Monroviahe Supreme Court of Liberia on December 6 issued a


stay order on Executive Order number 65 issued by
President Ellen Johnson Sirleaf on December 4 but the
aftermath of the stay order has led to growing debates
surrounding who filed the petition on which the Supreme acted
to halt the implementation of the executive order.
President Sirleaf issued Executive Order 65 prohibiting
all concerted mass movements of people on the streets of
Monrovia during the ensuing special elections, including in
particular rallies, demonstrations and parades for 30 days after
the announcement of election results
Stakes were high after President Sirleaf issued the Executive
Order as the opposition Congress for Democratic Change
threatened that it could not adhere to the order descrying it as
unconstitutional and calling on all its supporters to gather at
the National legislature for a sit in action.
The police was also preparing a stern operation to tackle
possible mass gathering of people as predicted on Monday
according to police sources but then somebody moved in
to avert what was expected to be chaos by filling a Writ of
Prohibition before the Supreme Court against the Executive
Order.
Justice in Chambers, Cllr. Phillip A.Z. Banks, III acted by
issuing a stay order on the executive order, thereby calming
what was becoming a growing tension but two sides have
emerged claiming glory for the petition that led to the stay
order.
Liberias Information Minister Lewis Brown announced to
the public that the Supreme Court issued the Stay Order based
on a petition filled by Mr. Robert A. Sirleaf, a candidate in
the pending senatorial election but late Sunday afternoon; the
Congress for Democratic Change claimed that the Stay Order
was based on a petition filed by fourteen lawmakers.
CDC official Samora Wollokolliein statement read on behalf
of the CDC stated a writ of prohibition has been filed,
affidavit signed and received on 6th December 2014, with the
honorable Supreme Court by 14 lawmakers of Montserrado
County and not Mr. Robert Sirleaf as indicated by a desperate,
unauthorized, surrogate and misdirected Lewis G. Brown.
Minister Browns action to announce on state radio a stay order
by the Supreme Court, on grounds of a prohibition issued by
Mr. Robert Sirleaf, has questioned the moral integrity of the
government of Liberia.
Robert Sirleaf in an interview on the Voice of America said he
was filling his petition with the Supreme Court on Monday,
contradicting the statement by Minister Brown but the
Information Minister on Monday morning defended that Mr.
Sirleaf might have not known that his lawyers have already
filed the petition before the Supreme Court.
Court documents in the possession of FrontPageAfrica
indicate that Robert Allen Sirleaf, independent candidate for
the Montserrado County senatorial elections, of the city of
Monrovia, county of Montserrado republic of Liberia filed a
petition for writ of prohibition on the 5th day of December
A.D. 2014.
In the affidavit attached to the Robert Sirleaf petition, it stated
Personally appeared before me, a duly qualified Justice of
the Peace for and in Montserrado County, at my office in the
City of Monrovia, Robert Allen Sirleaf, Petitioner in the above
entitled Petition and made oath according to law that all and
singular allegations of both law and fact set forth and contained
in the annexed and foregoing MOTION are true and correct to
the best of his knowledge and belief; and as to those matters
of information, he verily believes them to be true and correct.
Sworn and subscribed to before me this 5th day December,
A.D. 2014.
The court documents indicate that Justice in Chambers Cllr.
Banks acted on the Robert Sirleaf petition by issuing the Stay
order on December 6, 2014 at 2:00 pm.
Justice Banks stated in the 2:00 pm mandate to the clerk of the
court:
You are hereby directed to issue the alternative writ on the
respondents in the above titled action to stay any and all
enforcements of Executive Order #65 pending the disposition
by the court on the challenged constitutionality of the said
Executive Order, especially given it relationship to issues
already before the court for disposition. You will further direct
to file returns to the petition on this writ on or before Wednesday,
December 10, 2014, and notify them, the respondents that any
failure to file such returns will be deemed a waiver. Further,
upon the notification of the filing of returns by the defendants,
the Justice shall have the case transferred to the Full bench
for determination as the issue raised in the petition is a
constitutional issue. In the situation of any violation of this
Stay order will express the violations to the contempt process
of the Honorable Supreme Court.
A copy of the petition by the fourteen lawmakers including
Edwin M. Snowe, Jr. Gabriel Nyenkan, Munah E. PelhamYoungblood, Bill Twehway, Solomon George, A. Vamuyah
Corneh, Adolph Akwe Lawrence, Saah H. Joseph, Julius F.
Berian, Edward S. Forh, Acarous Moses Gray, Thomas P. Fallah
and William V. Dakel, All Representatives of Montserrado
County, of the City of Monrovia versus the Government of
Liberia by and thru the Ministry of Justice, it is stated that the
lawmakers filled their petition against the constitutionality of
Executive Order #65 on December 6, 2014.
The documents show that Justice Banks mandated the clerk of
the court on issued the Stay order at 4:30 pm on December 6,

lawmakers petition before the high court for a writ of
prohibition, the Supreme Court placed a stay order on the
executive order.
You are commanded to instruct the Respondents to stay and

suspend the enforcement of Executive Order #65 pending the


disposition of the matter by the court, stated the Stay Order
from the Justice In Chambers.
The court also ordered the Government of Liberia through the
Ministry of Justice and the Solicitor General to appear before
the court on Wednesday, December 10.
you are hereby commanded to notify the Government of
Liberia by and thru the Ministry of Justice, represented by the
Acting Minister of Justice and all Deputy Ministers also of
the City of Monrovia, Liberia in the above entitled cause of
action to appear before his Honor before His Honor Phillip
A. Z. Banks, III, Associate Justice of the Honorable Supreme
Court of the Republic of Liberia, presiding in Chambers at
the Supreme Court Room, Temple of Justice, on the 10th of
December, A.D. 2014 at the hour of 9:00 am to show cause why
the petitioners petition as prayed for should not be granted,
the Stay order further stated.
Justice Banks mandated the Government of Liberia to file its
return before appearing before the court on December 10 as
failure will be deemed as waiver.
Stated the Supreme Court Stay Order You are further
commanded to file their returns to the petition not later than
Wednesday, December 10, 2014.

