Background
The Atlas of Yogyakarta City is a public document that is available as hardcopy and cd-rom. Its
practical applications are as follows:
The present Atlas of Yogyakarta City is part of a set of three practical instruments to mobilize and
coordinate stakeholder participation in the preparation and realization of the long-, medium- and shortterm development plans of government. The functions of these three instruments complement each
other:

Atlas presents relevant information on the existing conditions and trends, and of the
development potential of Yogyakarta City;
Agenda, based on the information provided in the Atlas, translates strategic development plans
into concrete investment priorities of the stakeholders;
Aturan-main (Rules-of-the-game) present guidelines for the effective use of the Atlas and
Agenda in mobilizing and coordinating stakeholder investment.
The preparation and updating of the Atlas, Agenda and Aturan-main of Yogyakarta City, also referred
to as Triple-A, was conducted through multi-stakeholder task forces, and was supported by funding
from the Swiss Agency for Development and Cooperation (SDC), the Cities Alliance and the World
Bank. The preparation of the Triple-A of Yogyakarta City was coordinated with the simultaneous
preparation of similar instruments by the each of the five municipalities of the province of Daerah
Istimewa Yogyakarta (DIY) as well as by DIY itself. Besides, a regional Triple-A has been prepared
which focuses on regional economic growth and poverty reduction through urban-rural linkages, intermunicipal relationships, and inter-provincial synergies.

Reference for preparing and updating comprehensive development planning documents of

RPJPD (provincial/local long-term planning), RPJMD (provincial/local medium-term
investment programs and RKPD (provincial/local annual work plans, as well as sectoral
planning documents of Renstra SKPD (strategic medium-term sectoral programs) and
Renja SKPD (strategic annual work plans);
Database for preparing multi-stakeholder development Agenda, which translates the above
formal planning documents of government into a concrete investment priorities of the
stakeholders;
Benchmark for monitoring and evaluation by the legislative branch (DPRD) and the public
media of the implementation of the development Agenda and the realization of government
development objectives;
Building awareness among the development stakeholders of existing conditions, to develop
a sense of pride and ownership towards the place where they live and work and to empower
them to participate effectively in planning processes;
Marketing development potential of Yogyakarta City to national government level, to
interested foreign and domestic investors, and to international donor and lending agencies.
The Geographic Position of Yogyakarta Municipality
Yogyakarta Municipality is one of the five regencies of the Special Province of Yogyakarta. It is
located between 70 50 70 02 Latitude and 1100 20 1100 25 Longitude.
The Atlas of Yogyakarta City is a public document that provides transparency and openness of
relevant information for the stakeholders. Access to information is essential for rational decisionmaking by government in development planning, public investment and service delivery, for
assessment by private businesses of investment opportunities and risks, and for awareness by
community members of their living and working environment including public services and facilities. By
giving all stakeholders access to the same information, they can develop a common perception, which
is a prerequisite for effective stakeholder participation and consensus-building. Most information exists
somewhere, but is not easily accessible. For that reason, readily available data from the respective
stakeholders have been combined into one Atlas document and presented in a logic format to facilitate
access to information and comparison of data:
Geographic base-maps at a scale 1:25.000 based on digital maps of Bakosurtanal;

Thematic maps on economic, social, environmental and cultural conditions and trends,
supported by tables, diagrams, photographs and explanatory text;
Infrastructure maps of locations of infrastructure facilities, networks coverage and service
areas, supported by tables, diagrams, photographs and explanatory text;
Organization charts of government agencies responsible for development planning,
implementation, operation and maintenance and service delivery;
Reference list of the original sources of data to facilitate further inquiries by the user of the
Atlas, as well as future updating of the information.

Geographic and Administrative Subdivision

The geographic location of Yogyakarta City 7 49' 26" - 7 15' 24" South longitude and 110 24' 19" - 110 28'
53" East latitude. The Yogyakarta City is located in the slope of Merapi Mountain. It has a relatively flat area and
is located on an average elevation of 114 m above the sea level. There are three rivers crossing the city, namely
Gajahwong River that flows in the east part of the city, Code River in the middle part and the Winongo River in
the west part of the City. Administratively, Yogyakarta Municipality comprises of 14 sub-districts and 45
kelurahan with a total area of 32.5 km or 1.2% of the total area of DIY Province.

