ELECTIONS 2015
Your Vote Matters
With a general election and local government elections on 7th May 2015, its important that everyone eligible to vote has the opportunity to do so. To make sure
you dont miss out, you need to know that the way we all register to vote has
changed.
The new system is called Individual Electoral Registration. Previously, the head
of household was responsible for registering everyone who lived at an address,
but now every individual is responsible for their own voter registration.
90% of electors were expected to transfer automatically to the new register and all
electors should have received a letter in August 2014, telling them if they needed
to do anything. If you did not receive a letter, please register online at
www.gov.uk/yourvotematters. You will need a few details including your date of
birth and National Insurance number. Remember also to change your voter details
if you move house so you take your vote with you. If you have any questions or
concerns, please call Dover District Council electoral services on 01304 872344.

Ever thought about being a town or parish councillor?

You dont have to be a particular type of person to be a councilloranyone over


18 can stand for election, so long as they are a citizen of the UK, the European
Community or the Commonwealth. To stand for Sandwich Town Council you
would need to live or work in Sandwich or live within three miles of Sandwich.
The most important qualifications are a passion for local issues, a desire to represent local people and willingness to abide by the Councillors Code of Conduct.
You would also need to be willing to commit to being a member of the Trustee of
Sandwich Toll Bridge Fund (the Council is sole Trustee of the Fund).
Kent Association of Local Councils are running awareness-raising events across
the County for people interested in becoming town or parish councillors. Their
event for people in Dover district will take place on Wednesday 21st January 2015
in the Council Chamber at Dover District Councils main offices at the White Cliffs
Business Park, Whitfield (near Dover), CT16 3PJ. Refreshments will be available
from 6:30pm for a 7pm start, and the event is intended to end by 8:30pm. For

A new look for Sandwich Town Councils website


Sandwich Town Councils website has had a makeover. The new website is
easier to navigate and has pages of useful information about the Council,
Sandwich Toll Bridge Fund, the Guildhall Museum & Archive and booking the
Guildhall as a venue for weddings, parties and other events. Agendas, minutes
and grant application forms are all available at the click of a mouse.
As well as being easy to use and informative, the new-look website offers a
better shop window for Sandwich, with attractive photos of the town centre
and the Quay to give prospective visitors a more enticing preview of the mostcomplete Medieval town in England. There is also a dedicated page of tourist
information.

New too! - Art Tours of the Guildhall
Have you ever been to an event at the Guildhall and wondered whose portrait
is looking down at you, which battle is shown in the set of panels in the Council
Chamber, who painted the Quarter Sessions scene in the Court Room?
Building on a series of successful tours offered as part of Sandwich Arts Week,
the Guildhall team are now pleased to offer art tours of the building, thanks to
research by our volunteer archivists and Council staff. Come and find out more
about our artworks, the artists who made them and the subjects they depict.
You may even hear a scurrilous story or two!
Tours cost 3 per person (minimum charge 10) and must be booked in advance. Please contact the Town Clerks office for further details.

Speaking at a Town Council
meeting
The right to speak at Town Council
Meetings is available to any elector
whose name appears on the current
Register of Electors for the Town Council area. Written / emailed notice (or
notice in person) of the desire to exercise the right to speak, and of the topic
to be addressed, must be given to the
Town Clerk before 4.00pm on the Friday
before the meeting.
Electors will be heard in strict order of
notification, for a maximum of three
minutes each, and may speak on any
topic or issue which has a bearing on
the life of any one or more residents of
Sandwich, regardless of the Councils
power, or lack of power, to act upon the
topic or issue addressed.

Sandwich Guildhall offers an ideal setting for many events. We have rooms
which vary in size and character from the Meeting Room, a small room used by
many community groups for coffee mornings, to the modern and spacious Main
Hall which has a pull-out stage and can take up to two hundred people, so is
ideal for anything from shows to craft fairs, wedding receptions to formal dinners. We also pride ourselves on the Court Room, built in 1579, which has
many interesting architectural and historical features and offers a truly unique
setting for a weddingor indeed, for any other civil ceremony.

Town Team Update


Town Team affairs have been pretty hectic since summer thanks in no small
part to the impact of Lorry Watch. Data and pictures from Lorry Watch (such
as those below) captured attention and added considerable weight to our traffic safety campaign.

Unfortunately the driving force behind the Team, Cllr Sue Laslett, had to take
a back seat recently due to illness. However everyone has rallied together,
with Cllr Mark Moorhouse moving into the Chair on an interim basis despite
his many other commitments.

Fishing permits are available at the Town


Council Offices and the Tourist
Information Centre. They allow residents
of Dover District to fish on the Ropewalk
and the Butts free of charge. Nonresidents pay 6.00 a year. For further

Promotional Literature & Tickets
If you would like the Tourist Information
Centre to sell any promotional literature
and tickets advertising a town event
please put your request in writing to
Sandwich Town Council.
Please remember that the Tourist
Information Centre is only open between
April and October. Requests should be
made as far in advance of the event as
possible because the request can only be
considered at Council meetings.

Among our activities and landmarks over recent months are:

Increased support from, and closer collaboration with, Sandwich Town


Council.
Helpful interventions from Sandwich's Kent County Councillor, Leyland
Ridings.
Enlistment of professional help to turn our generic ideas into practical
traffic management proposals.
Securing a promise for improved heavy vehicle signage on the by-pass
and roundabouts, together with refreshed road markings in the town
centre.
Approval of funding for the first phase of traffic calming, namely two
pairs of speeding tables.
Bridge-building with Kent Police - whilst acknowledging that severe
budgetary constraints will remain a fact of life.
First steps towards more cohesive PR, including direct access to the
Hello Sandwich website and local press links.
Political networking. For example Laura Sandys MP is showing a keen
interest.