LIBERIA IS JOINING the rest of the world in observing


International Anti-Corruption Day, in consonance with the
United Nations Convention Against Corruption which was
adopted 31st October 2003 by the United Nations General
Assembly.
IN A PROCLAMATION declaring the day as a working
holiday, President Ellen Johnson-Sirleaf, has urged
all Ministries and Agencies of Government, Local
and International Organizations, the United Nations
System and the General Public to join the Liberian AntiCorruption Commission in collaboration with Civil Society
Organizations and the National Integrity Forum, to plan and
implement appropriate programs befitting the occasion.
THE DAY ITSELF aims to raise awareness about corruption
and promote Anti-Corruption campaign activities, the
role of the United Nations Convention Against Corruption
(UNCAC) in combating and preventing it.
THE DAY FOR many is a solemn reminder of the many vices
continue to eat at the core of Liberias post-war resurgence.
CORRUPTION IN ALL shapes and sizes continues to hurt
Liberia economically, politically and socially. In every
corner of Liberia.
ACCORDING TO TRANSPARENCY INTERNATIONAL,
Corruption is a problem for all economies, requiring leading
financial centres in the EU and US to act together with fastgrowing economies to stop the corrupt from getting away
with it.
LIBERIA RANKS 94 out of 174 countries in 2014 with
a score of 37 illustrating the rugged challenge the postwar nation finds itself as it struggles to emerge out of the
obscurity of corruption purgatory.
WHAT MANY of those in authorities fail to understand is the
very nature of corruption and the impact and negative effect
it has on the daily life of those languishing at the bottom of
the economic ladder.
THE LIBERIA ELECTRICITY Corporation for example
has been unable to explain why several light poles in the
Monrovia area have been falling and putting pedestrians
and motorists at risk. Did someone overprice cheap poles?
Did authorities not see that a plot to get extra bucks off
government purchase could potential lead to the killing of
several people using routes where those poles have been
planted?
WE HOPE that the president will begin to force her officials
and those in authorities to answer some of these burning
questions.
INTERNATIONAL ANTI CORRUPTION DAY should not
just observed on paper as just another day to show the world
that Liberia is on board but it must serve as a chilling reminder
to those in authorities that their quest for riches on the backs
of the government could lead to the loss of someones life.
GOVERNMENT MUST GO BEYOND the establishment
of the Anti-Corruption Commission, a Policy and a
Comprehensive Strategy that outlines the preventative,
educational and enforcement measures to combat Corruption
in Liberia but must ensure that those who steal from
government coffers bear the full weight of the law. In the
Presidents own words, corruption in both Public and Private
sectors of a Nation undermines the Institutional Framework
of good governance. A Hint to the Wise

n December 3, 2014, President Ellen Johnson Sirleaf


issued Executive Order #65 (EO#65). The Executive
Order prohibits the mass movement of people,
including rallies, parades, and demonstrations on
the streets of Monrovia. The Order reads thus:
NOW THEREFORE, I, Ellen Johnson Sirleaf, President of
the Republic of Liberia, by virtue of the powers vested in me,
do hereby, by this Executive Order and for the purposes of the
aforesaid, order and direct that:
All concerted mass movements of people on the streets of
Monrovia during the ensuing Special elections, including in
particular rallies, demonstrations and parades, are prohibited
and for thirty (30) days after the announcement of election
results, thereby strengthening the efforts of the Government of
Liberia to contain the spread of Ebola, to protect the security
of the state, maintain law and order, and promote peace and
stability in Liberia.
Liberians are troubled by the Executive Order, and rightly so,
because our nation has been down this road before, and from
where we ended, as a people, we still have not recovered. The
omen is frightening; the action of the President should therefore
be rebuked by all.
The Executive Order is unconstitutional, it is reprehensible, and
it defies common political sense. With EO#65, the President has
invaded the constitutional province of the Legislature by making
law. In the third Whereas Clause of E#65, President Sirleaf
informed the nation and the world that there is an existing law
regulating rallies, parades, and demonstrations on the streets
of Monrovia, but that she, as President of the Republic, has
determined that the law enacted by the Legislature has proven
to be ineffective. Therefore, the President usurped the function
of the Legislature, and unconstitutionally took upon herself
the duty of law-making. This action of the President must be
condemned; it cannot be allowed to stand.
The President's power, if any, to issue an executive order must
stem either from an act of the Legislature or from the Constitution
itself. The President has no authority to issue EO#65 from either
of the two lawful sources.
In the framework of our Constitution, the fact that the Executive
Power of the Republic is vested in the President, who is the Head
of State, Head of Government, and Commander-in-Chief of the
Armed Forces of Liberia, counters any misconception that she
is also a lawmaker. The President is only to faithfully execute
the laws. And the Constitution is neither silent nor equivocal
about who should make the laws, that the President is required
to execute. After enumerating several law-making powers
of the Legislature, the Constitution goes on to say that the
Legislature is endowed with the additional power to make all
other laws which shall be necessary and proper for carrying into
execution the foregoing powers, and all other powers vested by
this Constitution in the Government of the Republic, or in any
department or officer thereof.
Exercising the executive powers does not give the President the
authority or the right to violate the Constitution and the laws
of Liberia. The fact that the Executive finds itself incapable of
enforcing existing laws, whether the law is the Penal Code, the
Public Safety Law, or the Vehicle and Traffic Law, does not, by
any stretch of legal reasoning give the President the right to make
a different law. If the President finds existing laws inadequate,
as she laments in EO#65, her constitutional duty requires her
to propose new laws to the Legislature. But she is without the
authority to make any law, new, different, or additional, to suit
her governance style.
Of course, there is no statute that gives the President the right
or otherwise authorizes her to issue EO#65, as any such statute
would itself be unconstitutional. The President's Executive