Topography and Geology

The elevation of this city is between 25 and 200 m above the sea level with a slope of 0 - 2 %. Quite steep
slopes are found on the riverbanks of Code and Winongo.
Yogyakarta City is located on the fluvio volcanic Merapi foot plains and on the geological formation of Young
Merapi Volcanic Sedimentation.
The soil is of Regosol and Cambisol types of which structure is porous, with medium high fertility.

On the foot-plain of Merapi as well as on the banks of Winongo and Code Rivers and on the downstream area of
Opak River, there is a surplus of groundwater and surface water. The groundwater flows through an aquifer on the
slope of Merapi Bantul Basin (Graben Bantul). The groundwater level is between 0.5 and 20 m. In the south, the
groundwater level is higher, but more polluted.
Groundwater pollution is resulted from the poor sanitation practices, as well as from domestic wastes (households)
and non-domestic (industries, hotels and hospitals). The groundwater pollution is indicated by the high content of
Nitrate (NH3) and coli bacteria, especially in the south of the city or in the densely populated areas.
The average rainfall is between 1500 and 2500 mm/year with the wet months between November and March and
the dry months from April to October.
Built-up areas dominate the ecology of Yogyakarta, and the land for rice-fields is less than 5% of the total area of
the city. The open green spaces are in the forms of sports grounds, town square (alun-alun), zoo (Gembiraloka),
city parks and the riverbanks of Code and Winongo.

In 2001, the economy of the Yogyakarta City grew by 3.1% and 3.9% in 2002, which was lower and
higher compared to the provincial economic growth of 3.3% and 3.4%. The local economy is still in its
position as the second largest contributor to the Provincial GDP, which is 27.1% of the total GDP of
2002. Yet, if the GDP is computed based on the constant price of 1993, it is estimated at Rp 1,452
billion, which is only 99.6% of Rp 1,458 billion recorded in 1997. This shows that the local economy
has not yet recovered from the economic crisis, the peak of which occurred in 1998 when the decline
recorded was 11.1%.
The GDP per capita increased from Rp 3.53 million in 2001 to Rp 3.68 million in 2002. Based on the
constant price, the GDP per capita in 2002 was already 1.4% higher than its level in 1997.
The Service Sector remains as the biggest contributor, which is 26.3% of the total GDP of 2001 and
26.0% of 2002. The second position is Trade Sector, with a total contribution of 21.0%. Other
contributors are Transportation and Communication Sector, and Financial Sector, both with a total
contribution of 16.7%. The Agriculture Sector, even though it is still very dominant in the entire
province, remains a less significant sector in the local economy with a total contribution of less than
1%.

Agriculture Sector
The contribution of the agriculture sector (especially rice and fishery) to the GDP (1993 constant price) in 2002 is very
small or only 0.8%. The agricultural field Yogyakarta City lies in the fringe areas in the east, west, and south parts of
the city. For fish farm, people use kerambah system (a system where cages are put into the river for fish breeding)
located in Winongo and Code Rivers. Based on the Recapitulation of Monographic Data of the Sub-districts of
Yogyakarta City Semester II / 2002, there are only about 584 people working for this sector.
The main products from the agricultural sector of

Yogyakarta City only consist of rice, corn and
peanuts. Especially for rice, Yogyakarta City can only
produce 1,958 tons in 2002 or approximately 96% of
the aforementioned main products.

Mining
The mining potential in Yogyakarta City is only limited to sand and stones
quarrying from the rivers. Mining is not an activity to be conducted in the
center of the city. This activity, therefore, tends to decline.

In 2002, there were a total of 4,387 business units comprising of big, medium, and smallsize industries. The number has significantly increased compared to the previous year in
which there were only 2,871 business units. In line with increasing number of business
entities, the number of labors also increases.
The contribution to the GDP in 2002 was 11.44%, showing an increase compared to the
previous year, which was 11.22%.

