Introduction:
The Emergency Medical Responder Policies and Procedures are established for the
Emergency Medical Responder agencies through the coordination of the Monroe County
Emergency Medical Service, the primary provider of emergency medical treatment within
the boundaries of Monroe County, Tennessee.
Service Ability and Scope of Service:
Personnel identied in the organi!ational roster with a license in Tennessee as a
Emergency Medical Responders, "EMR#, Emergency Medical Technicians "EMT#, EMT$
Paramedics shall sta% responding units to provide at least one "&# trained responder per call.
There shall also be at least two "'# responders on each call, one "&# of which is not re(uired
to be a licensed EMR, EMT or EMT$P. Monroe County EMS recommends that he)she have at
least CPR training. *ll responders must have o+cial documentation on le at the Monroe
County EMS business o+ce.
,y authori!ation of the EMS Medical -irector, all EMR.s, EMT.s, and EMT$P.s may
perform any s/ills allowed under recogni!ed state training and protocols of the Monroe
County EMS.
Training will be in accordance with state EMS standards and in$services each year for
each responder in accordance with local EMS training. Monroe County EMS agrees to provide
and EMR agency agree to attend at least si0teen "&1# hours of bi$annual refresher course for
all EMR personnel.
all Availability and Response:
Each agency will provide Emergency Medical Responders2 such as can be available,
for '3$hour call. 4t is understood that because of being a volunteer organi!ation, personnel
may not be available at all times. 4f there is an e0tended time of unavailability, the EMS
o+ce and dispatch canter will be notied of the absence of service and notied again once
the service is available.
Each agency will have a designated primary EMR vehicle. Personnel will normally
respond in personal vehicles from home, non$emergency, to the scene or to the EMR vehicle.
*ll responses will be done at a safe speed, observing all tra+c laws.

ommunication:
EMR units shall be dispatched by Monroe County 5&& -ispatch to calls identied in
the Monroe County Emergency Responder 6perations Policy manual. Paging for EMR calls
will be done on the county 7ire)Rescue dispatch net. Communications may be done to,
and)or though, the Monroe County -ispatch center by the 7ire)Rescue radio net, 8aw
enforcement)EMS radio system, or telephone.
Radio Communications may be done to responding EMS units by the 7ire) Rescue
radio system "&93.3::#. ;o coded radio tra+c is to be used, with the e0ception of code <=
"-6*# and signal 5 "call canceled#. The format for radio communications is plain English. 4t is
also very important to note that no names shall be given over the radio, unless it is deemed
necessary by responding EMS units.
The EMR unit shall notify the dispatcher upon establishing a false call or accident
without personal in>uries. The dispatcher and EMS crew must coordinate any decision to
terminate ambulance response.
The EMR unit upon arrival at the scene will notify dispatcher and EMS personnel of
the nature and severity of the incident, the number and location of patients, on$scene
ha!ards, and the need of possible rescue or additional resources. Radio reports will be given
to the responding EMS units by the local EMS radio net as (uic/ly as possible.
Scene ommand:
Each EMR agency will use the 4CS "incident Command System#. *fter arriving on the
scene command will be established and communications will be routed through the incident
commander "4C#. Treatment will be conducted by the EMR.s and turned over immediately to
EMS after their arriving on the scene. Patient care responsibilities shall be assumed and
maintained by the individual with the highest level of training on the transporting
ambulance.
?pon arrival at the scene, EMR units shall par/ to minimi!e obstruction and facilitate
access by ambulance personnel into the scene.
E!uipment and Supplies:
EMR supplies will be stoc/ed according to state EMS policy for EMR agencies. *ny
supplies used for an ambulance call, will be replaced by the ambulance on the scene "if
stoc/ and)or time is available#. 4f stoc/ and)or time were not permitted on scene restoc/ing,
supplies may be recovered at the Monroe County EMS Supply 6+ce. 4f Monroe County EMS
re(uires additional e(uipment to be stoc/ed by the EMR agency then it will be supplied by
Monroe County EMS. *n e(uipment and supply list will accompany this contract and items

will be maintained in stoc/ according to the state list, and others EMS would want to supply
that would be above the re(uired items.
Emergency Medical Responder E!uipment:
4n order to (ualify for authori!ation, each EMR unit shall@

emergency management, public safety, re ghting, rescue, ambulance or medical functions.

*ny disposable e(uipment or supplies used while treating patients during EMS
calls.
Reporting and Record #eeping:
The EMR *gency shall complete a written report with the date time describing the
nature of the incident, patient, location, initial treatment rendered, essential response time
elements and possible e0posure to body substance, infectious agents and)or ha!ardous
substances by response personnel or by standers. Each EMR *gency will designate a
member to compile copies of each run to be delivered to EMS each month.
4f time permits, a written copy of the pertinent patient information, vital signs, chief
complaint, allergies, medications and treatment given, shall be given to EMS for each
patient to accompany with patient to hospital.

$ermination of Service:
EMR *gencies may be canceled temporarily, or indenitely, after a reasonable notice
is given in writing to EMS. Reasons for terminating service will be made in writing.
Amendments:
*mendments may be made to this contract by any EMR *gency or EMS, upon
approval by EMS -irector and )or EMS Medical -irector. *mendments must be in written
form.
This program is initiated under these policies and procedures on this the

representatives and directors.
This contract may become null and void by either party upon a thirty "=:# day
written notice.