Order does not direct how a law enacted by the Legislature


should be executed; instead, it directs that a Presidential Order
be executed, as a law, in a manner prescribed by the President.
The President has said that she finds the 1975 Act that regulates
public marches and demonstrations inadequate. Consequently,
she issued EO#65, as a law, depriving Liberians of their
constitutional right to freedom of expression, which includes
rallies, parades, and demonstrations. That is wrong!
The Presidents reference to the Ebola virus, as an excuse for
her Executive Order, is shameful. Why would it be okay to have
mass movement of people, including political rallies, parades,
and demonstrations on the streets of Buchanan, Gbarnga,
Kakata, Voijama, Sanniquelle, and other cities of Liberia, but not
Monrovia? Would the President have us believe that Monrovia
is the only area in the country that continues to be affected by
the Ebola virus? Even a child can see through this political ploy.
The President also tells us that EO#65 is intended to protect
the security of the state, maintain law and order, and promote
peace and stability in Liberia. I respectfully disagree with the
President, as experience has shown, not only in Liberia but also
in liberal democracies all over the world, that the security of the
state is protected, law and order are maintained, and peace and
stability are ensured when the various branches of government
function within their constitutional limits, premised upon the
maxim that the government is by the people, of the people, and
for the people; and, when the people are allowed to exercise
their constitutionally guaranteed rights, with each person being
fully responsible for the abuse thereof.
The right to hold political rallies, parades, and demonstrations,
may be curtailed, restricted or enjoined by government
only during an emergency declared in accordance with the
Constitution. The President is no doubt aware that the State of
Emergency that was declared to deal with the Ebola virus has
expired. The President must also be cognizant of the fact that
she authorized the holding of the Mid-Term Senatorial elections
on December 16, 2014, confirming that rallies, parades, and
demonstrations could be safely conducted.
With a little over two years left in her constitutional tenure, the
President has evidently decided to take our nation another step in
the wrong direction, away from democracya step that would
lead our country down the path of autocracy and eventually,
anarchy.
EO#65 places Liberia in a tailspin! By the stroke of her pen, the
President has merged the functions of the two political branches
of governmentthe Legislature and the Executiveinto one;
the President has violated the Constitution and laws of Liberia,
which has the potential to lead our country into anarchy. Liberia
must not be allowed to descend into an environment that breeds
terrorism and extremisms. Therefore, regardless of where we
stand, Liberians must come together and rebuke this action of
the President. It is unlawful, it is bad, it is wrong, and it does
not serve the interest of any; not the Presidents, not the West
African community, not the global community, and certainly
not the interest of our Republic. The President would do well to
make amends without delay.
I, therefore, call upon you, Madam President, to yield to the talks
on the streets of Monrovia and throughout the length and breadth
of Liberia, as many perceive your action as being politically
motivated for selfish reason; pay attention to the voices from
the corridor of power, partisans and non-partisans alike; and for
once, listen to those whom you may perceive as adversaries,
but who generally speak out of love for our country. Please act
now: REVOKE, REPEAL, and CANCEL EO#65. EO#65 is
unacceptable, and will not be countenanced by the people of
Liberia!
May God bless the people of Liberia, and save the Republic!

whatever they wished. The sun has set in and darkness has vanished. This
president should learn lessons from the Arab Spring and take her cues from
the recent political showdonw in Burkina Fasso. Mind you, the youth are
awake and today's youth are far more awake than the youth of 30-40 years
ago. They are awake and not dangerous, but danger comes when leaders
begin to under-estimate the power of thier own population to demand and
enforce changes.

decision of the Liberian Supreme Court which will rule on the feasibility of
the Senatorial election to be held on 20 December 2014. Some of you think
you understand constitutional laws. Some of you criticised the president

The security health of our people is at risk. That is the responsibility of the
president. You people forget the hash reality of the experiensed danger of
the Ebola epidemic. If you think the president's action is wrong take it to the

I'm not a proponent of the Sirleaf's administration, but must point out that
all of this mess was created by the National Legislators...authorizing NEC
to carryout elections in the middle of a disease outbreak ...ignoring the
(public) safety of our people for political gain and self aggrandizement...
knowing that massive gathering which prompts physical contacts violates
preventive measures of disease(s) outbreak, why carryout elections? Socalled pundits would refer to the constitution that is often ignored when
it comes to discharging public service(s)...once again, Liberians safety
was compromised...On the other hand, President Sirleaf imposed a stay
order to safe her administration from international pressure by adhering to
public safety measures...but the stay order also infringes on the rights of the

enough, the people will rise up and stage massive peaceful protsets and sitins at various government facilities to bid this government good bye...the

existing laws or make new ones via Executive
Orders??? I say...Hell no! (Re "Executive Order
#65..").
The Constitution only empowers the President to enforce existing
laws! That's why the Liberian National Police, National Security
Agency, and the Armed Forces of Liberia are all under the
executive branch!.
But the President says (in Executive order #65) that "exiting law
requiring persons desiring to march or demonstrate to obtain prior
permit from the Ministry of Justice have proven ineffective..."
Can the President tell us why these exiting laws are ineffective??
Oh wait, I forgot: The President, acting like a military dictator,
thinks that passing Executive Orders would stop CDC goons from
blocking productive citizens from going to work or school.. Or
would stop them vandalizing or looting private property. Or stop
them from blocking market women from taking their goods to the
general market..
Earth to Grandma Ellen:
What make you think that people who purposely DISOBEY
"exiting law requiring persons desiring to march or demonstrate
to obtain prior permit from the Ministry of Justice have proven
ineffective..." would OBEY a NEW law (executive order #65)
prohibiting mass rallies, demonstrations, and parades during the
specials elections and 30 days thereafter, just because you say

During the 2006 presidential election, these were the same CDC
goons who went around the country hyping election violence!
Again, during the 2011 election, These same goons stopped
productive citizens from going to work or school. They stopped
market women from taking their goods to the general market.
They stopped mothers from taking their sick children to the
hospital.
Are you waiting for the goons to push our country to brink of
anarchy before you start taking them seriously?
Appeasement doesn't work with these goons. The only language
the CDC goons understand is brute force!!! In other words "when
ears don't hear, backside must feel"
You should AMEND Executive Order #65 as follows:
Where as Article 50 & 53 of the Constitution of 1986 vest
"executive power in the president....to preserve, protect, and
defend the Constitution and laws.." of Liberia and
Where as Article 17 states that "All persons, at all times, in orderly
and peaceable manner, shall the right to assemble.. (attention cdc
goons: it says "in orderly and peaceable manner")...and
Where as Article 13a states that "Every person lawfully within
the Republic shall have the right to move FREELY throughout
Liberia...subject to the safeguarding of public security, public
order, public health, or morals or the rights and freedoms of
others"..and
Where as Article 11 states that "All persons are bone equally
free and independent and have certain inherent and inalienable
rights, among which are the right of enjoying and defending life
and liberty, and ..possessing and protecting protecting property,..
as provided for in this Constitution"
Therefore, I, Ellen Johnson Sirleaf, President of the Republic
of Liberia, by virtue of the powers and authority vested in the
president by the 1986 Constitution and laws of Liberia, order the
following:

1) During all "peaceful protest", if you throw stones at the police,


you will get a good ass whipping from the police, right on the
spot! ( see Article 11..defending life, liberty and property!)
2) During all "peaceful protest", if you throw stones at 3 year old
children in school, their parents will be allow to stone you back!
(see Article 11..defending life, liberty and property!)
3) If you loot during your so-called "peaceful protest", you will

5) If your "peaceful protest" becomes a major nuisance (disturbing
the public's peace!), you will be arrested! You will not be allowed
to violate the rights of large number of people who are not
interested in your so called "peaceful protest"! (see article 13a)!
As you can see, the above amendments are reinforcement of
the Constitution, because the Constitution only empowers the
president to execute the laws on the books, and not to make new
ones via executive orders!!
Um, Madame President, I mean no disrespect, but if you can't cite
specifically as possible, where in Constitution, or what Liberian
law grant you the power to prohibit mass rallies, demonstrations,
and parades during the specials elections and 30 days thereafter,
please amend Executive Order #65!