At the time of writing, work has yet to begin on any of the agreed measures.
Furthermore, Kent County Council has so far committed only to half of our
recommended installations. So, whilst the Team is delighted that things are
finally starting to move, we are conscious that challenges still lie ahead. Our

Registration of births and deaths is by appointment only. To book an appointment call 0845 247 400. You can also make an appointment using the online
booking service which you can find on Kent County Councils website (http://
www.kent.gov.uk).

emphasis over the coming months will be in a number of areas:

To press the KCC to make firm provision for the second phase of traffic

To campaign for a strategic, root-and-branch neighbourhood transport


plan that will build on the short-term changes.

hauliers, the bus company and (by way of follow-up) the Police.

To revive and consider extending the 20's Plenty scheme.


Laura Sandys has offered some very welcome assistance in the form of a
Sandwich Transport Summit in the New Year. We hope it will focus minds both
on what is already on the table and what is feasible over the longer run.
Finally we should say that the Town Team's role is primarily to facilitate, on behalf of fellow townspeople, rather than prescribe. Consequently we look forward
to public consultation on the traffic calming measures and would urge residents
to respond with the whole community's best interests in mind.

Sandwich Town Archives


Sandwich Town Archives are housed in the upper storey of the Guildhall. They
are managed and financed by Sandwich Toll Bridge Fund and are staffed by
volunteers. The Archives are open to members of the public by appointment on
Monday and Wednesday afternoons .

Parking and driving on the pavement


The Town Council has received numerous complaints about motorists driving
and parking on the pavement. In a town like Sandwich, with narrow pavements
and streets, this is inconsiderate and could well be dangerous.
Please make sure that if you see anyone driving or parking on the pavement
you report it to Kent Police by calling 101.
Road Safety in Sandwich: You Can Help!
If you have had or witnessed a road traffic incident in the last three years which
resulted in a personal injury, the Town Council would like to hear from you. We
want to make sure that the Police and KCC are collecting the evidence needed
to take action on road safety.
If you have a road traffic incident in future, please report it to the Police. Please
make sure you get an incident number and named contact and if you don't receive a confirmation letter or hear from them in 28 days, get back in touch with
them. Together we can make Sandwich safer.

Sandwich Town Tidal Defences Update

Thefts from vehicles that have not been secured are still occurring in the Sandwich area. Members of the public are reminded to make sure that they lock
their vehicles and not to leave anything of value in them.

Readers will know that tidal defence work has now been completed in the town
centre and that a formal Quay opening ceremony was held in September. The
new defences east of Richborough Road, Sandwich Marina, Stonar Lake,
Sandwich Quay, Gallows Field and the east side of
Gazen Salts recreation ground have all been completed. However, work continues on other reaches
of the tidal defences.

We are currently undertaking Operation Castle, which concerns burglaries.


Please be sure always to secure your property when you leave it and to consider taking extra security measures if you will be away for some time.

Lastly, if we should have snow, please be sure to stay safe and warm. Take
extra care when travelling and please be considerate of other peoplefor example if you have a snowball fight, please dont throw snowballs at passers-by
who arent joining in.

dealing with snow and ice this winter, especially when out and about on the
Countys roads. You can find out about gritting routes and snow clearance, locations of salt bins and building closures, as well as winter health advice and

Energy Deal is back
Dover District Council has announced that Energy Deal is back the collective
switching campaign developed by Dover and other Kent councils that aims to
help and support residents looking to reduce their gas and electricity bills.
Group buying offers a straightforward solution for residents to find out whether
they can get a better deal and benefit by saving money on their home energy
bills. The more people who register, the more interested the suppliers are in
winning them as customers, and so the better the deal they can offer.
Since the Energy Deal scheme was launched in 2013, 3,315 households have
registered. In the first round, the annual average saving was 93. The second
round saw average savings of 190. The October auction saw a unique market
leading tariff offered specifically for collective switching, with an average saving

In October, steel sheet piling works started at Gazen Salts car park (see picture, left). So far, piles
have been installed along a 170m section of the river and a new flood wall has been constructed in the car park.
At Discovery Park, the existing flood defences are being raised by constructing
a new flood wall inside the existing brick wall. The new flood wall is complete
and the brickwork is progressing well. Erosion protection is being installed to
the north bank, north of Richborough Road, and works will include embankment
raising, creating a flood wall and replacing the existing access track.
Due to the recent wet weather and ground conditions, the planned schedule of
works near the Princes Golf Course, Monks Wall Nature Reserve, and behind
Highway Marine Boat Yard has been altered. Works will recommence in the
spring once ground conditions improve.
Footpath Restrictions
In October embankment works started at Reach 6 (Vigo Sluice to Black Sluice).
Again the recent wet weather and ground conditions have caused postponement of these works. Contractors are monitoring the conditions and will start
construction again when they improve. Unfortunately, the temporary footpath
closure will need to continue until further notice. There is also a temporary
footpath restriction in place from Richborough Road to Goshall Railway (Reach
1) until April 2015.
There will be another public drop in session in the New Year so that people can
find out more about the details of the works and more details about this will be
