Brgy. Panubigan is the biggest barangay in Canlaon City.

It is located east of the


city proper and about two kilometers from the city center. It has a land area of 10,152,160
square meters or 1,015.216 hectares and a total population of 5,152 more or less. It is
composed of several sitios namely Alibabay, Carmen and Pasto, most of which are
separated by flowing rivers in the south and east boundaries is Binalbagan River which is
hazardous to pupils to cross especially during rainy days due to the overflowing of water
and the strong current.
Barangay Panubigan is characterized by rolling hills with slopes of 15 to 20
degrees. It is suited for rice, corn, and sugar cane productions, as well as industrial crops
such as coffee and coconuts thats why the main source of livelihood of the people is
farming. Some housewives are engage in buying and selling fruits and vegetables in the
adjacent barangays. Some men, women and even children work as laborers in haciendas.
The Mother Tongue spoken by most residents are Ilonggo and Cebuano.

The school improvement plan provides a framework to ensure that the future of the institution is
taken great concern and for us to be guided in all our endeavors. This framework helps the school
administrator, teachers, parents, pupils and all the stakeholders for analyzing problems, identifying
underlying causes, and addressing instructional issues in a school that has not made sufficient progress
in terms of pupils achievement and to have a clear view of the targets necessary for the betterment of
the school.
This plan is develop based on the needs of the school, prioritizing and identifying the target of
profitability on the pupils. Every stakeholder intends to use and implement this plan in a progressive
manner to see and be able to reap whatever design has been set. As mandated in the Republic Act 9155
that the principles of shared governance of which accountability and transparency shall be operational
in the performance of functions and responsibilities in all levels.
Likewise, all this School Improvement Plan contains are what the school and its community intends
to achieve for the next three years of educational journey. Consistent with the national educational
policies, plans and standards, the school head has the authority, accountability and responsibility for the
development of the school education program and school improvement plan; and be responsible for its
monitoring and evaluation.

Panubigan Elementary School is situated at Barangay Panubigan in a 10,000 sq. meter lot
donated by the Valmayor Hermanos. It is more or less 20 meters away from the national highway.
Residences surround the school and the area is thickly populated.
The school has a growing enrolment of 715 as of June 2013. It is identified as a second largest
school in the district of Canlaon in terms of population. It is manage by a School Principal with 17
Regular Teachers, 3 Teacher Assistants and 2 Watchmen. There are fifth teen sections from
Kindergarten to Grade VI. It has sixteen classrooms, eleven of those need major repairs or total
makeover and having the other five in good condition.
Panubigan ES is now on its 4th year in the implementation of the Enhanced K to 12 Basic
Education Curriculum leaving the three grades more in the Restructured BEC. Likewise, the school is a
recipient of an e-classroom package under the Deped Computerization Program Batch 14. ICT
Integration is employ to update the learning condition of the pupils due to some advancements of the
technology. For four years, the school is a recipient of the School-Based Feeding Program budget to feed
the less privileged children.
Further, the school received awards on line of sports and academic achievements. It has an
asset of potential trainers who make Panubigan on top of the list. Alumni and other stakeholders are
kind-hearted and generous enough if motivated to donate facilities for the school populace safety and
sanitation.