STAY ORDER: IS ROBERT
SIRLEAF AN EXCEPTION?

Mr. Editor:

obert Sirleaf is not yet senator and already he has


embarked on a spree of flagrant disrespect for the
rule of law and civil authority. I wonder what kind of
senator he promises to be, in the unlikely event that he
gets elected.
When the honorable Supreme Court issued a stay order last Friday,
it was expected that, in full obedience to the rule of law, all actors
(aspirants, political parties, and electorates) would call off all
campaign activities until such time when the Court issues further
notice to proceed or not to proceed with the elections. Contrary
to this and in a blatant disrespect to the Courts stay order and
the NECs admonition to all concerned parties, Candidate Robert
Sirleaf is still canvassing and conducting campaign activities.
Specific reference is made to giant size billboards bearing
the portrait and campaign messages of Robert Sirleaf. These
billboards, located around Parker Paint Community and at the Old
Road Junction just across from the Presidents house, have been
placarded with Roberts campaign portrait days after the Supreme
Court placed a stay order on all election activities.
People who want to lead this country, especially those who want
to be our senators ought to be law-abiding citizens. I would
rather hope that Robert Sirleaf would be a law-abiding, humble
personality, and hence an example to emulate. But so it is, Power
corrupts and absolute power corrupts absolutely.
Robert must not go with impunity. He must be investigated, and
if found culpable, must be punished so as to deter him and other
people bent on disrespecting our laws and legal processes.

big bucks and swashbuckling
entrepreneurs, the modern day
version of the gold rush in
Liberia could produce all of
the elements of the resource
curse or the Dutch disease. On
the other hand, if the resources
are managed properly, it
could support the countrys
development agenda. Thus, the
reform process is absolutely
necessary to ensure that
Liberians gain from their natural
resources.
Resources should help countries
grow and develop, but instead,
they often lead to conflict,
corruption and poverty. History
is full of examples of countries
whose natural-resource wealth
led to less economic success.
Revenue from extracting raw
materials might be mismanaged
or embezzled by government
officials, or siphoned off by
foreign
corporations.
The
bonanza might crowd out
investment in other parts of
the economy and make goods
and services more expensive.
And the countrys fiscal and

since the resignation of former
minister Christiana Tah is a
strong proponent of the president
enforcing executive orders.
The recent issuance of Executive
order No. 65 by President Ellen
Johnson Sirleaf ordering halt to
rallies, has been criticized by
prominent individuals including
the son of the Liberian president
Robert Sirleaf; but Acting Justice
Minister insists that the order is
to ensure that the spread of the
deadly Ebola virus is minimized
in Monrovia.
Several critics and legal
observers have been pounding
on the latest declaration terming
it as trampling on the rights of
people to free movement.

How Oil can Profit or Ruin Liberia


economic fate might hang on


volatile
global
commodity
prices, especially for smaller and
less diverse economies. Liberia
is not new to the oil game.
In 1958 an exploration license
was awarded to the Liberian
American
Exploration
Corporation (LAEC), which
led to geological fieldwork in
1959. LAEC did not conduct
any further activity. Exploration
activity did not start again until
1968 when the government
commissioned an onshore/
offshore aeromagnetic survey.
The survey indicated the presence
of a thick sedimentary section.
This was in contrast to the thin
sedimentary
interpretation
suggested by Tennessee Gas
Transmission Company, which
was conducting exploration
work in neighboring Sierra
Leone. Also in 1968, Conoco
and Chevron acquired some
magnetic, seismic and gravity
data from the government and
Union Carbide also acquired
some offshore and onshore
gravity data.

In 1969 a Petroleum Code was


promulgated. Accordingly, three
offshore Blocks were awarded
to Union Carbide (Block A),
Frontier (Block B) and Chevron
(Block C). Chevron Oil Company
of Liberia drilled Chevron well
No.1 (IIB-l), 25 miles southwest
of Monrovia, to a depth of 9504
feet. Union Carbide Company
of Liberia drilled Union Carbide
well No.1 (Al-l) 23 miles to the
north of the Lofa River month,
to a depth of 5 405 feet and well
No.2 (A2-1) to 10320 feet in the
vicinity of Chevron well No.1.
The search for oil began anew
in 2000 under the regime
of former President Charles
Taylor when the government of
Liberian formed the National
Oil Company of Liberia
(NOCAL) and in 2002 enacted
the Petroleum Law which is
still in effect today. With no
money to develop the countrys
oil program, NOCAL contracted
TGS-NOPEC, than a Norwegian
company domiciled in Houston,
Texas to conduct 2D seismic
on the Liberian offshore basin.

That agreement was for a little


more than 6 million US dollars
and resulted in the delineation
of the countrys oil basin into
17 oil blocks in the shallow
waters. Due to the reemergence
of conflict in Liberia, the
Taylor administration could not
tender any of the blocks and
thus in 2003 when the National
Transitional Government of
Gyude Bryant came to power,
it had 17 oil blocks to trade, and
it mostly traded them in two
bid rounds, but several of the
blocks were granted by direct
negotiations, which have later
come to make millionaires out of
several foreign individuals.
Liberia can avoid the resource
curse afflicting many African
nations. Despite Africas wealth
in oil, gold, chromium, platinum
and other minerals, very little
manufacturing takes place on
the continent. Rent-seeking and
corruption have created powerful
elites that block diversification
and inclusive growth. Too many
leaders and their cronies use
resource income for personal

