To the Senators of the 127th Maine Legislature:

Even though Secretary of State Dunlap and Governor LePage have summoned me to be
provisionally seated as the winner of the election, I will not be taking my seat in the
Senate Chamber until this matter is properly and thoroughly investigated before the
legislative session begins in January.
A dark cloud remains over the recount results in Senate District 25. Until that mystery is
solved and we know why there were 21 more ballots than voters, I believe no one
should occupy that seat.
Today is a day of ceremony and tradition. Its the starting point for the next two years of
work that lies ahead. It should not be overshadowed by a skirmish over who is sitting in
what chair.
My opponent and I both waged hard fought and respectful campaigns. I know that we
both share the same veneration and reverence for the democratic process. The people
of Long Island and the rest of Senate District 25 deserve to know that the process is
sound and a full investigation will give whoever is determined to be the winner the
legitimacy to serve District 25 with full confidence.
I respectfully request that the 127th Maine Senate seat neither me nor Cathy Manchester
as Senator from Maine Senate District 25 until a complete and thorough investigation
has been conducted by the Committee on Senatorial Vote.

Respectfully,
Cathy Breen
