INTRODUCTION

Barangay Governance Performance Management System (BGPMS) is a mechanism which


seeks to determine and establish the level of performance of the barangay government in the
areas of Administration, Social Services, Economic Development, and Environmental
Management (ASEE) in relation to the mandates of the 1991 Local Government Code and other
related laws.
Respectively, BGPMS employs a self-assessment tool to yield the status quo of the barangay
in regard to the following: (a) compliance to laws and presidential directives; (b) presence of
facilities and equipments; (c) managerial and administrative capacities of barangay officials; and

(d) programs and project being implemented.


As such, the implementation of BGPMS akin to LGPMS, is grounded to the Local
Government Code of 1991 under the provisions of Section 3 (h) which states, There shall be a

continuing mechanism to enhance local autonomy not only by legislative enabling acts but also
by administrative and organizational reforms.
In view thereof, the leverage of this project captures not only as complementary to LGPMS
but more importantly serves as guide for the higher local government units, the national
government and other service providers to determine the kind of policy and program
intervention the barangay needs.
Finally, BGPMS induces awareness leading to barangays stimulation to improve its current
performance and productivity. Put together, BGPMS therefore contributes to the vision of the
Department to nurture self-reliant, progressive, orderly, safe and globally-competitive
communities.

OBJECTIVES
1. Serve as the basis for the national government and policymakers in formulating policy
that would rationalize assistance to barangays;
2. Apprise the city or municipal government of the present state or level of performance of
its component barangays and thus be guided in the formulation of integrated policies,
plans and programs that would lead to the barangays efficient delivery of basic services
and effective discharge of its functions and responsibilities;
3. Provide the city and municipal government with vital data/inputs in the
accomplishments of the data requirements of their own LGPMS;
4. Raise awareness of the barangay government and barangay officials on their state or
level of performance viz-a viz the following:
4.1. Benchmark information/data generated necessary for the preparation of plans and
budget as well as crucial in the assessment of their skills and training needs; and
4.2. Identified presence or absence of services and facilities which serve as guide in
enhancing the delivery of services to their constituents
4.3. Promote transparency and accountability in barangay governance through
compliance to laws and other issuances.

The Data Capture Form is divided into two parts:

PART I
A. General Information
Barangay name of barangay under review
Year Under Review the immediately preceding (previous) year
Region the region where the province is located

B. Political Information

C. Physical Information
The land area should be in hectares. A base map of the barangay showing the boundaries is a requirement to
be included in the submission of DCF
The barangay category should reflect whether the barangay is urban or rural and indicate its characteristics
whether upland, lowland, coastal and landlocked based on land classification. Based on Major economic
Source select as to whether agricultural, fishing, commercial or industrial.

The administrative function refers to the functions and duties and related services, and activities performed by
each barangay. It covers the following nine (9) service areas: Barangay Legislation, Transparency, Citizens
Participation, Development Planning, Revenue Generation, Revenue Allocation and Utilization, Financial
Accountability, Facilities and Customer Service, and Human Resource Management and Development.

The Internal Rules of Procedure (IRP) is a set of procedural rules adopted by the sangguniang
barangay to serve as guide in the proper and orderly conduct of sanggunian sessions and official
business transactions. IRP must be adopted within 90 days from its first regular session following a
barangay election, or updated in case of existing IRP.
The IRP guides the barangay officials on how to conduct sessions and how the sanggunian members
should conduct themselves during meetings and sessions. It clarifies the duties and responsibilities of
the sanggunian members and the manner by which they shall conduct themselves during meetings
and sessions.
A copy each for the sangguniang barangay members, the barangay secretary, and 1-3 copies for the
Office of the Sangguniang Barangay.

Legal Basis

Enacting ordinances is among the principal duties, powers and functions of the sangguniang
barangay with the end view of facilitating the discharge of its responsibilities, as well as, the
promotion of the general welfare of barangay residents. Barangay ordinances may range from one of
general application to those intended for specific purposes, like tax and revenue ordinances.

Description

RA 7160 carries specific provisions on the conduct of public hearings, particularly in connection
with the enactment or approval of tax ordinances and revenue measures.
Ordinances spell out the specific functions or actions of the punong barangay and other barangay
officials in connection with the proper discharge of their duties and responsibilities. Likewise,
ordinances set the scope and the limits of implementation as well as compliance structure by
community residents.

Importance

Allows constituents to take part in the process of crafting tax or revenue measures affecting them;
also, informs the public of the salient features of the proposed measures, how the same would impact
upon them, and enables residents to voice out their opinions and concerns about the subject
legislative measures.
Ordinances compiled and maintained by the barangay secretary at the barangay hall, which are
readily available and accessible to barangay residents upon their request for justifiable purpose.