enrichment at the expense of


development. For example,
about 80% of Nigerias oil
wealth accrues to 1% of the
population while the percentage
of people living on less than a
dollar a day has increased from
just over 27% in 1970 to about
75%, wrote Greg Mills in his
2010 book called Why Africa
is Poor.
Liberians have two options
in developing a model for oil
exploration and production.
They can adopt the superior
examples of Norway or they can
choose to use opaque and corrupt
models in its development
agenda and wind up like its
counterparts in the resource
rich countries in Africa, such
as Equatorial Guinea and Chad.
Norway has set the standard.
Norway
first
discovered
petroleum in the North Sea
in 1969 but has managed
to successfully steer away
from the resource-curse, by
minimizing rent-seeking and
corruption. Norway, the sixthlargest oil exporter in the world,
is an example of how to use a
countrys oil-wealth to benefit
the people. Norway heads the
Human Development Index,
which measures the well-being
of people around the world. This
is in part thanks to the fact that
the countrys immense natural
resources have been directed into
the Government Pension Fund
Global, previously known as the
Petroleum Fund. This change
of name is consistent with the
idea behind the fund: To pay
for the future well-being of the
Norwegian people.
Ghana is the newest player on
the block but it has adopted a
more pragmatic and transparent
course. Ghana has put in
play measures to maximize

benefits from its oil resources


for its economic development
including citizens participation
especially in local content,
skill-building
and
various
employment
opportunities.
Ghana has a logistic shorebase
that affords Ghanaians the
opportunity to establish and
expand profitable businesses that
provide goods and services to the
growing oil and gas industry. It
is the Ghanaian logistic base that
is currently used for exploration
activities in Liberia, creating
hundreds of additional jobs for
Ghanaians.
Ghana is doing it well from the
start.
Today, Liberia has auctioned
off or negotiated 12 blocks
LB6-LB17, (four are being
reassigned in a current bid
round), the past has been rocky
for the countrys oil program,
producing millionaires, and
yet no oil production, although
revenues have also flowed to the
countrys oil program, providing
scholarships
for
students,
funding social programs and
in many cases, wastes have
occurred. It would take at least
a decade before oil production
begins if oil is discovered. Most
experts believe that significant
more
money
and
more
accountability institutions must
be created before Liberians begin
oil exploration and production.
Hopefully reforms currently
being considered by the House
of Representatives will answer
the question whether Liberia is
afflicted by the resource curse or
if it can copy the good examples
of Norway and become a
prosperous oil producing nation.
It will depend on transparency,
accountability and the national
will.
Already the oil program is marred
by allegations of corruption
and lack of accountability.

counties, said: What happens in
Monrovia is absolutely different
from the other counties and if the
stay order is removed, we will
ensure that the order takes effect
in the fifteen counties.
The Acting Minister added that
the Executive order was issued
to make people planning to
become lawless be aware that
this country is made of laws and
they must act in accordance with
the law.
At the same time, the Supreme
Court of Liberia has issued a stay
order on Executive order No.65
pending a notice of assignment
to the parties for hearing in the
petition to the court.
The issuance of the stay order
followed a petition filed by
parties including the son of

the Liberian President, Robert


Sirleaf and fourteen members
of the National Legislature
who requested the high court to
put a stay order on the recent
declaration by President Ellen
Johnson Sirleaf.
During Mondays hearing, Cllr.
Sannoh said that at least eight
counties have been free from the
virus and the Executive Order is
a strategy to reduce the spread of
the virus.
The
Executive
is
still
strategizing as we speak so
that this deadly virus can be
minimized from the country,
said Cllr. Sannoh.
The Executive Order is not
intended to marginalize people
or to favor anybody put is made
to protect the Liberian citizenry
he added.
There are attempts to make this
place lawless and those who
have planned such act must not
be supported by this court.
The acting justice Minister added
that the executive order must be
supported so that the issue of
Ebola can be reduced.

the Christ Kingdom Harvest
Church, she set a new one.
Speaking at the launch of the
program attended by Anthony
Banbury head of the United
Nations Ebola Emergency
Response (UNMEER) and
other government officials,
President Sirleaf said she wants
2014 to close without Ebola.
This campaign is a nationwide
effort, between the government
and our partners and the
people of Liberia particularly
to achieve the national goal of
no new cases by the end of the
year, she said. We have made
great progress in stopping
Ebola, but we know that the
disease is still in our country.
We all have to intensify our
efforts, to travel that very
difficult last mile.
President Sirleaf, optimistic
about the significant progress
Liberia has made in combating
the virus, said Liberia must now
set a new code of allegiance and
make it a commitment to see
Ebola completely eradicated
from Liberia.
Through our efforts, the
disease has retreated into
places that are hard to reach.
So, it is now in communities,
across Liberia, sometimes in
our rural areas, difficult to get
to and we must find a way to
deal with it, she said.

The small Clinic is only
capable of treating twenty
people daily and is not close
to enough to cater to the over
30-50 towns and villages in the
region. For this reason, many
are denied basic health care,
because they cannot afford to
travel to Cestos City by the
Cestos River which serves as
the only means of commuting
people via Kru canoe to Cestos
City.
In an effort to find out why
there are no other clinics in
the district, a visitor recently
crossed the wide, dark and
deep Cestos River to locate
an abandon Health Facility in
a town called Klagba, several
kilometers away from the
Po River Clinic on the Pillar
of Fire Mission in the same
District.
Why do you think our women
are doing home deliveries that
are dangerous because the Po
River Clinic is not near and
many pregnant women cannot
cross the River? Because from
here to Cestos is not a small
distance for a pregnant to
travel when she is in labor,

of the County would treat his
own people in such a manner,
Mr. Kortee then referred the
journalist to the Ministry of
Health Infrastructure head, Mr.
David Jallah in Monrovia, to
give full details of how much
the project cost.
I do not know how much the
project is worth but it is true
that Mr. Yalartai abandoned
the project two years ago and
nobody knows his whereabouts.
But this abandoned project
is supposed to be a medical
complex and if it had finished,
it would have catered to the
whole District because when
completed, it will have Doctors
Nurses quarters, Laboratory,
Maternal ward, Children ward,
General ward and Out patients
Department.
While the people across the
Cestos and the Yarnee River
continue to suffer due to
the lack of basic healthcare,
the mysterious contractor
remains at large. And while
the abandoned project nearly
swallowed up by bush, remains
hanging in Limbo, pregnant
women will continue to die,
since the remaining funds were
reported allocated to something
else and not the completion of
the medical facility.