Export Development
The export value of Yogyakarta City between 1994 and 1999

showed a growing trend, , but between 2000 and 2002, it declined.
In 1994, the export value reached $ 32.4 million and in 1999 it
increased to $ 91.6 milllion. Afterwards, it decreased, untill 2002, in
which the value reached $ 45.5 million. The realization of the export
volume and value between 1994 and 2002 averagely increased at
respectively 33.8% and 14.1% per year.

The imports of Yogyakarta City bith in terms of volume and value

between 1993 and 2001 fluctuated each year. The highest import
value US $ 6.3 million took place in 2001. This is much higher
compared to that of the previous year (2000) which was only US $
1.5 million, meaning that there was an increase of almost 5 times. If
compared to the volume increase in the same year, it only doubled,
by value it increased 4.2 times. That value increase was not caused
by the increase in volume, yet the volume in 2001 showed a decline
from 0.5 tons to 0. 4 tons. This increase is due to the high price of
the imported products.
The biggest export commodities of Yogyakarta City can be seen
from its export values. They are wooden furniture and tanned
leather sheets of respectively $ 14.9 million (39.5%) and $ 9.1
million (24.2%). Other export commodities are canned mushrooms,
textile and textile products, golf gloves, atsiri oil, wooden
handicrafts, silver handicrafts, ceramics and cigars.

Trade
The GDP of the sector of trade, hotel, and restaurant during the period of 1993-2002 showed a growing trend, from
Rp 177.4 billion in 1993 to Rp 305.3 billion in 2002. However, between 1998 and 1999, this sector showed a
declining trend compared to that od 1997. The contribution of this sector to the GDP was 19,1% in 1993 and 21,2%
in 2002.

The tourism sector in Yogyakarta is mainly focused on cultural tourism, conventions, and shopping tourism.
The potential tourism objects and attractions in Yogyakarta are museums, historical buildings, cultural
buildings, arts/tourism attractions and Malioboro area.
The tourism activities in Yogyakarta are also supported by the presence of arts shops and souvenirs sellers
with various handicrafts such as batik and batik paintings, leather handicrafts, antique goods, bamboo and

Demography
The population growth rate of Yogyakarta has shifted from the positive growth, which is 0.34 between 1980 and 1990, to
the negative growth of 0.39, between 1990 and 2000. The population growth, especially in the sub-districts close to the
city center tends to decline, while that of the sub-districts in the regencies of Bantul and Sleman located close to the fringe
area of the City of Yogyakarta tends to increase. This indicates that there is a migration of population from the center of
the city to the areas located close to the urban fringe. This also implies that there is a need for new housing developments
in the fringe areas.
The population density in the city center is relatively high, with an average density of 15,314 persons/km2. The highest
density is in Ngampilan Sub-district (28,091 persons/km2), while the lowest density is in Umbulharjo Sub-district (8,039
persons/km2).

The proportion of poor households in Yogyakarta City is relatively high even

though it has shown a decline from 31 % (in 1999) to 26% in 2001. The
issues of the urban poor are mainly concerned with the poor human
resources and the low access to economic resources. This condition will
result in the increasing number of abandoned children and elderly people,
and street children as well. The highest concentration of poor households is
in Kotagede Sub-districts (40.8 %).

Most people in the City of Yogyakarta work for the service sector. During the last five years, the
number of open unemployment and half-open unemployment increased. The number of job
seekers of between 15 and 19 years of age (school-age people) is actually high. The presence of
school-aged children in the job market will certainly cause problems in view of social, physical and
mental developments.

Education
In general, the facilities for elementary and junior high school have been evenly distributed in all the subdistricts, but their quality is different. There is a great difference between the outstanding and average schools.
The low quality of education is caused by internal factors, such as limited educational infrastructure and
facilities, low quality of teachers, weak educational system, as well as by the external factors of minimum roles
of the community, parents, and the government.
With regards to the universities, they are mostly concentrated in Yogyakarta, even though at this moment they
tend to expand themselves to the areas outside of the city.