Holding regular sangguniang barangay sessions is very important because it is the proper venue for
discussing matters, issues and concerns affecting the community and the future course of its
development. It is an excellent opportunity for the sanggunian to take relevant measures for
barangay development and uplift the living condition of its constituents.

e. Budget Performance and Financial Statements report on the results of the budgetary and

f. Plans, Programs and Accomplishments describe in narrative and pictorial manner the major
plans and programs and its accomplishments during the year under review. Presentation is
performance-oriented indicating the types of services delivered and projects undertaken in the
social or economic fields.
g. Local Legislation contains the report of the sanggunian in the exercise of its legislative powers
such as budget approval, concurrence with the appointments made by the punong barangay,
passage of significant ordinances and resolutions.
h. Plans and Programs for the Ensuing Year describe the visions, directions, plans and budgetary

Sec. 106 of RA 7160 calls upon each local government unit, including the barangay, to come up with
a comprehensive development plan to be initiated by its development council. Its main function is to
assist the sanggunian in setting the direction of economic and social development, and to coordinate
development efforts within its territorial jurisdiction.
The barangay development council (BDC) shall consist of all members of the sangguniang barangay,
representatives of NGOs operating in the barangay, and shall constitute not less than of the
members of the fully organized BDC, and a representative of the congressman [Sec. 107 (a) (1), (2),
(3)].
More specifically, the BDC shall exercise such functions as mobilizing peoples participation in
development efforts, preparation of barangay development plans based on local requirements,
monitoring and evaluation of the implementation of national or local programs and projects, and
other functions as provided by law or competent authority [Sec. 109 (b) (1), (2), (3), (4)].

Description

The BDC shall meet at least once every six months or as often as may be necessary (Sec. 110).
The BDC is also mandated to create an executive committee to represent and act in its behalf when it
is not in session. [Sec. 111 (a)]. The BDCs executive committee members include the punong
barangay as chairman, a representative of the sangguniang barangay chosen from among its
members, and a representative of NGOs that are represented in the council, as members. [Sec. 111 (a)
(3)].

A document clarifying the vision and mission statements of the barangay and its development goals
and objectives, a brief description of the plan and its components, its key implementation partners,
budget and source of funding, implementation arrangements, monitoring and evaluation systems and
schedule of activities.
A barangay development plan/agenda is considered updated or current if it is yet within the
implementation period of the plan or agenda (current year for an annual development agenda, 3
years for a short-term development plan, 5-7 years for a medium-term development plan, and 10-15
years or 10-20 years for a long-term development plan)

Description

A program that addresses the special needs and concerns of differently-abled persons in the
barangay, where its adoption or implementation will depend on the number of target beneficiaries
present in the barangay.
Provides proper guidance in the pursuit of barangay development that will benefit the community in

SCORING AND ITS APPLICATION


The BGPMS scoring system serves two purposes: first is to determine and assess the level of compliance
of the barangay in the identified service areas relative to the minimum requirements of the Local Government
Code of 1991 and second, to identify and define problems by area. The results of the BGPMS scoring system is
used to improve the quality of programs and policies and to determine the corrective measures to be installed
by area.
The 1st Part of the Data Capture Form (DCF) refers to the general information on the barangay which
includes information on the political, physical, fiscal, demographic and among others of the barangay. While
the 2nd Part of the DCF are the formal questions that will be used in assessing the compliance/performance of
the barangay. It has five (5) parts, each representing the Performance Area. The DCF provides spaces for Point
Score and Service Area Average or Index.
The Scaling System Guide uses the 1 0 point method. This means that zero (0) is given to an indicator
where the NO box is checked, while one (1) is given to all indicators that answered or checked the YES box.
The data on the DCF is transferred to the Score Sheet which is the summary of ratings on different
Service Areas under the Performance Areas.
Each indicator of the performance area has a corresponding scale. The corresponding scale is the
equivalent Point Score. For those indicators that have sub indicators, get the total score point and divide it by
the total number of sub indicators. The sum is the Point Score of the Indicator.
The Service Area Index is the average of the Service Area, computed by adding the point scores of its
indicators divided by the total number of indicators.
An additional feature of the rating system is the utilization of the color code (green, blue, yellow and
red) that has an equivalent remark as can be seen below. In the automated version of the DCF, results which
include the performance level, color code and the equivalent remark will be computer-generated.

Ensure timely submission of the State of Barangay Governance Report (SBGR) by the BGPMS Barangay
Assessment Team;
Submit BGPMS Monitoring Form 1 to DILG Provincial Office;
Maintain BGPMS Monitoring Form 1 and SBGR; and
Create, when necessary, a secretariat that will assist in the accomplishment of Monitoring Form 1;
Local Government Units
The Provincial Government
May provide technical and logistical support to their component barangays.
City/Municipal Government
Pursuant to its mandate of supervision over component barangays and considering that the SBGR are vital
inputs in their State of Local Governance Reports (SLGR) and/or Development Plans, shall ensure the
smooth implementation of BGPMS, and extend logistical support, when necessary.

Form 1 - to be accomplished by the DILG City/Municipal Offices;


Form 2 to be accomplished by the DILG Provincial Office;
Form 3 to be accomplished by the Regional Office; and
Form 4 to be accomplished by the NBOO.

Accomplished Form 1 shall be submitted to the DILG Provincial Office; Forms 1 and 2 to the Regional Office;