Teachers work without Pay

The death is announced of Mr. Slewion T-Toe, an


employee of the Liberia Electricity Corporation
(LEC), which occurred on November26, 2014 at his
Jamaica Road residence in Monrovia.
A journalist of many years, Slewion worked with
the Ministry of Information for nearly 15 years, and
the with the Monrovia Daily News, Daily Times
(Shareholder/Founding Partner) and the Labour
Times, among others.
He was Assistant Manager for Public Affairs at the
LEC up to the time of his death.
Slewion is survived by his wife Gloria, children
Sankan, Tewloh, Seahlatee, Edwin, Slewion, Jr., Pet
and Ardy as well as a host of relatives in Liberia and
the United States.
Funeral announcement will be made at a later date.

gathered in front the Monrovia City hall to draw the
attention of members of civil society organizations,
members of the National legislature amongst others to the ongoing
bad labor practices muted against them by the Education Ministry.
The teachers said they were recruited, trained by their district
Education officers from the Education Ministry to conduct fifteen
days Ebola awareness in their respective communities .
The teachers through their spokesman Franklin P. Davis , alleged
that their district Education Officer recruited them a month ago to
intensify their Ebola awareness in communities with a promise to
pay fifty united states dollars per day following the completion of
the Ebola awareness.
He said such promise has not been fulfilled on grounds that the
Assistant Education Minister for Administration inform them that
the recruitment and training process were not sanctioned by the
Ministry and that they cannot pay them.
Unfortunately, when we went to the ministry to collect our just
benefit they deliberate told us that they dont have money to pay
us reasons that information reaching to us was misleading , after
we have been trained by them for two conservative days Mr.
Davis lamented.
He said teachers recruited are more than eight hundred from
Montserrado County and across the country they are more than
five thousand other teachers who were also contracted by the
Ministry for the ebola awareness.
Mr. Davis termed the action by the Education Ministry as a cleaver
attempt to rob suffering teachers off their compensation.
We termed this action as being barbaric, being inhuman and
using our labor to be split in the mud and for that reasons we are

not going to leave any screw on turn, we are going to use every
means necessary or even the legal means to make shore that we
get our just benefit said Davis.
In a rather harsh tone another teacher Madam Willamette
Telewoneh, said they were informed that for the public school
teachers they were not going to receive money for the Ebola
awareness and for the private schools teachers the Ministry will
see if they can benefit.
After we have work tirelessly at the end of the day they have
come up to tell us that they dont have money for us because we I
employ by the ministry of education , if we are employed by the
ministry of education, why they didnt include all the teachers
they only include hand full. Said Madam Willamette Telewoneh.
She argued that if it was a job for teachers from private schools to
do it was logical to incorporate all of the teachers and not some
teachers, something he termed as abuse of their rights and labor.
According to her, they risk their lives in dangerous areas such as
refugee camps, VOA, Brewervillle and other communities that
reported high rate of Ebola cases and were not even provided
PPEs to protect themselves.
Said Madam Telewoneh , the job was tedious, we were creating
awareness, doing survey, marking of houses , schools without
given PPEs in those dangerous areas.
She wants the education Ministry to rethink and provide them
their just benefit on ground that they have completed the job and
it was approved by their District Education Officer DEO, and
County Education Officer CEO.
The Public Relations officer at the Education Ministry filled
to answer his phone as his phone rink endlessly. Investigation
continues.

CONFLICT BETWEEN GBARNGA RADIO STATIONS RESOLVED TRUCE REACHED

between
staff
members of Radio
Gbarnga and Super Bongese
FM has been resolved following
a 2-day mediation effort led
by the Press Union of Liberia,
the Center for Media Studies &
Peace Building (CEMESP) and
the Bong County Civil Society,
with support from IREX.
The media followed more than
a year of heightened tension
between staff members of
both stations. The conflict has
however grown ridiculously
unmeritorious
during
the
last several weeks, whereby
scandalous attacks were waged
on rivals and their family
members, utilizing the radio.
This gross degeneration of the
conflict greatly demeaned the
credibility and respectability
of the media in Gbarnga,
and
prompted
complaints

from several members of the


Gbarnga community, including
journalists.
At the two-day meeting, also
attended by Bishop Anthony
Borwah of the Catholic Diocese
of Gbarnga, the PUL mediation
team engaged both parties,
drawing attention to key actions
in the confrontation, which

violated various sections of the


media code of ethics.
The conference noted that staff
from both stations flouted basic
media ethics, including various
sections of the Press Union of
Liberia (PUL) Code of Conduct,
by running unsubstantiated,
scandalous and biased reports in
their effort to get at colleagues

on the other end to address


perceived claims.
While the conflict endured, the
stations utilized their positions
to deny staff from rival stations
opportunities that were available
for professional development,
ensuring that some community
members did not benefit from the
platform provided by both parties

to discuss public issues, and


allowed their relationships with
various political actors to cloud
their judgments, to the extent of
furthering the confrontation.
At the close of the dialogue,
representatives of the stations
adopted a joint communique
which, among other things,
recommitted themselves to
working in a professional
manner in providing news
and information about their
community.
Following the mediation and with
advice from the PUL, CEMESP,
Civil Society, the parties agreed
to undertake several corrective
measures including to "publicly
apologize to the community for
the actions... which undermined
community cohesion, heightened
tension and disrupted peace and
professionalism in the media;
and recommitted "to working
for the community in promoting
peaceful
coexistence
and

development," and renewed their


commitment to professional&
ethical journalism that will
restore community confidence in
the community radio .
Closing the session, Press Union
of Liberia President Abdullai
Kamara welcomed the resolution
of the conflict as an important
step in putting media in the
position to lead community
development and peace building
efforts.
He said the media cannot be
an effective part of the peace
building process, if journalists
are engrossed in conflict and
violating ethical concerns.
Mr. Kamara noted that regardless
of how offensive anyone has
been, even to media, journalists
are under a professional
obligation to report such matter
in a most ethical manner, in the
hope that the audience will learn
useful lessons from the media
accounts.

SLEWION T. TOE IS DEAD

brokenhearted
by the death of long-time
journalist Slewion T-Toe,
describing him as being
among the pioneers who
laid the foundation for the
current generation of young
journalists.
Mr. T-Toe passed away on
November 26 at his Jamaica
Road residence on Bushroad
Island, his wife Gloria told
the Union. He was 56, and
died following a period of
illness.
The fallen journalist traded
his profession at the Ministry
of Information Cultural
Affairs & Tourism (MICAT),
working in the broadcasting
division, and later with
MICAT TV between the

peace and stability in Liberia.


