Subject: SCES Library Media Center Evaluation Results

The following information is the evaluation report results for the SCES Library Media Center.
The evaluation was completed using the Ga DOE 2013 Library Media Program Evaluation
Rubric. For the evaluation, I looked at specific target indicators which are listed in the results
below and then I rated them as basic, proficient or exemplary. For the target indicators that were
rated basic, I came up with an action plan to move them from basic to proficient. I also created
an action plan for the target indicators that were rated proficient, so that they could be moved up
to exemplary.

In Category 1: Student Achievement and Instruction, these target indicators were


identified as Basic:
3. Professional library media staff are engaged in active teaching role/s.
6. Student achievement is routinely assessed.
In Category 1: Student Achievement and Instruction, these target indicators were
identified as Proficient:
1. Information Literacy Standards are integrated into content instruction.
2. Collaborative planning includes both the Library Media Specialists and teachers to ensure use
of library media center resources that support on-going classroom instruction and
implementation of state curriculum and the GPS and CCGPS.
5. Services are provided to students who have diverse learning abilities, styles, and needs.
In Category 1: Student Achievement and Instruction, this target indicator was identified as
Exemplary:
4. The library media center resources encourage and support reading, viewing, and listening.
In Category 2: Staffing, the target indicator was identified as Exemplary:
7. If less than base size: A school system shall provide no less than half-time services of a
Library Media Specialist for each school less than base size and shall provide adult supervision
in the library media center for the entire instructional day. Base Size definition defined by unweighted FTE: Grades K-5: 450
In Category 3: Facilities, Access, and Resources, these target indicators were identified as
Basic:
8. There shall be a plan for flexibly scheduled library media center access for students and
teachers in groups or as individuals simultaneously throughout each instructional day.
Accessibility shall refer to the facility, the staff, and the resources and shall be based on
instructional need.

10. Streaming video is used throughout the school to support the curriculum. Interactive
whiteboards and computers are used for teaching and learning throughout the school.
A central electronic media distribution system is also available.
13. One of the national educational technology goals states: Effective and engaging software
and on-line resources will be an integral part of every schools curriculum. The GALILEO
Virtual Library provides Georgia students and teachers access to exceptional on-line resources at
no cost to the local school district. .
In Category 3: Facilities, Access, and Resources, these target indicators were identified as
Proficient:
9. School library media center square footage requirements based on FTE.
11. Print and non-print resources and access to online information are basic to a library media
program. A school network is effective for delivering media resources to the classroom and
beyond. Multiple computers are available for student access to online resources that enhance
instruction.
In Category 3: Facilities, Access, and Resources, this target indicator were identified as
Exemplary:
12. All library media resources are managed for maximum efficient use. The library media center
has an electronic online public access catalog (OPAC). Funds for acquisition of computers are
utilized to implement the goals/objectives set forth in the State Technology Plan 2007-2012 or
in the System Comprehensive School Improvement Plan.
In Category 4: Administrative Support, these target indicators were identified as Basic:
15. Administrative staff support at both the school and district levels is essential for the
development of a strong library media program.
16. Each local board of education shall adopt a library media policy that provides for the
establishment of a media committee at the system level and at each school. A library media
committee makes recommendations and decisions relating to planning, operation, evaluation,
and improvement of the library media program. This committee shall annually evaluate library
media services and develop a multi-year media plan for budget services and priorities.
17. Local Board approved library media policy is current. This policy requires development of
procedures for the school system and for selecting materials locally, handling requests for
reconsideration of materials, considering gifts of instructional resources, using non-school owned
materials, and complying with the copyright law.
In Category 4: Administrative Support, this target indicator was identified as Proficient:
18. Each local school system shall spend 100 percent of the funds designated for library media
center costs.
In Category 4: Administrative Support, this target indicator was identified as Exemplary:
14. The local system superintendent shall appoint a system media contact person (SMCP) to
serve as a liaison to the department.
In Category 5: Staff Development, the indicator was identified as Basic:

19. Staff development opportunities are available both for the library media staff to enhance their
own professional knowledge and for the library media staff to provide information and
technology literacy skills to other teachers and administrative staff. Professional resources and
services for all faculty members are provided in the library media center for the "learning
community".

Action Plan for target indicators identified as Basic


The action plan for the 2 target indicators in category1 that were identified as basic will require
the library media specialist will need to be more collaborative with teachers. However, teachers
need to more open to collaborative planning with the media specialist. I think that a good start
would be to require all grade levels to schedule a monthly meeting with the media specialist to
go over what the will be teaching that month. Teachers could ask for resources they need for
subjects/lessons or perhaps plan a reading enrichment unit for the grade level per month.
Hopefully this will increase the collaboration rate between teachers and the media specialist. The
media specialist and teachers will also need to work together to check monthly reports on AR
and STAR reading in order to create rubrics that will help assess student achievement.
The action plan for the 3 target indicators in category 3 that were identified as basic will require
the media center staff to have more of flexible schedule for something other than computer lab
time. Teachers and media center staff will need to come up with a schedule for media center
hours to be increased before school or after school. The only time students enter the media center
is when students are checking out books or checking them in and also for computer time. Story
time could be planned for before school or after school so that students will be able to come
enjoy library time and not feel rushed about library time or computer lab time. Video streaming
of morning announcements need to be implemented so that video streaming is available
throughout the school. Teachers need to be given a professional development training on using
GALILEO. After teachers have completed the professional development, teacher will need to
instruct their students on using GALILEO.
The action plan for the 3 target indicators in category 4 that were identified as basic will require
school administrators as well as district level administrators will need to regularly meet with the
media center staff and also encourage the teachers to use the media center resources more than
they are using it now. The administrators will need to observe the activities of the media center
throughout the instructional day to see how it is being uses and come up with ideas to increase
student and teacher involvement in the media center. There a library/media center committee
that meets, plans and evaluate activities for the media center. The media specialist needs to
implement the library media policy consistently and make recommendations and revisions to the
policy on a regular basis.

The action plan for the 1 target indicators in category 5 that was identified as basic will require
that the library media specialist seeks to enhance her professional skills, particularly technology
skills in order to meet the needs of the school as a whole. The media specialist needs to provide
opportunities for staff development for all staff. The media specialist will use some of this time
to informally collaborate with teachers and staff throughout the building.