Health
The health condition in the City of Yogyakarta is relatively good. It can be seen from such indicators as the
community health condition, the environmental health, and community health behavior, as well as from the
efforts to increase health services through the improvement of health facilities.
To improve the health condition, it is necessary to have adequate health facilities and qualified paramedical
resources. In the City of Yogyakarta, there have been adequate health facilities like General Hospitals, General
Medical Doctors Practices and medical specialists. On the average, each sub-district in Yogyakarta City has 18
medical doctors, three or four pharmacies and two or three drug stores. In addition, Yogyakarta City also has
five laboratories to support the diagnosis of patients.

Religion
In general, the development of religious worship facilities in Yogyakarta City between 1995 and 2000
shows an increasing trend, particularly for Islamic and Hinduism facilities. From the map, we can also
see that the distribution of facilities is quite even over the entire city.

The culture, as the main asset of Yogyakarta City, needs to be conserved and developed as it can
be regarded as a resource in a resources-based development. The culture itself is also significant
for the past, present, and for the future. Realizing the threat towards the visual, functional, and
environmental characters of the cultural asset, the activities for cultural conservation, utilization,
and development are considered important. These activities are also necessary to anticipate the
influences of urbanization, commercialization, and globalization, which may reduce the
significance, and value of the culture itself. Based on the existing data, there are 12 cultural
conserved areas in Yogyakarta. In addition, Yogyakarta City has potential physical and nonphysical cultural assets. At least, there are 179 physical cultural assets in the forms of building
complexes, single-detached building or building compounds, and there are at least 48 nonphysical assets in the forms of traditional arts, ceremonies, traditional ritual, toponyms and
handicrafts.

One of the efforts to conserve the non-physical cultural assets is to hold traditional arts
performances regularly or occasionally, culturan and ritual ceremonies, placing toponyms for
roads, and making handicrafts for souvenirs. However, these conserving activities are not yet
optimal due to limited number of attractive cultural facilities (handicrafts museums, galleries and
performance buildings). This can be seen from the limited number of art performance buildings in
Yogyakarta. There are only seven units, while there are 305 art groups and approximately 3000
culturalists and artistes. Thus the eisting cultural facilities are not adequate to accommodate the

Housing
Till the end of 2002, there was a total housing stock of 81,529 units (Source: Recapitulation of Sub-district Monographic Data in
Yogyakarta City Semester II/2002). Based on the data of 2002, there are three different types of housing: 61,022 permanent
houses / Type-A (75%), 13,432 semi permanent houses / Type-B (16%) and the remainder 7,075 unsuitable houses / Type-C
(9%). Until the end of 2002 there was still a shortage of housing stock amounting to 94,408 units. However, between 2000 and
2002, the number of housing shortage increased due to the natural population growth, meaning that the number of households
also increased and the need for houses consequently increased as well. In addition, the increasing number of newcomers to
Yogyakarta also increases the need for houses. An alternative solution to fulfill the need for houses is to provide rental houses.

By the end of 2002, there was a total of 863 boarding houses (Source: Recapitulation of Sub-district Monographic Data
in Yogyakarta City Semester II/2002). This number annually grew up, and between 2001 and 2002 it increased by
5,12%. In Yogyakarta, houses are provided by two parties, i.e. by the community and the private sector. The community
provides their houses (kampong houses), while the private sector (housing developers) provide ready-to-be-dwelled
houses. Until 2002, there were more than 2.000 units of ready-to-be-dwelled houses spread over 45 locations. Between
1998 and 2002, the number of houses increased averagely by 5,74 %.