I respectfully disagree with the
President as experience has
shown, not only in Liberia but
also in liberal democracies all
over the world, that the security
of the state is protected by law
and order are maintained and
peace and stability are ensured
when the various branches of
government function within

rights with each person being

for a halt to the December 16,
2014 Senatorial election due to

Last week it was widely
speculated that the high
court was to hear the writ
of prohibition that led to the
current stay order placed on the
December 16, 2014 senatorial
election but the hearing failed
as Chief Justice Francis
Korkpor announced in open
court that there was no hearing
assigned by the high court on
the matter.

which lasted for nearly
nine-hours was witnessed
by several Liberians from

This is unusual, a lawyer
attending hearing at the

Supreme Court who had gone


to ease himself in the high
court bathroom said.
Lawyers and party litigants
were seen roaming the grounds

of the Temple of Justice in


search of place to urinate or
defecate.
The Supreme Court male
bathroom was seen filled, with
urine wasted on the floor as the
lawyers and other Liberians
who turned out to witness the
Supreme Court hearing on the
Wirt of Prohibition against the
2014 senatorial election were
murmuring on the issue.
At the hearing, men and
women were seen using the
same bathroom while others
had to go at the City Court to
use the restroom.
The Supreme Court is on
the fifth and six floors of the
judiciary building.
The judiciary currently has
two persons working as court
administrators and over 50
persons serving as workers at
the third branch of government.
Though every court has a
bathroom but they are not fully
maintained as feces and urine
are usually seen in commodes.

You come to court and sit


all day you have to go down
to city court to urinate, this is
unacceptable, one lawyer who
did not want to be named said.
The Monrovia city court is said
to be currently operating one
commode and two holes for
male to urinate.
As for Courts A, B, C, D they
all operate one bathroom each
in which either there is no water
at some point or the bathrooms
are locked and lawyers and
party litigants have to request
for the keys before using.
Fluid is said to be one of the
ways in which Ebola is spread

and if the hygiene problem at


the judiciary is not handled
properly, many believe it could
lead to possible infections or a
case of Ebola may develop at
the judiciary.
When contacted, one of the
maintenance workers (name
withheld) told our reporter that
the manhole connected to the
bathroom was full and repeated
requests have been made for
repair but to no avail.

Security sources involved in
the investigation also hinted

assistance from the Government
of Liberia and any act by anyone

to deny the people that benefit

Mr. Levi C. Kanioe a Youth
advocate in the County, in
an interview with FPA at the
Police depot in Margibi County
disclosed that Gbakpea Town
had a population of about fifty
people but that population has
reduced as a result of the deadly
Ebola Virus outbreak in that area.
Kanioe
expressed
disappointment over the attitude
of some local county officials
whom he said are hurting the
very citizens they are expected to
be serving or protecting. I feel
officials of government should
now be working hard to assist the
residents of the town rather than
harming them by stealing their
food, Kanioe said.
He attributed the attitude by
some officials of government to
steal benefits intended for the
ordinary citizens as some of the
vices that has subjected Citizens
of that county to poverty.
Kanioe said: we want the

seats in the Senate.


The point is this. If the
senatorial elections fail to hold
before January 2015 then, by
that action, we the people of
Liberia, would automatically be
mandating the sitting Senators to
continue to conduct the peoples
business until at such time when
we cause them to leave their
offices by regular elections,
Kiamu continued.
He called on Churches and
institutions to stand ready
to participate in the pending
senatorial election adding that
they should not allow anyone to
take them on a propaganda ride.
AEL believes that we should do
all we can to nurture Liberias
democracy and not rupture it.

management of LACE for
the situation, and said he has
clarified his position on the
situation.
He denied allegations that he
is on the run in the county but
failed to give his current location
saying: I am in a meeting and
later I will be meeting with some
Clan Chiefs in the District.
For his part Mr. Julius Sele
Executive Director for the
Liberia Agency for community
empowerment said, there was a
clear misunderstanding by the
residents of the county whom
he said thought the food was
intended for them.
Sele said: We completed the
distribution of food to residents
of the Teemor Chiefdom and we
need to carry food to other parts
of the county and to do so we
had to passed through Margibi
County to travel through
Bong County before getting
to other areas but the people
misunderstood the decision and
felt their food was being taken

Teahjay as the next Sinoe County Superintendent has
to wait a little longer before finding out whether he
would ever take on the job.
Quiahs confirmation hearing Monday was greeted with hurdles as
senators chose to postpone the hearing based on a past audit report
from the General Auditing Commission of Liberia in which the
administration under which Quiah served as Assistant Superintendent
for Development could not account for more than US800,000 dollars.
The Senate Committee on Internal Affairs chaired by Senator Armah
Jallah(Liberty Party, Gbapolu County) postponed the hearing after
the issue about the GAC report against the Sinoe County local
government was raised by his colleague Senator Dallas Gweh.
Quiah, who was among several local officials of government
including Superintendents, Development superintendents, District
commissioners from counties including; Sinoe, Rivercess, Gbarpolu,
Maryland and River Gee, was asked to step out because they could
not continue with his hearing.
The Superintendent designate unfortunate situation came about as a
result of a concern raised by Senator Gweh who asked the nominee
about some eight hundred thousand unaccounted for as indicated by
the GAC against the administration of the Mr. Teahjay under which
he served as Development Superintendent.
Mr. Quiah told FrontPageAfrica at the Capitol Building Monday that
he did nothing wrong and denied misusing any fund intended for the
county development. He described the GAC as group of old order
people who are not abreast with current information.
Quiah promised that when confirmed by the Senate, he will run a
county that is not ethnic sensitive by bringing on board all citizens
irrespective of the ethnic groups they belong to.
Recently the Liberian Anti-corruption Commission indicted the
Teahjay administration for misappropriating money intended for the
county development.
Teahjay in response to the LACC indictment threatened legal
action against the LACC and blamed some members of the County
legislative Caucus for masterminding his indictment.
According to Teahjay, lawmakers of the Sinoe County legislative
caucus including Senator Nyenpan and representative Zarzar are
frightened by his ambition to contest the senatorial seat in the county.
Teahjay accused Senator Nyenpan of playing a role in the awarding
of contracts to some contractors which according to him were owned
by the Senator who allegedly used his influence to manipulate the
bidding process.
Recently at a news conference former superintendent Teahjay came
under attack from Representative Matthew Zarzar who according to
him was responding to Teahjay claim that he (Zarzar) is a primitive
man.
Representative Zarzar accused Teahjay of wearing two sizable rings
in his middle and index fingers.
According to Zarzar, Mr. Teahjay superstitiously brags that the rings
are charms reportedly containing some sorts of part that would protect
him against prosecution for crimes he committed.
Zarzar said: He waives his hands containing these rings as he greets
people believing that these rings contain magic power to convince the
public including leaders as he performs these wicked acts. He thinks
these rings would make his words final in every discussion; is this not
primitive?
Rep. Zarzar also claimed that Mr. Teahjay is hosting a Malian juju
man (Witch Doctors), who has been living in his house since he
became superintendent.

