so that there
will be more available budget for the head of departments and the director of bureaus.