Transportation Infrastructure
The road network in Yogyakarta City has a total length of 462,67 km, classified into three: tarmac roads of 307.85 km,
earthen roads of 9.89 km and macadamized roads of 144.93 km. Based on their types, there are National Roads of
18.13 km and Local Roads of 444.54 km. In general, the condition of the national roads is good. They are well
maintained, while the condition of the local roads varies. Since the economic crisis and after the enactment of Local
Autonomy, the road maintenance is only focused on road betterment. The road networks have different widths based
on their functions and types. The secondary arterial roads have an average width of 7 - 9 meters, while the local roads
have an average of between 3.5 and 5 meters.

Transportation Facilities
Transportation Facilities
There are various transportation facilities in Yogyakarta City, from traditional transport to motorized
one. However, they still use the same road lines, causing high traffic volume and overlapping.
Moreover, the number of vehicles annually increases by 6.65%, while the road network are not
widened. This makes the traffic problems more seriously.
On the other hand, there is an effort to give a better service to the community by adding the number of city
bus routes from 17 to 23 to serve in the entire Yogyakarta City. The origin and destination of buses are still
focused on Umbulharjo terminal. Meanwhile, the other types of transport not bound to the certain routes are
taxies, carts (andong), becak (rickshaw), and rented motorcycles. Another public transport that has an
important role in Yogyakarta is the railway transport. This type of transport is only used for a long journey.

Drainage
The drainage system in Yogyakarta is benefited by the existence of the rivers crossing the city from the northsouth direction. The rainfall is discharged to the rivers through drainage channels, either open or closed. The
closed channels can be found on both sides of the roads where the traffic volume is high. However, there are
street stalls/kiosks built on the closed channels. This will affect the function of the channels. In addition, the
Government of Yogyakarta City has issued the Local Regulation No. 4 / 1988 on the compulsory to make a
percolating well in the house-yards.

Water Supply
By 2002, PDAM Tirtamarta (water enterprise) had total service coverage of 40% of the total population of
Yogyakarta City or approximately 195,414 people are served by piped water supply. The coverage area of
PDAM Tirtamarta includes the whole area of Yogyakarta City consists of 14 sub-districts and part of
Sleman Regency (two sub-districts) and Bantul Regency (four sub-districts). There are several water
sources used PDAM Tirtamarta, namely two spring waters (Umbul Wadon and Karang Gayam I), one
surface water (Padasan), 28 deep wells and 8 shallow wells. Most of the water sources are located in
Sleman Regency. The current water production capacity is 525 liters/second. This production capacity is
not yet adequate to fulfill the needs of the existing customers.

Approximately 20% of the community in Yogyakarta City has access to an off-site sewerage system. This system consists of a
lateral network and flushing system built in 1930, and main network and IPAL (Sewage Plant) built in 1995. In addition, about 60%
of the community have access to the on-site system. The rest use MCK or litter human waste in rivers. Industrial liquid waste
(from big or small-scale industries) is often found being littered in the surroundings without treatment. Service of septic tank or
cubluk desludging is usually done by the private sector by using vacuum trucks or in a manual manner. Sludge in the septic tank
or cubluk is sucked when the facilities do not work properly (or has not functioned for a long time). This sludge can be treated in
the IPAL; however, it is often littered in the surrounding area. In 1996 a communal sanitation system was introduced in densely
populated areas that cannot be reached by the off-site system. The communal system has been built in Wirogunan,
Brontokusuman, and Purwokinanti areas with a total of 143 house connections.

Solid wastes Management

The off-site solid wastes management system of Yogyakarta has been able to serve approximately 77% of the total
population of 492,606 persons. The total solid wastes production is estimated at 1,724 m3/day. DKKP (the department of
cleanliness, beautification and funeral services) and Market Department can only transport 1,317 m3/day. All the solid
waste produced in Yogyakarta City is disposed in the Final Disposal Site (TPA) located in Piyungan. Sleman Regency and
Bantul Regency also use this disposal site. The management of this final disposal site is under a Joint Secretariat. In the
areas that do not have access to the facilities such as in border areas and riverbanks, solid waste is disposed of an
uncontrolled manner on empty land beside roads or riverbanks. The solid waste management financing is from the
governments budget, and the solid waste fee revenue, which only recovers around 20-30% of the O&M costs.