problem: bad data.
Having accurate numbers
about an outbreak is essential
not only to provide a realistic
picture of the epidemic, but
to determine effective control
strategies. Dr. Bruce Aylward,
who is leading the World
Health Organization's Ebola
response, said it's crucial
to track every single Ebola
patient in West Africa to stop
the outbreak and that serious
gaps remain in their data.
"As we move into the stage of
hunting down the virus instead
of just slowing the exponential
growth, having good data is
going to be at the heart of this,"
Aylward said. "We are not
there yet and this is something
we definitely need to fix."
"Decisions about prevention
and treatment should be datadriven, but we really don't
have the data," agreed Irwin
Redlener, director of the
National Center for Disaster
Preparedness at Columbia
University.
A week ago, the World Health
Organization insisted at a
media briefing it had mostly

met targets to isolate 70


percent of Ebola patients and
bury 70 percent of victims
safely in Guinea, Liberia and
Sierra Leone. But two days
later, WHO backtracked and
said that data inconsistencies
meant they really didn't know
how many patients were being
isolated. Then the U.N. health
agency also conceded that
many of the safe burials were
of people not actually killed by
Ebola.
Aylward said not knowing
exactly how many Ebola
patients there are in hotspots
like western Sierra Leone
means health officials might
miss potential contacts who
could unknowingly cause a
surge of cases. Compared to
other epidemics like malaria,
which is more seasonal and
can fade away without huge
control efforts, ending the
Ebola outbreak will require
extraordinary attention to
detail.
"This outbreak started with
one case and it will end with
one case," Aylward said. "If
we can't get 100 percent of the
contacts of cases, we will not
be on track to shut it down.
Unfortunately at the moment,
the data right now is not
enough for us to get to zero."
In West Africa, where health
systems were already broken

at tracking known or suspected

but not as reliable relaying
that information to national

The software built to track
Ebola outbreaks was initially
designed by the CDC to have
one person entering data
into a computer. That "was
perfectly fine since the dawn

of time up until" the outbreak


exploded this summer, said
Armand Sprecher, a public
health specialist with Doctors
Without Borders.
The CDC has redesigned the
software so now multiple
people can enter data, although
that created new problems like
possible duplication, Sprecher
said.
When the epidemic starts
to taper off, health officials
should have more time to find

every Ebola case and their


contacts. But they may find
they have to re-establish trust
with the community to do that.
"If people were calling in cases
for months and no one was
coming ... and then suddenly
that's no longer a bottleneck,
do people suddenly realize
that and say, aha, if I call in
today, it'll work this time?"
asked Sprecher. "If you've lost
the community, you don't get
anywhere."

clothes and other assorted materials.
This is one major way of identifying and
helping to protect our children especially
those who have lost fathers, mothers and
families to the deadly Ebola virus Alphan
Kabba says.
According to Plan Liberia Bomi Program
Unit Manager Alphan Kappa, this is Plans
way of showing humanitarian concern to
those affected by Ebola particularly, orphans.

In its bid to help Liberians kick this deadly


virus out of Liberia, and save thousands of
lives, Plan International Liberia took truck
load
of rice, oil, preventive materials and

assorted items to two of Liberias fifteen


counties in Lofa and Bomi.
Plan distributed food items to 92 orphaned
children in Bomi County. This included 176
x 25kg bags of rice, 184 bottles of cooking
oil, 92 sachets of salt. Clothes and shoes
were distributed to 60 orphaned.
Meanwhile, Plan Liberia is planning to
establish alternative care centers for children
affected by Ebola in line with the Liberian
Government policy and procedures.
Plan will establish six interim care centers in
Bomi, Nimba and Lofa Counties respectively
for children who have been affected and
discharged or who lost their parents as a result
of the Ebola Virus and are now vulnerable
with no care. This will be supported through
the Ministry of Health and Social Welfare
who will manage the six centers.
The Interim care centers will provide
temporary care, support and protection to
those vulnerable children.

Liberias Alex Nimely moves to Port

the signing of former Manchester City
striker Alex Nimely.
According to the clubs official website,
Nimely finalized a deal on November 26that will
keep him at the club until the end of the season.
Nimely has been training with Rob Page's side
forseveral days following his release by City in the
summer.
His signing will come as good news to new Liberia
coach James Salinsa Debbah, who is confident
he can persuade the 23-year-old to switch his
allegiance to the land of his birth.
Nimely, a former England under-20 international,
played for Mighty Barrolle before moving to
Cameroons Coton de Garouain 2006 and later
joining City in 2008.
He spent six years at the Etihad Stadium but only

played one premier league gamea 6-1 win


against Burnley at Turf Moor on April 3, 2010, and
spent time on loan at Middlebrough, Coventry City,
and Crystal Palace.
Nimely is yet to be assigned a jersey, having missed
the 2-2 draw away to Gillingham on November 29
with veteran midfielder Michael Brown's injurytime goal ensuring the spoils were shared.
Dany N'Guessan put the visitors ahead after 18
minutes with a low shot from the edge of the box.
John Egan equalized shortly before half-time with
a brilliant 30-yard effort and then headed in his

37-year-old Brown's late deflected shot earned Vale
a draw.
Nimely could debut against Coventry on December
13, having impressed Page in a reserves game.

"He's a great addition to the squad and one that
we're excited about watching develop. He showed
in a couple of reserve games what he is capable
of doing," said Page, who has signed defenders
Stephane Zubar (Bournemouth), Reiss Greenidge
(West Bromwich Albion)and Remi Streete
(Newcastle United), all on loan, along with striker
Harry Panayiotou (Leicester City).
But only Zubar, now suspended for three games
after being sent off for retaliating at Joe Garner
in the defeat at Preston on October 18, has so far
figured.
Having taken over when Vale were lying 23rd,
Page's side are placed 15th on the 24-team table
with 23 points from 19 games, having won six,
drawn five and lost eight with 25 goals scored and
27 goals conceded.
